Interoperable, Inverter-Based Distributed Energy Resources (DERs) Enable 100% Renewable and Resilient Utility Microgrids

Project overcomes frequency stability and system control issues when operating distribution microgrids in a low inertia, high PV penetration environment without fossil fuel generators. The team implemented a grid-forming inverter and advanced control features at SDG&E's Borrego Springs Microgrid to demonstrate islanding and blackstart using renewable resources. Simulation and emulation in advance of deployment de-risks field operations.

Demonstration of Power System Black Start with Hydropower Generator and Battery Energy Storage: Preprint

Battery energy storage systems (BESS) are an important asset for power systems with high integration levels of renewable energy, and they can be controlled to provide various services to the grid. This paper presents the hardware demonstration and characterization of using a utility-scale BESS with grid-following (GFL) and grid-forming (GFM) controls and a run-of-river (ROR) hydropower plant to perform a bottom-up power system black start that enhances power systems' resiliency. ROR hydropower plants are generally not used for power system restoration due to their frequency instability during islanded operation; however, BESS with droop control can provide critical damping to convert a ROR hydropower generator into a blackstart- capable unit. To demonstrate this, we carry out hardware experiments at the megawatt-scale integrating a synchronous generator driven by a dynamometer, an actual GFL/GFM BESS, a medium-voltage impedance network, and a load bank. The demonstration shows the different roles of BESS with GFL and GFM control in power system restoration. GFL BESS can suffer from high-frequency oscillations, even instability, depending on the droop control gain and loading condition. The results provide further insights for system operators on how GFL- or GFMcontrolled BESS can enhance grid stability and how hydro-BESS hybrids can operate as a black-start-capable unit. The presented experimental results are also a valuable resource to understand the different stability characteristics of real-world BESS with different control modes.

Black Start with Inverter-Based Resources: Hardware Testing

Black start, or grid restoration after a wide-spread power outage, is a critical service on the power system that has historically been provided by transmission-connected synchronous generators. As the power system transitions to rely on more distributed and inverter-based resources it will be critical that these resources can also provide black start services. In this work we investigated battery energy storage and solar photovoltaics technical capabilities and limitations to provide black start services through hardware testing in an experimental microgrid testbed. This hardware demonstration of inverter-based resources providing black start functions can help inform grid operators on how to include these types of resources in their black start plans.

Safe Exploration Reinforcement Learning for Load Restoration using Invalid Action Masking

This paper addresses the load restoration problem after a power outage event. Our primary proposed methodology uses a multi-agent reinforcement learning method to make the optimal sequential decisions on picking up critical loads. Typically, a negative reward is provided to discourage the agents from selecting decisions that violate physical constraints during the restoration process. However, the main disadvantage of this approach is its difficulty in applying it to large-scale systems due to the curse of dimensionality. This paper introduces the invalid action masking technique to overcome this limitation. The features of this technique include zero physical constraint violations, reduced training time, and stabilization of the explo- ration process. Simulation results are performed in IEEE 13-node and IEEE 123-node systems showing the better performance of the proposed algorithm in comparison to the conventional approaches both in terms of restored power and learning curve.

Understanding Line Losses and Transformer Losses in Rural Isolated Distribution Systems

Rural, isolated power systems in the mainland U.S. and in states like Alaska and Hawaii are powered by assets like diesel generators. These rural, isolated power systems also cannot operate at the higher band of medium voltage (like 69kV). They are primarily in the 12 to 14 kV range to keep the cost of the distribution investments lower. Because of this mid-band medium voltage range, the line losses and distribution transformers losses consume significant diesel consumption (almost 10 percent of the peak load). This work considers one such power system powering an isolated system and presents key findings online losses, and transformer losses. Understanding and documenting the impacts is critical for these communities operating their power systems and take actions to reduce expensive diesel consumption. In this paper, we will present one such typical grid and model it in electromagnetic transients (EMT) domain. We used the tower structure, under ground cabling installation to develop high fidelity models of lines. We also used high fidelity models of distribution transformers to present the no-load losses and full load loses. We will also present technical solutions available commercially off-the-shelf to reduce these losses and reduce diesel consumption. This work will be a primer for communities to understand the technical challenges and to understand the possible solution available to solve such challenges for rural, isolated power system operators.

Hydrogen Energy Storage System at Borrego Springs Towards an H2 Enabled 100% Renewable Microgrid

San Diego Gas & Electric's Borrego Springs Microgrid is one of the largest microgrids in the USA, serving 2500 residential customers, 300 commercial and industrial customers, and has a peak demand of approximately 14 MW. This microgrid is located at the end of a long transmission line, and is subjected to extreme weather events like storms, wildfires, and flooding, which frequently cause grid outages. The microgrid currently relies on 3.65 MW of diesel-powered generators to provide grid-forming services during these outages, which results in greenhouse gas and criteria pollutant emissions. However, the microgrid has access to approximately 37 MW of installed solar generation and struggles with overgeneration and curtailment. 1.5 MW/4.5 MWh of grid-scale batteries have been installed to capture some the overgeneration and provide resiliency, but a longer-duration low-greenhouse gas emission energy storage solution is needed. In our project, the team will evaluate in the lab and demonstrate in the field a grid-forming fuel cell inverter that can provide grid-forming services while utilizing hydrogen's energy storage scalability. We will first utilize NREL's Renewable Energy Integration and Optimization (REopt) platform to perform analyses on future microgrid scenarios that use hydrogen assets to reduce or eliminate the need for diesel backup generators. We will then evaluate the grid-forming inverter through power hardware-in-the-loop and controller hardware-in-the-loop experiments at ARIES, and de-risk the field deployment and operation of hydrogen assets in the microgrid setting. Finally, this project will demonstrate the operation of the fuel cell inverter and updated microgrid controller by operating in grid-forming mode in the Borrego Springs microgrid.
