Distributed Intrusion Detection System using Semantic-based Rules for SCADA in Smart Grid

Cyber-physical system (CPS) security for the smart grid enables secure communication for the SCADA and wide-area measurement system data. Power utilities world-wide use various SCADA protocols, namely DNP3, Modbus, and IEC 61850, for the data exchanges across substation field devices, remote terminal units (RTUs), and control center applications. Adversaries may exploit compromised SCADA protocols for the reconnaissance, data exfiltration, vulnerability assessment, and injection of stealthy cyberattacks to affect power system operation. In this paper, we propose an efficient algorithm to generate robust rule sets. We integrate the rule sets into an intrusion detection system (IDS), which continuously monitors the DNP3 data traffic at a substation network and detects intrusions and anomalies in real-time. To enable CPS-aware wide-area situational awareness, we integrated the methodology into an open-source distributed-IDS (D-IDS) framework. The D-IDS facilitates central monitoring of the detected anomalies from the geographically distributed substations and to the control center. The proposed algorithm provides an optimal solution to detect network intrusions and abnormal behavior. Different types of IDS rules based on packet payload, packet flow, and time threshold are generated. Further, IDS testing and evaluation is performed with a set of rules in different sequences. The detection time is measured for different IDS rules, and the results are plotted. All the experiments are conducted at Power Cyber Lab, Iowa State University, for multiple power grid models. After successful testing and evaluation, knowledge and implementation are transferred to field deployment.

OSCAR-Mike: Why not ATAK?

The Office of Nuclear Smuggling Detection and Deterrence (NSDD) is evaluating methods to increase the probability that international partners will detect radioactive materials. One proposed method to accomplish this goal is to improve communications within teams operating in challenging environments. The goal of these improvements would be to enable remote monitoring of detection equipment, share data among end users in the field and subject matter experts, and integrate data from radiation detectors with other types of sensors and camera systems. Accomplishing this goal has the potential to improve the capabilities of currently deployed NSDD equipment. During FY 2021, Oak Ridge National Laboratory demonstrated some core and expanded capabilities of the Android Team Awareness Kit (ATAK), a situational awareness application developed by the US Department of Defense, to enable precision targeting, navigation, and data sharing. During FY 2022, Oak Ridge National Laboratory developed software requirements for an NSDD team awareness kit–based system. The requirements were developed by liaising with NSDD management and subject matter experts to determine NSDD’s needs and by reviewing available software and hardware solutions with US Department of Defense team awareness kit program managers and developers and radiation detection equipment vendors.

Measurement of Temporal Awareness in Air Traffic Control

Temporal awareness, or level 3 situation awareness, is critical to successful control of air traffic, yet the construct remains ill-defined and difficult to measure. This research sought evidence for air traffic controllers awareness of temporal characteristics of their tasks in data from a high-fidelity system evaluation simulation. Five teams of controllers worked on four scenarios with different traffic load. Several temporal parameters were defined for each task controllers performed during a simulation run and their actions on the tasks were timed relative to them. Controllers showed a strong tendency to prioritize tasks according to a first come, first served principle. This trend persisted as task load increased. Also evident was awareness of the urgency of tasks, as tasks with impending closing of a window of opportunity were performed before tasks that had longer time available before closing of the window.

SPOT Program

A Spacecraft Position Optimal Tracking (SPOT) program was developed to process Global Positioning System (GPS) data, sent via telemetry from a spacecraft, to generate accurate navigation estimates of the vehicle position and velocity (state vector) using a Kalman filter. This program uses the GPS onboard receiver measurements to sequentially calculate the vehicle state vectors and provide this information to ground flight controllers. It is the first real-time ground-based shuttle navigation application using onboard sensors. The program is compact, portable, self-contained, and can run on a variety of UNIX or Linux computers. The program has a modular objec-toriented design that supports application-specific plugins such as data corruption remediation pre-processing and remote graphics display. The Kalman filter is extensible to additional sensor types or force models. The Kalman filter design is also strong against data dropouts because it uses physical models from state and covariance propagation in the absence of data. The design of this program separates the functionalities of SPOT into six different executable processes. This allows for the individual processes to be connected in an a la carte manner, making the feature set and executable complexity of SPOT adaptable to the needs of the user. Also, these processes need not be executed on the same workstation. This allows for communications between SPOT processes executing on the same Local Area Network (LAN). Thus, SPOT can be executed in a distributed sense with the capability for a team of flight controllers to efficiently share the same trajectory information currently being computed by the program. SPOT is used in the Mission Control Center (MCC) for Space Shuttle Program (SSP) and International Space Station Program (ISSP) operations, and can also be used as a post -flight analysis tool. It is primarily used for situational awareness, and for contingency situations.

