Strategic Energy Management Program Persistence and Cost Effectiveness An Analysis of the SEM Program Landscape

This study examines the relationship between strategic energy management (SEM) programs and their persistence and cost effectiveness, with analysis based on interview data from 24 SEM program administrators, SEM program evaluations, and other reports. The 80 interview questions focused on the topics of program design, energy savings, energy savings persistence, cost effectiveness, and customer SEM persistence. The generosity of interview respondents provided a wealth of data, resulting in a report of sufficient length to warrant inclusion of this brief guide of the report structure. The major sections are listed below with brief descriptions. Individual sections of this report are mainly stand-alone and do not require reading of other sections. As a result, there is some duplication between sections, but with differing levels of detail. Executive Summary: Presents three key conclusions of this work with a short description of potential actions to advance the understanding of each key finding. Brief Observations: Lists a large number of bulleted observations resulting from this research, arranged by the five major topic areas included in the interviews. Analysis details are provided in the Analysis of Interview Results section. Foundations for this Research: Provides an overview of SEM, SEM frameworks, SEM programs, the topics of persistence and cost effectiveness, and the focus of this research. Methodology: Details the approach and strategy of this research, providing background information relevant to the formulation of interview questions and the identification of which SEM programs to interview. Observations from Compiled Evaluations and Other Reports: Reports observations from the collection and analysis of program evaluations, annual reports, utility planning documents, and SEM-related white papers. This section, presented in bullet form, highlights challenges in data collection and ultimately a comparison of program practices as they pertain to persistence and cost effectiveness. Analysis of Interview Results: Presents detailed analysis of responses from SEM program administrators, arranged by the five major categories examined: program design, energy savings, energy savings persistence, cost effectiveness, and customer SEM persistence. Interview questions are generally grouped together into subsections when it makes sense to examine them together. SEM Programs Challenge Traditional Cost-Effectiveness Metrics: Details an analysis based on five key factors showing that applying traditional cost-effectiveness metrics to SEM programs is not straightforward. This invites the opportunity to consider whether traditional cost-effectiveness metrics are applicable to SEM programs, either individually or at large. Resolution of Research Hypotheses: Tabulates a set of hypotheses that were developed to address the fundamental nature of the research at hand. Analysis of responses to multiple questions informs an understanding of each hypothesis and can be used to better understand the SEM program environment at large.

Data Science and Machine Learning in Education

The growing role of data science (DS) and machine learning (ML) in high-energy physics (HEP) is well established and pertinent given the complex detectors, large data, sets and sophisticated analyses at the heart of HEP research. Moreover, exploiting symmetries inherent in physics data have inspired physics-informed ML as a vibrant sub-field of computer science research. HEP researchers benefit greatly from materials widely available materials for use in education, training and workforce development. They are also contributing to these materials and providing software to DS/ML-related fields. Increasingly, physics departments are offering courses at the intersection of DS, ML and physics, often using curricula developed by HEP researchers and involving open software and data used in HEP. In this white paper, we explore synergies between HEP research and DS/ML education, discuss opportunities and challenges at this intersection, and propose community activities that will be mutually beneficial.

Dark Sector Studies with Neutrino Beams

An array of powerful neutrino-beam experiments will study the fundamental properties of neutrinos with unprecedented precision in the coming years. Along with their primary neutrino-physics motivations, there has been growing recognition that these experiments can carry out a rich program of searches for new, light, weakly-coupled particles that are part of a dark sector. In this white paper, we review the diverse theoretical motivations for dark sectors and the capabilities of neutrino beam experiments to probe a wide range of models and signatures. We also examine the potential obstacles that could limit these prospects and identify concrete steps needed to realize an impactful dark sector search program in this and coming decades.

U.S. National Accelerator R&D Program on Future Colliders

Future colliders are an essential component of a strategic vision for particle physics. Conceptual studies and technical developments for several exciting future collider options are underway internationally. In order to realize a future collider, a concerted accelerator R&D program is required. The U.S. HEP accelerator R&D program currently has no direct effort in collider-specific R&D area. This shortcoming greatly compromises the U.S. leadership role in accelerator and particle physics. In this white paper, we propose a new national accelerator R&D program on future colliders and outline the important characteristics of such a program.

A Spectroscopic Road Map for Cosmic Frontier: DESI, DESI-II, Stage-5

In this white paper, we present an experimental road map for spectroscopic experiments beyond DESI. DESI will be a transformative cosmological survey in the 2020s, mapping 40 million galaxies and quasars and capturing a significant fraction of the available linear modes up to z=1.2. DESI-II will pilot observations of galaxies both at much higher densities and extending to higher redshifts. A Stage-5 experiment would build out those high-density and high-redshift observations, mapping hundreds of millions of stars and galaxies in three dimensions, to address the problems of inflation, dark energy, light relativistic species, and dark matter. These spectroscopic data will also complement the next generation of weak lensing, line intensity mapping and CMB experiments and allow them to reach their full potential.

