Cyber-Physical Reconfiguration for Disaster Resilience of Power Distribution Systems

Cyber-physical distribution systems (CPDS) have emerged from the integration of information technology into distribution systems. While offering substantial benefits, this integration also introduces vulnerabilities. The interaction between cyber networks and distribution systems renders CPDS susceptible to disasters. To ensure critical load supply and system resilience, rapid post-disaster load restoration is required. The paper proposes a critical load restoration (CLR) framework in CPDS using a network reconfiguration approach that exploits the existing post-disaster resources to restore critical loads within the shortest possible time. Using graph theory, the cyber network and distribution system are integrated into a single digraph, minimizing the CLR complexity in CPDS. A cost metric is also defined to satisfy network-specific objectives and constraints. A heuristic is proposed to guide the load restoration process using the cost metric within the integrated digraph. Simulation results confirm the framework's superiority over existing literature, which either overlooks cyber components or prolongs restoration with additional resource deployment.

Summary of Technical Peer Review on the Risk Assessment Framework proposed in Report INL/RPT-22-68656 for Digital Instrumentation and Control Systems

This report summarizes the peer review activities initiated by Idaho National Laboratory (INL) during fiscal year (FY) 2023 for the evaluation and improvement of the methodology developed under the U.S. Department of Energy (DOE) Light Water Reactor Sustainability (LWRS) Program, Risk Informed Systems Analysis (RISA) Pathway, digital instrumentation and control (DI&C) risk assessment project. In FY 2019, the RISA Pathway initiated a project to develop a risk assessment strategy for delivering a technical basis to support effective and secure DI&C technologies for digital upgrades/designs. A framework was proposed for this strategy, which aims to (1) provide a best-estimate, risk-informed capability to quantitatively and accurately estimate the risk impact of plant modernization, considering the introduction of high safety-significant safety-related (HSSSR) DI&C systems, (2) support and supplement existing risk-informed DI&C design guides by providing quantitative risk information and evidence, (3) offer a capability of design architecture evaluation of various DI&C systems, (4) assure the long-term safety and reliability of HSSSR DI&C systems, and (5) reduce uncertainty in costs and support integration of DI&C systems in the plant. The R&D efforts of this project from FY 2019 through FY 2022 were focused on methodology improvement and demonstration of the proposed framework for the risk assessment and design optimization of safety-critical DI&C systems. Collaborations with the nuclear industry have been initiated to support the reliability and risk assessment of their DI&C systems by using the proposed framework. In FY 2023, the framework has reached to a point for a technical peer review and obtain stakeholder feedback. This peer review activity includes coordination of the reviews performed by a group of industry stakeholders, documentation of the peer review suggestions, providing resolutions and responses to the peer review comments. The objective of this technical peer review is to obtain representative feedback on the proposed framework to improve the technical qualities of its methodology and readiness for deployment to the industry. Feedback may identify potential areas for improvement and further development. The Subject Matter experts were invited to review the latest project report documenting the methodology developed in the project and provide evaluations of the technical qualities of the proposed framework and relevant methods. The reviewed project report is “An Integrated Framework for Risk Assessment of High Safety-significant Safety-related Digital Instrumentation and Control Systems in Nuclear Power Plants: Methodology and Demonstration” INL/RPT-22-68656 (short as “INL/RPT-22-68656” in this report). This peer review report documents the technical questions provided for technical peer review and introduces the technical peer reviewers from the stakeholders including nuclear utilities, regulators, and universities. Comments from technical peer reviewers and the resolutions and responses to these comments are outlined. Insights and lessons learned from the technical peer review are summarized in conclusions and future work. The primary audience of this report are DI&C designers, engineers, and probabilistic risk assessment (PRA) practitioners. This includes stakeholders, such as the nuclear utilities and regulators who consider the deployment and upgrade of DI&C systems, DI&C software developers and reviewers, and cybersecurity specialists.

APOLLO: a facility-scale differentiable virtual accelerator for Fermilab

As the design complexity of modern accelerators grows, there is more interest in using advanced simulations that have fast execution time or yield additional insights like gradients. The FAST/IOTA facility has been working on implementing and experimentally validating an end-to-end digital twin that is both fast and gradient-aware, allowing for rapid prototyping of new software and experiments with minimal beam time costs. Our framework integrates physics and ML codes for linac and ring simulation through a set of generic interfaces between surrogate and physics-based sections. To reproduce device inputs and outputs, system state is exposed as a deterministic discrete event simulator. Because Fermilab is undergoing control system transition, both EPICS and ACNET frontends are supported. Recently, we have begun transitioning to a new community lattice standard, PALS, as well as developing standardized infrastructure for data ingest and normalization to prepare for model calibration during FAST proton injector commissioning. We discuss implementation details as well as challenges, and future plans to extend modelling to main complex proton accelerators like PIPII and Booster.

Sustainable Ethylene via Chemical Looping – Oxidative Dehydrogenation

This Phase I final report evaluates chemical looping–oxidative dehydrogenation as a lower-energy and cost-competitive alternative to conventional ethane steam cracking for ethylene production. The project combined catalyst development and experimental testing with process modeling, techno-economic analysis, and life-cycle assessment. Results indicate that the proposed process could improve olefin production, reduce energy use, and lower production costs, particularly when integrated with carbon capture and renewable electricity. The report also identifies remaining technical, environmental, and safety considerations and presents a technology maturation plan focused on longer-term catalyst evaluation and advancement toward pilot-scale demonstration.

