Automated Procurement System (APS): Project management plan (DS-03), version 1.2

The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) is implementing an Automated Procurement System (APS) to streamline its business activities that are used to procure goods and services. This Project Management Plan (PMP) is the governing document throughout the implementation process and is identified as the APS Project Management Plan (DS-03). At this point in time, the project plan includes the schedules and tasks necessary to proceed through implementation. Since the basis of APS is an existing COTS system, the implementation process is revised from the standard SDLC. The purpose of the PMP is to provide the framework for the implementation process. It discusses the roles and responsibilities of the NASA project staff, the functions to be performed by the APS Development Contractor (PAI), and the support required of the NASA computer support contractor (CSC). To be successful, these three organizations must work together as a team, working towards the goals established in this Project Plan. The Project Plan includes a description of the proposed system, describes the work to be done, establishes a schedule of deliverables, and discusses the major standards and procedures to be followed.

Grand Valley Ecological Forecasting II: Forecasting Trends in Pinyon-Juniper and Sagebrush Habitat Relative to Wildfire, Drought, Beetle Disturbance, and Treatment Impact for Management Planning

Disturbances and landcover change in pinyon-juniper and sagebrush ecosystems are exacerbated by environmental conditions such as variability in climate characteristics. Our DEVELOP team partnered with the National Park Service (NPS) in Colorado National Monument and the Bureau of Land Management (BLM)in McInnis Canyons and Dominguez-Escalante National Conservation Areas to investigate disturbances to land cover. NPS partners were interested in identifying areas at risk of pinyon-juniper die-off or encroachment by invasive species. The BLM partners prioritized identifying areas suitable for fire reduction/prevention treatment. To address these concerns, we forecasted landcover change in the Grand Valley region of Colorado using NASA Earth observation data from Landsat 5 Thematic Mapper (TM), Landsat 7 Enhanced Thematic Mapper (ETM+), Landsat 8 Operational Land Imager (OLI), and Moderate Resolution Imaging Spectroradiometer (MODIS) aboard Terra and Aqua. We collected and analyzed these data in conjunction with Term I of this project. We found that the primary drivers of forecasted landcover change in the study area were aspect and elevation. Our forecasted landcover change maps, created using the Idrisi TerrSet Land Change Modeler, addressed the needs of our partners by showing potential habitat suitability trends, which will inform management planning. Forecasted landcover maps indicated that by 2040, ecosystems within partner management areas will likely see tree encroachment on shrublands.

Alaskan resources, current development. Traditional cultural values, and the role of LANDSAT data in current and future land use management planning

Past, present, and proposed applications of LANDSAT data for renewable resource assessments in Alaska are described. Specific projects briefly discussed include: a feasibility investigation applying LANDSAT data to caribou habitat mapping in northeast Alaska, analysis of a native corporate region in southwest Alaska, analysis of a game management unit in interior Alaska, and two proposed analyses in northwest Alaska. These analyses principally address range evaluations concerning caribou, moose, and Dall sheep, but results have application to other renewable resource themes. Application of resource assessment results to a statewide land use management plan is discussed.

Repository-Based Software Engineering Program: Working Program Management Plan

Repository-Based Software Engineering Program (RBSE) is a National Aeronautics and Space Administration (NASA) sponsored program dedicated to introducing and supporting common, effective approaches to software engineering practices. The process of conceiving, designing, building, and maintaining software systems by using existing software assets that are stored in a specialized operational reuse library or repository, accessible to system designers, is the foundation of the program. In addition to operating a software repository, RBSE promotes (1) software engineering technology transfer, (2) academic and instructional support of reuse programs, (3) the use of common software engineering standards and practices, (4) software reuse technology research, and (5) interoperability between reuse libraries. This Program Management Plan (PMP) is intended to communicate program goals and objectives, describe major work areas, and define a management report and control process. This process will assist the Program Manager, University of Houston at Clear Lake (UHCL) in tracking work progress and describing major program activities to NASA management. The goal of this PMP is to make managing the RBSE program a relatively easy process that improves the work of all team members. The PMP describes work areas addressed and work efforts being accomplished by the program; however, it is not intended as a complete description of the program. Its focus is on providing management tools and management processes for monitoring, evaluating, and administering the program; and it includes schedules for charting milestones and deliveries of program products. The PMP was developed by soliciting and obtaining guidance from appropriate program participants, analyzing program management guidance, and reviewing related program management documents.

Systems Engineering Management Plan NASA Traffic Aware Planner Integration Into P-180 Airborne Test-Bed

NASA's Traffic Aware Planner (TAP) is a cockpit decision support tool that provides aircrew with vertical and lateral flight-path optimizations with the intent of achieving significant fuel and time savings, while automatically avoiding traffic, weather, and restricted airspace conflicts. A key step towards the maturation and deployment of TAP concerned its operational evaluation in a representative flight environment. This Systems Engineering Management Plan (SEMP) addresses the test-vehicle design, systems integration, and flight-test planning for the first TAP operational flight evaluations, which were successfully completed in November 2013. The trial outcomes are documented in the Traffic Aware Planner (TAP) flight evaluation paper presented at the 14th AIAA Aviation Technology, Integration, and Operations Conference, Atlanta, GA. (AIAA-2014-2166, Maris, J. M., Haynes, M. A., Wing, D. J., Burke, K. A., Henderson, J., & Woods, S. E., 2014).

A program-management plan with critical-path definition for Combustion Augmentation with Thermionic Energy Conversion (CATEC)

Thermionic energy conversion (TEC) is discussed. In recent TEC-topping analyses, overall plant efficiency (OPE) and cost of electricity (COE) improved slightly with current capabilities and substantially with fully matured technologies. Enhanced credibility derives from proven hot-corrosion protection for TEC by silicon-carbide clads in fossil fuel combustion products. Combustion augmentation with TEC (CATEC) affords minimal cost and plant perturbation, but with smaller OPE and COE improvements than more conventional topping applications. Risk minimization as well as comparative simplicity and convenience, favor CATEC for early market penetration. A program-management plan is proposed. Inputs, characteristics, outputs and capabilities are discussed.
