A Model-Free Frequency Control Approach for Diesel-Wind Powered Microgrids

Islanded microgrids usually consist of diesel generators and renewable energy sources (RES) to reduce the operating cost. Such microgrids have shown values for powering remote locations, but introduced unique challenges for frequency control of the grid due to the variability of renewable energy as well as the decoupled design of converter interface in RES. So, supportive control in RES becomes mandatory in such networks. This paper proposes a new dynamic control strategy, based on model-free control (MFC) approach, to support the primary frequency control of such islanded microgrids. The practical values of MFC have been discussed in various domains due to its control capability without modeling procedure and its efficient computation. In particular, we consider the diesel-wind system and the proposed MFC strategy is utilized as an online controller, which computes supplementary control signals for the rotor-side converter of the available wind turbine generators (WTGs). The calculated input signals allow WTGs to respond to frequency variations and improve the frequency response of the system. The controller is implemented and verified using the modified IEEE 33-bus full nonlinear model of the three-phase diesel-wind system in Simulink. Simulation results show the enhanced frequency response from the MFC strategy.

Hardware-in-the-loop Testing of Signal Temporal Logic Frequency Control in a Microgrid

This paper presents a hardware-in-the-loop (HITL) testing and lessons learned for a signal temporal logic (STL) frequency control in a microgrid setting. In contrast to most, if not all, traditional control mechanisms, the STL control allows for including temporal constraints in the control formulation to handle sophisticated specifications from grid codes and protection relays. This feature provides richer descriptions of control specifications to address both magnitude and time simultaneously, hence a valuable tool for power system operation and control. An ultra-low voltage (24V) HITL microgrid platform consisting of two type-3 wind turbine generators and one diesel generator is used to test the proposed STL frequency control. In experimental case studies, we demonstrate that the HITL frequency responses closely match the simulated ones and strictly satisfy the designed STL control specifications.

Load altering attack-tolerant defense strategy for load frequency control system

Cyber attacks are emerging threats to every information-oriented energy management system. By violating the cyber systems, the hacker can disrupt the security and stability due to the strong coupling between the cyber and physical facilities. In this paper, one type of cyber attacks designated as the load altering attack is studied for the power system frequency control, and corresponding defense strategies are proposed to improve the frequency control performance. Considering the difficulty of the application of model-based controller into large-scale power systems, a novel model-free defense framework is for the first time presented. Under this framework, both active defense and passive defense strategies are designed. The former assumes that the defender has the initiative to learn different attack scenarios. Adaptive defense strategies are implemented using the online attack identification information and off-line trained strategy pool. The latter assumes that the defender passively tolerates various attack scenarios via the pre-trained off-line strategy. Both approaches prove to be effective through validation based on the IEEE benchmark systems. The proposed defense framework and defense strategies can be extended to other energy control systems to enhance their attack tolerance capability.

Secondary Frequency Control for Reconfigurable Interconnecting Microgrids

Microgrids and microgrid technologies offer an operations and control framework for realizing the needed aggregation of a growing share of distributed energy resources. As the number of microgrids increases, so will the incentive to interconnect them, leading to a combinatorial growth of potential operating states. At the same time, their growing complexity nudges interconnected microgrids conceptually closer to balancing authorities in the bulk power system. This paper focuses on secondary frequency control and leverages the conceptual similarity between balancing authorities and interconnected microgrids to adopt an automatic generation control design with some adaptations. Frequency control and restoration is demonstrated via several use-cases with switching and reconfiguration events.

An automatic frequency control loop using overlapping DFTs (Discrete Fourier Transforms)

An automatic frequency control (AFC) loop is introduced and analyzed in detail. The new scheme is a generalization of the well known Cross Product AFC loop that uses running overlapping discrete Fourier transforms (DFTs) to create a discriminator curve. Linear analysis is included and supported with computer simulations. The algorithm is tested in a low carrier to noise ratio (CNR) dynamic environment, and the probability of loss of lock is estimated via computer simulations. The algorithm discussed is a suboptimum tracking scheme with a larger frequency error variance compared to an optimum strategy, but offers simplicity of implementation and a very low operating threshold CNR. This technique can be applied during the carrier acquisition and re-acquisition process in the Advanced Receiver.