Exceedance Probabilities and Recurrence Intervals for Extended Power Outages in the United States

This report provides estimates of recurrence intervals and conditional exceedance probabilities for major power outages by U.S. region between 2015 and 2021. Additionally, we provide estimates for grid management, particularly outages caused by California’s public safety power shutoffs (PSPS), and for natural outages caused by major hurricanes. Outage recurrence intervals are the average number of years between outage events, and conditional exceedance probabilities are the likelihoods that a customer who experiences a major power outage will experience an outage exceeding a given duration. Major outage events are those that affect 10,000 or more customers, as defined by the U.S. Department of Energy’s (DOE’s) Electric Emergency Incident and Disturbance Report, called OE-417 (DOE 2020). These results can be applied to determine the likelihood of experiencing long-duration outages, which can be integrated into cost-benefit analyses of resilience solutions and broader energy resilience studies.

Soil metagenomics umbrella narrative

Implementing accessible, authentic research experiences in introductory courses is challenging, particularly at institutions serving diverse student populations. To address this gap, we developed and deployed a Course-based Undergraduate Research Experience (CURE) focused on plant-microbe interactions in General Biology II at Northeastern Illinois University (NEIU), a minority-serving institution with a diverse student body. Students grew sugar beets (Beta vulgaris), extracted DNA from the rhizoplane, and used the Department of Energy Systems Biology Knowledgebase (KBase) for bioinformatic analysis to compare microbial relative abundance in fertilized versus unfertilized soil. Over five semesters, the CURE engaged 103 students and leveraged the intuitive KBase platform to make complex sequencing data accessible. Pre/post-course survey data revealed significant increases in student self-assessed research skills, including the ability to explain results and determine the types of data to collect. Furthermore, students reported significant gains in confidence related to experimental design and hypothesis development, alongside a strong increase in familiarity with KBase. Informal faculty feedback indicated high student engagement and appreciation for the real-world connections (e.g. food systems, agriculture, and health). This scalable, low-cost model effectively integrates data science tools into the foundational curriculum, demonstrating a potent strategy for boosting research skills and broadening participation in authentic scientific inquiry among diverse undergraduate students.

Development of a monolithic GaAs integrated optical transmitter

The paper discusses a program designed for the development of a GaAs IOC transmitter consisting of a monolithic surface laser whose output is coupled into patterned channel waveguides. Modulation and switching of the radiation occur in the waveguide circuit and are controlled separately. These structures are to be fabricated monolithically on a single semiconductor chip with each device amenable to integrated low-cost manufacture. The waveguide outputs of the IOC transmitter will be coupled to single mode optical fibers which form a transmission cable. The properties of the semiconductors (Ga,Al)As and (Ga,In)As permit performance of each of the basic functions included in the device considered. The concept of monolithic nondiscrete GaAs diode lasers is examined along with optical stripline channel waveguides and electro-optic channel waveguide modulators and switches.

Mixed mode missions - Designing payloads to match flight opportunities

Shuttle missions have usually been viewed as being devoted to a single mission mode. But full utilization of the STS capabilities as a platform for space research dictates a flexible strategy toward payload integration and mission design. Simple interfaces, single disciplines, and large design and resource margins point the way toward larger payload integration and operation costs. Payloads for early missions (i.e., OSTA-1, OSS-1, and MEA) are used as illustrations to support this argument. The implications of this approach for future NASA plans as well as for new STS operational concepts are considered.

Advanced composite aileron for L-1011 transport aircraft: Design and analysis

Detail design of the composite aileron has been completed. The aileron design is a multi-rib configuration with single piece upper and lower covers mechanically fastened to the substructure. Covers, front, spar and ribs are fabricated with graphite/epoxy tape or fabric composite material. The design has a weight savings of 23 percent compared to the aluminum aileron. The composite aileron has 50 percent fewer fasteners and parts than the metal aileron and is predicted to be cost competitive. Structural integrity of the composite aileron was verified by structural analysis and an extensive test program. Static, failsafe, and vibration analyses have been conducted on the composite aileron using finite element models and specialized computer programs for composite material laminates. The fundamental behavior of the composite materials used in the aileron was determined by coupon tests for a variety of environmental conditions. Critical details of the design were interrogated by static and fatigue tests on full-scale subcomponents and subassemblies of the aileron.

SPF/DB primary structure for supersonic aircraft (T-38 horizontal stabilizer)

The structural integrity and potential cost savings of superplastic forming/diffusion bonding (SPF/DB) titanium structure for future Supersonic Cruise Research (SCR) and military aircraft primary structure applications was demonstrated. Using the horizontal stabilizer of the T-38 aircraft as a baseline, the structure was redesigned to the existing criteria and loads, using SPF/DB titanium technology. The general concept of using a full-depth sandwich structure which is attached to a steel spindle, was retained. Trade studies demonstrated that the optimum design should employ double-truss, sinewave core in the deepest section of the surface, making a transition to single-truss core in the thinner areas at the leading and trailing edges and at the tip. At the extreme thin edges of the surface, the single-truss core was changed to dot core to provide for gas passages during the SPF/DB process. The selected SPF/DB horizontal stabilizer design consisted of a one-piece SPF/DB sinewave truss core panel, a trunnion fitting, and reinforcing straps. The fitting and the straps were mechanically fastened to the SPF/DB panel.

Programmatic and technical parameters associated with Shuttle/Centaur development and operations

The cost, schedule, technical, integration, and performance parameters associated with the development of the Shuttle/Centaur configurations, Centaur G and Centaur G-Prime, for compatibility with various elements of the STS are discussed. It is noted that the design concepts for these configurations involved the use of as much flight-proven hardware from the Atlas/Centaur program as possible. Forward and aft adapters were designed using graphite/epoxy composite structures for strength, weight, and thermal flow considerations. The Centaur integrated support system serves as the system interface for all systems between the Shuttle and Centaur from prelaunch through deployment of the Centaur in LEO. As a result of the Shuttle accident of January 28, 1986, the earliest possible flight for the Centaur mission appears to be December 1987.
