Longitudinal Surveillance for Chronic Health Conditions in Former United States Department of Energy Site Workers

The aim of the study was to determine (1) the rate at which rescreening former Department of Energy site workers identifies noncommunicable chronic diseases and (2) the development of comorbid conditions. Incidence and prevalence of hypertension, diabetes, reduced kidney function, and peripheral neuropathy at both initial and return screenings were calculated. Risk ratio of chronic disease development at return screening based on the presence of other conditions at initial screening were estimated with generalized linear regression. Prevalence of reduced kidney function was 19% at initial examination and 30% at return examination. The screening program was responsible for identifying 81% of reduced kidney function cases. Similar findings were present for the other chronic conditions examined. As a result, former worker health surveillance programs help identify significant health conditions among DOE workers, subcontractors, and visitors. Longitudinal screening of participants detects additional chronic conditions.

A comprehensive framework to assess elemental mercury in the Department of Energy: A time series analysis

Objective: This study investigated whether seasonal categories affect airborne mercury concentrations in the U.S. Department of Energy operations. Methods: We conducted an initial assessment of the general variability of airborne elemental mercury time-weighted average (TWA) samples. Then, we performed a two-component time series analysis to determine whether long-term, cyclical temperature change patterns affect mercury concentrations. Results: Both ARIMA time series models demonstrated stationary, non-random means (χ² = 83.8, p < 0.001) and standard deviation (χ² = 55.8, p < 0.001) of mercury concentrations. Here, our results indicate that the seasonal factors did not influence mercury concentration. Conclusions: Our results demonstrate that mercury concentrations primarily emanate from operational activities, work practices, and/or transient environmental conditions rather than seasonal fluctuations.

The ac and dc electric field meters developed for the US Department of Energy

Two space-potential electric field meters developed at the Jet Propulsion Laboratory under the auspices of the U.S. Department of Energy are described. One of the meters was designed to measure dc fields, the other ac fields. Both meters use fiber optics to couple a small measuring probe to a remote readout device, so as to minimize field perturbation due to the presence of the probe. By using coherent detection, it has been possible to produce instruments whose operating range extends from about 10 V/m up to about 2.5 kV/cm, without the need for range switching on the probe. The electrical and mechanical design of both meters are described in detail. Data from laboratory tests are presented, as well as the results of the tests at the National Bureau of Standards and the Electric Power Research Institute's High Voltage Transmission Research Facility.

Workforce Development Opportunities Through the US Department of Energy’s Better Plants Program 2025

The increasing global demand for energy underscores the importance of energy efficiency and sustainability. To address these challenges in the US manufacturing sector, the US Department of Energy has implemented the Better Plants and Better Climate Challenge programs. These initiatives aim to reduce energy consumption, greenhouse gas emissions, and water usage in industrial facilities. This paper highlights a critical component of these programs, workforce development, which equips individuals with the skills and knowledge to implement energy-saving measures. Through the variety of training opportunities discussed, including bootcamps, in-plant trainings, virtual trainings, and annual events, the programs are able to cater to a wide range of industrial participants, from entry-level professionals to experienced engineers. By fostering collaboration and knowledge sharing and by leveraging certifications offered by organizations like the Association of Energy Engineers, these initiatives empower individuals to drive innovation and sustainable practices.

A comprehensive framework to assess elemental mercury in the Department of Energy: A descriptive analysis

Objective: This study investigated the relationship between personal breathing zone air samples and associated biological monitoring urine samples collected in the U.S. Department of Energy Operations. Methods: We performed standard descriptive analyses of the air sample and BEI monitoring data. We also provide a list of direct-reading instruments used in mercury field assessments. Results: A total of 2,330 air samples and 265 BEI data were analyzed. These data were grouped into 16 job titles, excluding categories with fewer than 10 samples, which resulted in 11 job titles. Conclusions: We conclude that industrial hygiene airborne sample data alone may not provide a complete assessment in exposure determination. We suggested the necessity of incorporating biological monitoring to determine the exposure.

Chronic obstructive pulmonary disease among former United States Department of Energy workers: comorbidities and lung function changes

Chronic Obstructive Pulmonary Disease (COPD) is a major cause of morbidity and mortality in the United States and is frequently associated with multiple comorbidities which lead to poor COPD outcomes in the general population. However, little is known regarding COPD comorbidities in occupational cohorts whose exposure experiences could result in differences in comorbidities compared to the general population. These differences may also be important for assessing COPD outcomes such as lung function changes or decline. Therefore, the objectives of this study were to: (1) identify and describe clusters of COPD comorbidities among Department of Energy (DOE) former workers; (2) assess if the attributes of the identified clusters differ from those identified among the general population based on the published literature, and (3) identify predictors of lung function changes and decline among DOE former workers.

An update on the Department of Energy's photovoltaic program

Funding for the terrestrial photovoltaic's program is $78 million in 1994. This is more than double the minimum level reached in 1989 and runs counter to the general trend of decreasing budgets for Department of Energy (DOE) programs. During the past five years, the program has expanded its mission from research and development to also address manufacturing technology and commercialization assistance. These new activities are directed toward revitalizing the market to reinstate the rapid rate of sales growth needed to attract investment. The program is approaching balance among efforts in each of the three areas. This translates to a reduction in some of the R & D activities of most relevance to the space power community. On the other hand, some of the advancements in manufacturing may finally bring thin-film technologies to reality for space arrays. This talk will describe the status and direction of DOE program with an eye toward highlighting its impact on technology of interest for space.

U.S. Department of Energy Office of Legacy Management 2024 Annual Site Inspection and Monitoring Report for Uranium Mill Tailings Radiation Control Act Title I Disposal Sites

This report, in fulfillment of a U.S. Nuclear Regulatory Commission (NRC) license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) in 2024. These activities occurred at the 19 uranium mill tailings disposal sites established under Title I of the Uranium Mill Tailings Radiation Control Act (UMTRCA) and verify that the UMTRCA Title I disposal sites remain in compliance with license requirements and Long-Term Surveillance Plans (LTSPs). Individual chapters for each site are available on the LM public website at https://energy.gov/lm/sites/lm-sites.
