Integration of safety engineering into a cost optimized development program.

A six-segment management model is presented, each segment of which represents a major area in a new product development program. The first segment of the model covers integration of specialist engineers into 'systems requirement definition' or the system engineering documentation process. The second covers preparation of five basic types of 'development program plans.' The third segment covers integration of system requirements, scheduling, and funding of specialist engineering activities into 'work breakdown structures,' 'cost accounts,' and 'work packages.' The fourth covers 'requirement communication' by line organizations. The fifth covers 'performance measurement' based on work package data. The sixth covers 'baseline requirements achievement tracking.'

Future applications of associative processor systems to operational KSC systems for optimizing cost and enhancing performance characteristics

The application of associative memory processor equipment to conventional host processors type systems is discussed. Efforts were made to demonstrate how such application relieves the task burden of conventional systems, and enhance system speed and efficiency. Data cover comparative theoretical performance analysis, demonstration of expanded growth capabilities, and demonstrations of actual hardware in simulated environment.

Optimizing costs of VLSI circuits

Report analyzes costs of developing and producing low-production-volume, customized VLSI (very large-scale, integrated) circuits. Relationship is developed between IC cost and electronic system cost using IC cost models based on design/fabrication approach. Emphasis is on development of understanding between cost and volume for custom circuits to be used by NASA. Reliability is major cost component in models. Report is divided into five sections and includes four appendices with useful reference literature.

Adaptive control based on retrospective cost optimization

A discrete-time adaptive control law for stabilization, command following, and disturbance rejection that is effective for systems that are unstable, MIMO, and/or nonminimum phase. The adaptive control algorithm includes guidelines concerning the modeling information needed for implementation. This information includes the relative degree, the first nonzero Markov parameter, and the nonminimum-phase zeros. Except when the plant has nonminimum-phase zeros whose absolute value is less than the plant's spectral radius, the required zero information can be approximated by a sufficient number of Markov parameters. No additional information about the poles or zeros need be known. Numerical examples are presented to illustrate the algorithm's effectiveness in handling systems with errors in the required modeling data, unknown latency, sensor noise, and saturation.

Antenna optimization and cost consideration for the Solar Power Satellite microwave system

The sizing, criteria, cost analysis, and optimized taper of the Solar Power Satellite (SPS) transmitting antenna are discussed. The sizing parameters considered were a thermal limit of 23 kW/sq m in the antenna, a peak power density of 23 mW/sq cm in the ionosphere, and cost effectiveness. Cost schedules and equations are presented for the SPS, and four antenna tapers are analyzed and compared, including the reference 10 dB Gaussian taper. An even powered quadratic series is formulated to minimize electricity cost and stay within thermal and ionospheric power level limits. The optimized Johnson Space Center taper is found to display the lowest energy costs, 4% below the 10 dB Gaussian, and can deliver 5.69 GW at 45.4 mills/kWh to the grid. Further studies are indicated for the optimal antenna and rectenna sizes

Optimal Network-Topology Design

Candidate network designs tested for acceptability and cost. Optimal Network Topology Design computer program developed as part of study on topology design and analysis of performance of Space Station Information System (SSIS) network. Uses efficient algorithm to generate candidate network designs consisting of subsets of set of all network components, in increasing order of total costs and checks each design to see whether it forms acceptable network. Technique gives true cost-optimal network and particularly useful when network has many constraints and not too many components. Program written in PASCAL.

Design optimization for cost and quality: The robust design approach

Designing reliable, low cost, and operable space systems has become the key to future space operations. Designing high quality space systems at low cost is an economic and technological challenge to the designer. A systematic and efficient way to meet this challenge is a new method of design optimization for performance, quality, and cost, called Robust Design. Robust Design is an approach for design optimization. It consists of: making system performance insensitive to material and subsystem variation, thus allowing the use of less costly materials and components; making designs less sensitive to the variations in the operating environment, thus improving reliability and reducing operating costs; and using a new structured development process so that engineering time is used most productively. The objective in Robust Design is to select the best combination of controllable design parameters so that the system is most robust to uncontrollable noise factors. The robust design methodology uses a mathematical tool called an orthogonal array, from design of experiments theory, to study a large number of decision variables with a significantly small number of experiments. Robust design also uses a statistical measure of performance, called a signal-to-noise ratio, from electrical control theory, to evaluate the level of performance and the effect of noise factors. The purpose is to investigate the Robust Design methodology for improving quality and cost, demonstrate its application by the use of an example, and suggest its use as an integral part of space system design process.