Neural correspondence to spectrum of environmental uncertainty in multiple-cue probability judgment system with time delay

Despite state-of-the-art technologies like artificial intelligence, human judgment is critically essential in cooperative systems, such as the multi-agent system (MAS), which collect information among agents based on multiple-cue judgment. Human agents can prevent impaired situational awareness of automated agents by confirming situations under environmental uncertainty. System error caused by uncertainty can result in an unreliable system environment, and this environment affects the human agent, resulting in non-optimal decision-making in MAS. Thus, it is necessary to know how human behavior is changed to capture system reliability under uncertainty. Another issue affecting MAS is time delay, which can delay agent information transfer, resulting in low performance and instability. However, it is difficult to find studies on the influence of time delay on human agents. This study is about understanding the human decision-making process under a specific system reliability environment by uncertainty with time delay. We used concepts of expected and unexpected uncertainty to implement reliability of the system usage environment with three types of time delay conditions: no time delay, regular time delay, and irregular time delay conditions. We used electroencephalogram (EEG) for human cognitive neural mechanisms in multiple-cue judgment systems to understand human decision-making. In the reliability of system usage environment, the unreliable system environment significantly creates less memory load by less utilization of system rules for decision-making. In terms of time delay, delayed information delivery does not significantly affect memory load for decision-making.

Self-Aware Vehicles: Mission and Performance Adaptation to System Health

Advances in sensing (miniaturization, distributed sensor networks) combined with improvements in computational power leading to significant gains in perception, real-time decision making/reasoning and dynamic planning under uncertainty as well as big data predictive analysis have set the stage for realization of autonomous system capability. These advances open the design and operating space for self-aware vehicles that are able to assess their own capabilities and adjust their behavior to either complete the assigned mission or to modify the mission to reflect their current capabilities. This paper discusses the self-aware vehicle concept and associated technologies necessary for full exploitation of the concept. A self-aware aircraft, spacecraft or system is one that is aware of its internal state, has situational awareness of its environment, can assess its capabilities currently and project them into the future, understands its mission objectives, and can make decisions under uncertainty regarding its ability to achieve its mission objectives.

Flight Simulator Evaluation of Synthetic Vision Display Concepts to Prevent Controlled Flight Into Terrain (CFIT)

In commercial aviation, over 30-percent of all fatal accidents worldwide are categorized as Controlled Flight Into Terrain (CFIT) accidents, where a fully functioning airplane is inadvertently flown into the ground. The major hypothesis for a simulation experiment conducted at NASA Langley Research Center was that a Primary Flight Display (PFD) with synthetic terrain will improve pilots ability to detect and avoid potential CFITs compared to conventional instrumentation. All display conditions, including the baseline, contained a Terrain Awareness and Warning System (TAWS) and Vertical Situation Display (VSD) enhanced Navigation Display (ND). Each pilot flew twenty-two approach departure maneuvers in Instrument Meteorological Conditions (IMC) to the terrain challenged Eagle County Regional Airport (EGE) in Colorado. For the final run, flight guidance cues were altered such that the departure path went into terrain. All pilots with a synthetic vision system (SVS) PFD (twelve of sixteen pilots) noticed and avoided the potential CFIT situation. The four pilots who flew the anomaly with the conventional baseline PFD configuration (which included a TAWS and VSD enhanced ND) had a CFIT event. Additionally, all the SVS display concepts enhanced the pilot s situational awareness, decreased workload and improved flight technical error (FTE) compared to the baseline configuration.

Development and Testing of Propulsion Health Management

An Integrated Vehicle Health Management system aims to maintain vehicle health through detection, diagnostics, state awareness, prognostics, and lastly, mitigation of detrimental situations for each of the vehicle subsystems and throughout the vehicle as a whole. This paper discusses efforts to advance Propulsion Health Management technology for in-flight applications to provide improved propulsion sensors measuring a range of parameters, improve ease of propulsion sensor implementation, and to assess and manage the health of gas turbine engine flow-path components. This combined work is intended to enable real-time propulsion state assessments to accurately determine the vehicle health, reduce loss of control, and to improve operator situational awareness. A unique aspect of this work is demonstration of these maturing technologies on an operational engine.

sUAS Ground Control Station Capabilities Impact on Fleet Management

Future Small Uncrewed Aerial Systems (sUAS) missions will require multiple operators to collaborate and manage large fleets of highly automated vehicles. It is critical that these operators maintain the necessary situational awareness to modify vehicle missions if/when unexpected situations arise in the operating environment. It has been suggested that highly automated vehicle capabilities can lead to reducing the capabilities given to operators to modify/direct vehicle missions. This paper explores various Ground Control Station (GCS) capabilities configurations and their impact on sUAS fleet management. Results show that a GCS with a combination of manual and automated capabilities allowed participants to make more effective decisions while maintaining workload and response times similar to that of a GCS with only automated capabilities.