The MegaMapper: A Stage-5 Spectroscopic Instrument Concept for the Study of Inflation and Dark Energy

In this white paper, we present the MegaMapper concept. The MegaMapper is a proposed ground-based experiment to measure Inflation parameters and Dark Energy from galaxy redshifts at $2 < z < 5$. In order to achieve path-breaking results with a mid-scale investment, the MegaMapper combines existing technologies for critical path elements and pushes innovative development in other design areas. To this aim, we envision a 6.5-m Magellan-like telescope, with a newly designed wide field, coupled with DESI spectrographs, and small-pitch robots to achieve multiplexing of at least 26,000. This will match the expected achievable target density in the redshift range of interest and provide a 10x capability over the existing state-of the art, without a 10x increase in project budget.

Onboarding in a Virtual Environment

A need for a standardized Division 10000 onboarding program for virtual hires was identified by management to formalize the way employees and interns are onboarded and trained into Division 10000. This white paper provides effective short and long-term suggestions in the efforts of improving virtual onboarding. Data suggests that remote work is going to become the forefront of many industry practices, which indicates the need of a standardized virtual onboarding practices. With our research, gap assessments, benchmarking, and conducting interviews both internally and externally, we found that clarity, culture, and connection proved to be the strongest solutions in order to maintain Sandia’s competitive edge and sustain workers both remote and in-person.

Detector needs for STS instruments

This white paper contains an analysis of the requirements for the detectors for the initial suite of neutron scattering instruments at the Second Target Station, STS. The detector technologies proposed are compared with the instrument requirements, in-house proficiencies and strengths, and where appropriate, expertise at other facilities. Where relevant, alternative detector options are proposed. The performance gaps between the current state-of-the-art and the required characteristics are identified and projects within the R&D program are proposed in order to close these gaps. Further, neutron beam monitor needs are considered in a similar light.

Stakeholder Training for IEEE 1547-2018 (Abbreviated Final Technical Report)

This project identifies and makes publicly available educational materials to assist stakeholders in adopting the revised IEEE Std 1547-2018, Standard for Interconnection and Interoperability of Distributed Energy Resources with Associated Electric Power Systems Interfaces. The new standard is significantly different than the previous 2003 version, contains new concepts and new technical requirements, and requires educational material on the application of these changes. NREL had a principal role in accelerating the revision process though its chairmanship of the IEEE Std 1547 working group to revise the standard and through technical support provided to the working group. Under this project, NREL and partners compiled and developed publicly available educational materials for IEEE Std 1547-2018, including webinars, white papers, and other resources on related topics.

Securing Solar for the Grid: Extreme Control Whitepaper

Emerging standards outlining desired behaviors for Distributed Energy Resources (DER), such as IEEE 1547-2018, define several device-level control functions to regulate DER power injections/consumptions in response to locally sensed grid conditions. The ability to adjust settings of aggregations of DER with standardized embedded control functionality constitutes a mechanism which can, potentially, create undesirable or deleterious effects on the power grid. The purpose of this white paper is to highlight unintended effects stemming from improperly tuned embedded control functions in Distributed Energy Resources (DER), which could be exploited by a malicious entity as a means to attack the power grid.

Physics Opportunities at a Beam Dump Facility at PIP-II at Fermilab and Beyond

The Fermilab Proton-Improvement-Plan-II (PIP-II) is being implemented in order to support the precision neutrino oscillation measurements at the Deep Underground Neutrino Experiment, the U.S. flagship neutrino experiment. The PIP-II LINAC is presently under construction and is expected to provide 800~MeV protons with 2~mA current. This white paper summarizes the outcome of the first workshop on May 10 through 13, 2023, to exploit this capability for new physics opportunities in the kinematic regime that are unavailable to other facilities, in particular a potential beam dump facility implemented at the end of the LINAC. Various new physics opportunities have been discussed in a wide range of kinematic regime, from eV scale to keV and MeV. We also emphasize that the timely establishment of the beam dump facility at Fermilab is essential to exploit these new physics opportunities.

Project ν x B: Novel Application of Neutrinos to Evaluate U.S. Nuclear Weapons Performance

In this white paper, we discuss the feasibility of diagnosing a nuclear explosion using a neutrino detector. This idea was first proposed by Reines and Cowan to observe the then hypothesized neutrino. Since then, the neutrino was discovered and over the decades the field of neutrino research has matured and many properties of the neutrino have been measured such as interaction cross sections, masses, abundances, etc. The neutrino has been observed from the sun, supernova, nuclear reactors, accelerators, and even the Earth’s core. Interestingly, one of the most prolific sources of neutrinos, a man-made nuclear explosion, has yet to be detected.

The Compelling Need for a Mid-Scale Stellarator Facility

In the pursuit of the goal of commercial fusion as an abundant and safe source of energy, the stellarator is a leading concept with compelling attractiveness and demonstrated performance. In this white paper we, as a community of US researchers from Universities, National Laboratories, and Private Industry, involved in studying the stellarator concept, lay out the programmatic and technical motivation for a new mid-size stellarator research facility in the US. This contribution is complementary to several other whitepapers authored by members of our community which address different mid-scale stellarator aspects. A community based technical facility proposal has been prepared by F. Parra, et al: Flexible Stellarator Physics Facility. Two private stellarator companies have submitted proposals supporting the development of a mid-scale stellarator: Thea Energy (C.P.S. Swanson, et al.), Type One Energy (W. Guttenfelder, et al.).