Mobile telephony through LEO satellites: To OBP or not

GLOBALSTAR is a satellite-based mobile communications system that is interoperable with the current and future Public Land Mobile Network (PLMN) and Public Switched Telephone Network (PSTN). The selection of the transponder type, bent-pipe, or onboard processing (OBP), for GLOBALSTAR is based on many criteria, each of which is essential to the commercial and technological feasibility of GLOBALSTAR. The trade study that was done to determine the pros and cons of a bent-pipe transponder or an onboard processing transponder is described. The design of GLOBALSTAR's telecommunications system is a multi-variable cost optimization between the cost and complexity of individual satellites, the number of satellites required to provide coverage to the service areas, the cost of launching the satellites into their selected orbits, the ground segment cost, user equipment cost, satellite voice channel capacity, and other issues. Emphasis is on the cost and complexity of the individual satellites, specifically the transponder type and the impact of the transponder type on satellite and ground segment cost, satellite power and weight, and satellite voice channel capacity.

Technology forecasting for space communication. Task one report: Cost and weight tradeoff studies for EOS and TDRS

Weight and cost optimized EOS communication links are determined for 2.25, 7.25, 14.5, 21, and 60 GHz systems and for a 10.6 micron homodyne detection laser system. EOS to ground links are examined for 556, 834, and 1112 km EOS orbits, with ground terminals at the Network Test and Tracking Facility and at Goldstone. Optimized 21 GHz and 10.6 micron links are also examined. For the EOS to Tracking and Data Relay Satellite to ground link, signal-to-noise ratios of the uplink and downlink are also optimized for minimum overall cost or spaceborne weight. Finally, the optimized 21 GHz EOS to ground link is determined for various precipitation rates. All system performance parameters and mission dependent constraints are presented, as are the system cost and weight functional dependencies. The features and capabilities of the computer program to perform the foregoing analyses are described.

Avoiding Selection Bias in Generating Examples of Plans in the Presence of Heuristic Error

It is generally understood that heuristic error hurts the performance of search algorithms, measured in terms of search effort. Hence there is an interest in understanding how to reduce heuristic error. One way to do this is to learn a heuristic from a set of examples of plans generated offline, e.g. bootstrapping methods. In this paper, we consider how some methods for generating examples of plans may skew the training set in the presence of heuristic errors. Initial theoretical results show that duplicate detection is one source of selection bias in the canonical A* algorithm. We introduce a duplicate selection scheme for A* that avoids selection bias in generating cost-optimal examples, without compromising memory efficiency, and develop ideas in the satisficing setting. We evaluate our approach on n x m grids with multiple cost-optimal solutions and synthetic heuristic error. Finally, we attempt to extend these ideas to the problem of generating extreme examples of plans.

Formulations and applications of large structure actuator and sensor placements

A new approach based on the steady-state solutions of the optimal control and estimation problems is presented to study respectively the actuator and sensor locations for large flexible structures. A simple and computer-implementable formulation for minimizing the steady state optimal cost function and the state estimation error inherent in the estimation process is given. In conjunction with the new approach, two criteria are established relating the actuator and the sensor placement optimalities respectively to the minimums of the optimal cost function and the state estimation error. To illustrate the concepts of this paper, we present the results of some numerical and analytical studies on the actuator and the sensor locations of several simple flexible beam modes.

Application of controller partitioning optimization procedure to integrated flight/propulsion control design for a STOVL aircraft

A parameter optimization framework has earlier been developed to solve the problem of partitioning a centralized controller into a decentralized, hierarchical structure suitable for integrated flight/propulsion control implementation. This paper presents results from the application of the controller partitioning optimization procedure to IFPC design for a Short Take-Off and Vertical Landing (STOVL) aircraft in transition flight. The controller partitioning problem and the parameter optimization algorithm are briefly described. Insight is provided into choosing various 'user' selected parameters in the optimization cost function such that the resulting optimized subcontrollers will meet the characteristics of the centralized controller that are crucial to achieving the desired closed-loop performance and robustness, while maintaining the desired subcontroller structure constraints that are crucial for IFPC implementation. The optimization procedure is shown to improve upon the initial partitioned subcontrollers and lead to performance comparable to that achieved with the centralized controller. This application also provides insight into the issues that should be addressed at the centralized control design level in order to obtain implementable partitioned subcontrollers.