Adaptive PV Frequency Control Strategy Based on Real-time Inertia Estimation

The declining cost of solar Photovoltaics (PV) generation is driving its worldwide deployment. As conventional generation with large rotating masses is being replaced by renewable energy such as PV, the power system’s inertia will be affected. As a result, the system’s frequency may vary more dramatically in the case of a disturbance, and the frequency nadir may be low enough to trigger protection relays such as under-frequency load shedding. The existing frequency-watt function mandated in power inverters cannot provide grid frequency support in a loss-of-generation event, as PV plants usually do not have power reserves. Here, a novel adaptive PV frequency control strategy is proposed to reserve the minimum power required for grid frequency support. A machine learning model is trained to predict system frequency response under varying system conditions, and an adaptive allocation of PV headroom reserves is made based on the machine learning model as well as real-time system conditions including inertia. Case studies show the proposed control method meets the frequency nadir requirements using minimal power reserves compared to a fixed headroom control approach.

Machine Learning-Based PV Reserve Determination Strategy for Frequency Control on the WECC System

This paper proposes a machine learning based strategy, that is suitable for real-time operation, to determine the optimal photovoltaic (PV) power plants reserve for frequency control. The proposed machine learning algorithm is trained and tested on 1,987 offline simulations of a 60% renewable penetration Western Electricity Coordinating Council (WECC) system. On a realistic 1-day operation profile of the WECC system, the ML model demonstrates a savings of more than 40% PV headroom compared to a conservative approach.

A new approach to data management and its impact on frequency control requirements

A new approach to data management consisting of spacecraft and data/information autonomy and its impact on frequency control requirements is presented. An autonomous spacecraft is capable of functioning without external intervention for up to 72 hr by enabling the sensors to make observations, maintaining its health and safety, and by using logical safety modes when anomalies occur. Data/information are made autonomous by associating all relevant ancillary data such as time, position, attitude, and sensor identification with the data/information record of an event onboard the spacecraft. This record is so constructed that the record of the event can be physically identified in a complete and self-contained record that is independent of all other data. All data within a packet will be time tagged to the needed accuracy, and the time markings from packet to packet will be coherent to a UTC time scale.

Privacy-Protected Simultaneous Provision of Energy and Primary Frequency Control Reserve

This paper investigates a Mixed Integer Linear Programming (MILP) model for simultaneous scheduling of energy and primary frequency control reserve. Given the model’s unique structure and growing concerns about privacy, we adopt Dantzig-Wolfe Decomposition (DWD) algorithm to solve the problem in a decentralized fashion while obfuscating the privacy of the energy and reserve resources. Additionally, we present a novel criterion for checking the model’s feasibility. Finally, simulation results are given and discussed.

Impact of Open Communication Networks on Load Frequency Control with Plug-In Electric Vehicles by Cyber-Physical Dynamic Co-Simulation

With the increasing electrification of the transportation sector to achieve the carbon neutrality objective, despite the challenges of charging electric vehicles (EV), there are also opportunities through smart charging EVs to improve system frequency stability; however, EV control technologies might require nontraditional communication support. This paper investigates the impacts of communication variations of EV on power system load frequency control through a cyber-physical dynamic system (CPDS) co-simulation. Here, the CPDS is built upon our previously developed transmission-and-distribution dynamic co-simulation model with the added communication variation functions (i.e., delay and packet loss). The case studies consider multiple communication variation scenarios when the system experiences an N-1 generation trip contingency. The scenarios include communication delays and packet loss using both homogeneous and heterogeneous assumptions. The outcomes of this work can help improve EV frequency regulation services and provide robust and effective tests for different load frequency control algorithms of the future power systems.

Discovery of False Data Injection Attacks on Power Grid Frequency Controllers with Reinforcement Learning [Poster]

While inverter-based DER (distributed energy resources) are instrumental to integrating renewable energy into the power grid, they reduce the grid's mechanical inertia, thereby increasing the risk of frequency instabilities. To compensate for frequency instability risks, the grid must also undergo a transformation to include digital technologies that allow for two-way communication between the utility and customers. The current and future state of the power grid allows for building a cleaner energy landscape. However, the grid may also become vulnerable to novel cyber threats. To preemptively protect the power grid against elaborate cyber-attacks, we propose to discover potential threats via reinforcement learning. In this work, the focus is on studying false data injection attacks that target the control logic of frequency controllers. We show that a reinforcement learning agent can successfully discover how to best inject false data into linear droop controllers.
