Safety-Related Instrumentation and Control Pilot Upgrade: Conceptual - Detailed Design Phase Report and Lessons Learned

Historically, regulatory barriers have precluded nuclear plant safety-related (SR) Instrumentation and Control (I&C) system modernizations. These barriers have been largely addressed by industry and United States Nuclear Regulatory Commission (NRC) efforts, including development of the License Amendment Request (LAR) Alternate Review (AR) process for digital I&C upgrades. The U.S. Department of Energy (DOE) and the Idaho National Laboratory (INL) are supporting a SR I&C pilot upgrade at the Limerick Generating Station (LGS) to demonstrate this process and capturing associated lessons learned for the benefit of industry. In 2021, a paper summarizing lessons learned as captured in INL/EXT-20-59809, Safety Related Instrumentation & Control Pilot Upgrade Initial Scoping Phase Implementation Report and Lessons Learned was presented at the 12th NPIC & HMIT conference. It is recommended that readers of this paper review reference 1 or the associated Nuclear Journal paper for context. This paper summarizes activities performed and lessons learned for the conceptual design phase and portions of the detailed design phase as captured in INL/RPT-23-XXXX, “Safety-Related Instrumentation and Control Pilot Upgrade: Conceptual - Detailed Design Phase Report and Lessons Learned.” The portions of the effort covered by reference 2 include conceptual design phase activities from December 2020, through completion in November 2021, and detailed design activities through September 2022. These efforts and associated detailed documentation in reference 3 are intended to support similar industry upgrades as a foundation stone for a Digital Transformation that will improve plant safety, reliability, and operational performance while lowering plant total cost of ownership.

An efficient iteration strategy for the solution of the Euler equations

A line Gauss-Seidel (LGS) relaxation algorithm in conjunction with a one-parameter family of upwind discretizations of the Euler equations in two-dimensions is described. The basic algorithm has the property that convergence to the steady-state is quadratic for fully supersonic flows and linear otherwise. This is in contrast to the block ADI methods (either central or upwind differenced) and the upwind biased relaxation schemes, all of which converge linearly, independent of the flow regime. Moreover, the algorithm presented here is easily enhanced to detect regions of subsonic flow embedded in supersonic flow. This allows marching by lines in the supersonic regions, converging each line quadratically, and iterating in the subsonic regions, thus yielding a very efficient iteration strategy. Numerical results are presented for two-dimensional supersonic and transonic flows containing both oblique and normal shock waves which confirm the efficiency of the iteration strategy.

Efficient solutions to the Euler equations for supersonic flow with embedded subsonic regions

A line Gauss-Seidel (LGS) relaxation algorithm in conjunction with a one-parameter family of upwind discretizations of the Euler equations in two dimensions is described. Convergence of the basic algorithm to the steady state is quadratic for fully supersonic flows and is linear for other flows. This is in contrast to the block alternating direction implicit methods (either central or upwind differenced) and the upwind biased relaxation schemes, all of which converge linearly, independent of the flow regime. Moreover, the algorithm presented herein is easily coupled with methods to detect regions of subsonic flow embedded in supersonic flow. This allows marching by lines in the supersonic regions, converging each line quadratically, and iterating in the subsonic regions, and yields a very efficient iteration strategy. Numerical results are presented for two-dimensional supersonic and transonic flows containing oblique and normal shock waves which confirm the efficiency of the iteration strategy.

JPSS-3 VIIRS Version 2 at-Launch Relative Spectral Response Characterization

The JPSS-3 VIIRS sensor has completed its pre-launch test program including measurements for characterizing the VIIRS relative spectral response (RSR) in support of the Sensor and Environmental Data Records (SDR and EDR, resp.) that will be generated from VIIRS on-orbit observations. Government team subject matter experts of the VIIRS DAWG have analyzed the VIIRS spectral measurements and produced the VIIRS spectral characterization, in the form of band-average and supporting detector level RSR for each VIIRS band. The characterization is based upon the analysis of independent SpMA dual monochromator (all bands) and GSFC GLAMR laser system (reflectance bands only) spectral measurements. The SpMA and GLAMR measurements for reflectance bands (DNB LGS and MGS, I1-I3, M1-M11) were combined to produce a “fused” RSR. For emissive bands (I4, I5, M12-M16), the SpMA measurements provide the characterization. The effort has led to the VIIRS Version 2 RSR release, the official at-launch RSR characterization for the JPSS-3 VIIRS mission. The JPSS-3 RSR are a close match to those of JPSS-2. An assessment on compliance with spectral performance metrics finds that VIIRS band-average RSR are compliant on nearly all metrics, with only a single minor exception. The Version 2 RSR release is available under EAR99 restrictions to the science community on the restricted access NASA Sharepoint.

Pilot Business Case Analysis for Digital Infrastructure

The Inflation Reduction Act Has Provided an Opening to Dramatically Change and Improve the Economics of Nuclear Power Until recently, the commercial nuclear sector has faced unprecedented financial challenges driven by low natural gas prices and subsidized renewables, in a marketplace that did not reward carbon-free baseload capacity. The industry is also plagued by labor shortages, increasingly obsolete labor-centric operating models and antiquated analog technology that threaten the viability of the long-term operations of domestic nuclear facilities. In this context, the economic survival of nuclear power plants requires an efficient and technology-centric operating model that harvests the native efficiencies of advanced technology. Such transformations have been made in many other industries – notably, oil and gas. The passage by Congress of the Inflation Reduction Act (IRA) in 2022 provides nuclear operators with unprecedented economic incentives to pursue these upgrades. To realize the benefits of these incentives and achieve the necessary transformations in the nuclear operating model, the nuclear industry must overcome both the continuing unease about licensing pathways and uncertainty related to implementation costs.
