Technology utilization in a non-urban region: Further impact and technique of the Technology Use Studies Center

Updated information pertaining to clients who receive and use information disseminated by the Technology Use Studies Center (TUSC) is reported. Charts are provided which indicate TUSC's performance in information dissemination and technical assistance in terms of quantities of searches accomplished during several contract years. The faculty information service is described, along with details of cooperation with other agencies. Specific searches are listed according to subject, client, and client location, and a measure of client response to services provided is indicated by the included selection of transfer and impact reports. The impetus behind the formation of the general aviation news letter is also described.

Technology transfer - The NASA perspective

Domestic and international NASA technology utilization experiences are described together with prospects for applying technology to problems of local and state governments. Transfer mechanisms used by NASA to introduce new technology in both the private and public sectors of the domestic scene are discussed, and attention is given to experiences gained in a pilot program designed to establish a refined methodology for the transfer of aerospace-developed technology to developing nations. Technical assistance to local and state governments involves applications of NASA experiences to further the constructive involvement of industry.

Warm/cold cloud processes

Technical assistance continued in support of the Atmospheric Cloud Physics Laboratory is discussed. A study of factors affecting warm cloud formation showed that the time of formation during an arbitrary expansion is independent of carrier gas composition for ideal gases and independent of aerosol concentration for low concentrations of very small aerosols. Equipment and procedures for gravimetric evaluation of a precision saturator were laboratory tested. A numerical feasibility study was conducted for the stable levitation of charged solution droplets by an electric field in a one-g static diffusion chamber. The concept, operating principles, applications, limits, and sensitivity of the levitation technique are discussed.

The NASA/Baltimore Applications Project (BAP). Computer aided dispatch and communications system for the Baltimore Fire Department: A case study of urban technology application

An engineer and a computer expert from Goddard Space Flight Center were assigned to provide technical assistance in the design and installation of a computer assisted system for dispatching and communicating with fire department personnel and equipment in Baltimore City. Primary contributions were in decision making and management processes. The project is analyzed from four perspectives: (1) fire service; (2) technology transfer; (3) public administration; and (5) innovation. The city benefitted substantially from the approach and competence of the NASA personnel. Given the proper conditions, there are distinct advantages in having a nearby Federal laboratory provide assistance to a city on a continuing basis, as is done in the Baltimore Applications Project.

Far-infrared measurements of trace gases

A better detector system was developed for far infrared spectroscopy by usng cryogenic technology to cool bolometric detectors to approximately 0.4K. Technical assistance was provided to two submillimeter infrared balloon experiment (SIBEX) flights which demonstrated the diagnostic capability of far IR emission spectroscopy. It is estimated that more than a hundred spectral emission features were detected which are not due to the main emitting gases O3, O2, and H2O. The trace species sources for many features still remain unidentified and the spectra obtained during the SIBEX flights present a new source of information on stratospheric composition.