APIS: Honeybee Foraging Task Assignment for Use in Uncertain and Unreliable Environments

Multiagent Cyber-Physical-Human (CPH) systems in realistic environments operate under uncertain conditions. Communication among agents, aimed at reducing the uncertainty, is itself subject to uncertainty. We propose to manage uncertainties in autonomous, long-duration operations of multiagent systems via a modified Honeybee Foraging (HBF) behavioral scheme. The resulting system, Autonomous Persistent Intelligent Swarm (APIS),incorporates two new behaviors to ameliorate informational uncertainty. When “scouting”, agents are tasked based on informational quality and reliability rather than solely on priorities. When “dancing”, agents are tasked to rendezvous with other dancing agents to exchange information at close range, where successful communication is guaranteed. When coupled with uncertainty-aware modeling across agents, these behaviors improve situational awareness and resilience of the system, enabling it to function under more uncertain conditions arising during long-duration missions.

A Concept for Civil Space Traffic Management

As technology has improved, operators have sought to use cubesats, as well as smallsats more generally, to perform increasingly more ambitious and sophisticated functions. Despite this, practical concerns associated with cubesat infant mortality, conjunctions, limited maneuverability, and debris generation have been relatively muted because most cubesats have been launched to lower orbits that limit both their orbital lifetime and consequences should a collision occur. NASA ARC has developed a concept for a highly-automated and distributed space traffic management (STM) architecture, drawing on similar work done to provide traffic management for small unmanned aerial systems (UAS) operating at low altitudes. The system proposes a strategy to accommodate growing space traffic volume safely, as well as pave the way for a transition of civil STM authority to a civilian governmental entity. The architecture envisions an open-access software platform architecture of data and service suppliers, consumers, and regulators, connected via a set of application programming interfaces (APIs). The platform would build on, rather than replicate existing integration and coordination efforts within the space situational awareness ecosystem, using existing standards for data message formats from organizations like the Consultative Committee for Space Data Systems and wrapping, rather than replacing existing integrations. We will present an initial STM architecture in this presentation, with a few examples showing how stakeholders can interact structurally, but flexibly, within this architecture.

Multiscale and Multivariate Transportation System Visualization for Shopping District Traffic and Regional Traffic

In this paper, we present a suite of visualization techniques for sensor-based transportation system data at different scales to facilitate the exploration of interconnected traffic dynamics at intersections and highways. Additionally, these techniques are designed for analyzing multivariate traffic data from radar-based highway sensors and camera-based intersection sensors recording turn movements and vehicle speed, in the Chattanooga Metropolitan Area, with the capability of (a) revealing multiscale mobility patterns using different levels of data aggregation (e.g., individual sensor for microscale, multiple sensors along a corridor for mesoscale, and a larger number of sensors across the region for macroscale visualization) at different intervals (e.g., 5-min intervals, time of day, full day, and day-of-the-week), and (b) exploring the spatial variation of multiple traffic-related variables (e.g., volumes, speeds, turn movements, and traffic light colors) provided by the sensors. We close with a case study to demonstrate the effectiveness of our multiscale and multivariate visualization techniques. At microscale, we focused on intersection data from a shopping district around Shallowford Road in East Chattanooga. For mesoscale visualization, we studied the Shallowford Road corridor and an adjacent stretch of I-75. At macroscale, we included highway data from the Chattanooga Metropolitan Area. All visualizations were integrated into a web-based situational awareness tool to promote user access and interaction. At a minimum, each visualization provides the option for selecting dates for real-time (depending on sensor availability) and historical data, and additional information on hovering, though most provide more detailed information, including different views of the selected data, or interactive highlights.

360-Degree Visual Detection and Target Tracking on an Autonomous Surface Vehicle

This paper describes perception and planning systems of an autonomous sea surface vehicle (ASV) whose goal is to detect and track other vessels at medium to long ranges and execute responses to determine whether the vessel is adversarial. The Jet Propulsion Laboratory (JPL) has developed a tightly integrated system called CARACaS (Control Architecture for Robotic Agent Command and Sensing) that blends the sensing, planning, and behavior autonomy necessary for such missions. Two patrol scenarios are addressed here: one in which the ASV patrols a large harbor region and checks for vessels near a fixed asset on each pass and one in which the ASV circles a fixed asset and intercepts approaching vessels. This paper focuses on the ASV's central perception and situation awareness system, dubbed Surface Autonomous Visual Analysis and Tracking (SAVAnT), which receives images from an omnidirectional camera head, identifies objects of interest in these images, and probabilistically tracks the objects' presence over time, even as they may exist outside of the vehicle's sensor range. The integrated CARACaS/SAVAnT system has been implemented on U.S. Navy experimental ASVs and tested in on-water field demonstrations.
