The past, present, and future status of space technology in Berlin is discussed, including raw material processing, transportation, energy, and information generation and distribution. How Berlin can contribute toward further advancement in this field, individually or in collaboration with international partners is indicated.
The limitations in providing both centerline and altitude guidance for runways in good Loran-C signal coverage were determined. The high data rate (10/sec) and good repeatable accuracy of Loran-C indicate that it will be possible to provide the pilot with continuous, cross pointer display of guidance information similar to that provided by ILS/MLS, at least when good signal-to-noise ratios and good geometry from Loran-C Lines of Position (LOP) exist at the airport.
Three projects sponsored by the Joint University Program at MIT are summarized. Two projects were focussed on the potential application of Loran-C in flying nonprecision approaches to general aviation runways, and the third project involved research on aircraft icing. In one Loran-C project, Aircraft Approach Guidance Using Relative Loran-C Navigation, the concept was flight tested. It used the difference in TD's from those of the touchdown point to simplify and speed navigation computer processing and took advantage of the short term accuracy of less than 100 feet for Loran-C. The goal of the project, Probabilistic Modelling of Loran-C Error for Nonprecision Approaches, was to develop a mathematical model which would predict the probability that an approach flown to a runway with a particular Loran-C receiver would fall within a given standard. The Aircraft Icing project focussed on measurement of droplet trajectories and droplet impingement/runback characteristics and measurement of real time ice accretion using ultrasonic pulse echo techniques.
Two areas of research are discussed, an investigation into runway approach flying with Loran C and a series of research topics in the development of experimental validation of methodologies to support aircraft icing analysis. Flight tests with the Loran C led to the conclusion that it is a suitable system for non-precision approaches, and that time-difference corrections made every eight weeks in the instrument approach plates will produce acceptable errors. In the area of aircraft icing analysis, wind tunnel and flight test results are discussed.
Topics addressed include: muon spin rotation; annealing problems in gallium arsenides; Hall effect in semiconductors; computerized simulation of radiation damage; single-nucleon removal from Mg-24; and He-3 reaction at 200 and 400 MeV.
A Mach-Zehnder interferometer is used for optical flow measurements in a transonic wind tunnel. Holographic interferograms are reconstructed by illumination with a He-Ne-laser and viewed by a video camera through wide angle optics. This setup was used for investigating industrial double exposure holograms of truck tires in order to develop methods of automatic recognition of certain manufacturing faults. Automatic input is achieved by a transient recorder digitizing the output of a TV camera and transferring the digitized data to a PDP11-34. Interest centered around sequences of interferograms showing the interaction of vortices with a profile and subsequent emission of sound generated by this process. The objective is the extraction of quantitative data which relates to the emission of noise.
Various papers on the coupling of the solar wind with the earth's magnetosphere are presented. The topics addressed include: geomagnetic indices and statistical methods; solar wind and magnetospheric processes, including solar wind control of the magnetosphere, dayside interaction, and solar wind disturbances and magnetospheric response; the electrodynamics of magnetosphere-ionosphere coupling, including electric fields and currents and auroras and auroral precipitation; and solar wind control of the nightside magnetosphere.
There were three areas of research sponsored in the Flight Transportation Lab. at MIT under the Joint University Research Program during 1986. The first was the completion of efforts investigating the possibility of using Loran-C for final approach guidance to a runway; the second is a preliminary exploration of the application of automated speech recognition in Air Traffic Control; the third is a continuation of a series of research topics into aircraft icing problems.
The program focuses on providing real-time information on hazardous aviation weather to end users such as air traffic control and pilots. Existing systems will soon be replaced by a Next Generation Weather Radar (NEXRAD), which will be concerned with detecting such hazards as heavy rain and hail, turbulence, low-altitude wind shear, and mesocyclones and tornadoes. Other systems in process are the Central Weather Processor (CWP), and the terminal Doppler weather radar (TDWR). Weather measurements near Memphis are central to ongoing work, especially in the area of microbursts and wind shear.
The global climate effects of time-dependent atmospheric trace gas and aerosol variations are simulated by NASA-Goddard's three-dimensional climate model II, which possesses 8 x 10-deg horizontal resolution, for the cases of a 100-year control run and three different atmospheric composition scenarios in which trace gas growth is respectively a continuation of current exponential trends, a reduced linear growth, and a rapid curtailment of emissions due to which net climate forcing no longer increases after the year 2000. The experiments begin in 1958, run to the present, and encompass measured or estimated changes in CO2, CH4, N2O, chlorofluorocarbons, and stratospheric aerosols. It is shown that the greenhouse warming effect may be clearly identifiable in the 1990s.

There are four areas of research being pursued in 1988 under sponsorship of the FAA/NASA Joint University Research Program, and one area which has been completed. The four active areas were: (1) Automatic Speech Recognition (ASR) in Air Traffic Control. The purpose of this research effort is to demonstrate the feasibility of using ASR technology within the ATC environment and to address the problems involved, especially the relevant human factors issues. (2) A Rule-Based Planning and Scheduling System. Planning denotes the formulation of a detailed scheme, program, or method worked out beforehand for the accomplishment of a goal. It involves the analysis of the desired goal and its division into sub-goals which are subsequently treated in the same way until a set of primitive objectives is obtained. (3) Modeling of Ice Accretion on Aircraft in Glaze Icing Conditions. The work in aircraft icing over the past year has focused on the fundamental aspects of glaze ice accretion, with the goal of improving analytical ice accretion models. Over the past year, studies have been conducted on the generation of surface roughness on accreting ice surfaces with the goal of providing a deterministic surface roughness in the ice accretion models. (4) Cockpit Display of Hazardous Weather Information. Information transfer and display issues associated with the dissemination of hazardous weather warnings are studied in the context of windshear alerts.
Recent advances in cryogenic technology for space applications are examined in reviews and reports. Topics addressed include very-low-force cooling contacts for the ISO cryostat cover, convective heat flow in space cryogenics plugs, liquid-acquisition devices for superfluid He transfer, and pressure drop in the SHOOT superfluid-He acquisition system. Consideration is given to a liquid-He vibration cryostat for space qualification tests, closed-cycle coolers for temperatures below 30 K, stress analysis down to liquid-He temperature, a cryogenic valve actuator, and a spaceborne He-3 refrigerator. Also discussed are an adiabatic-demagnetization refrigerator for SIRTF, rejection of waste heat from O liquefaction operations at a lunar O production plant, SHOOT flowmeter and pressure transducers, and space qualification of the ISO cryogenic rupture disks.
Prototyping was shown to ease system specification and implementation, especially in the area of user interfaces. Other prototyping approaches do not allow for the evolution of the prototype into a production system or support maintenance after the system is fielded. A set of goals is presented for a modern user interface environment and Serpent, a prototype implementation that achieves these goals, is described.
A new diagnostic tool is developed for examining relationships between the synoptic scale circulation and regional temperature distributions in GCMs. The 4 x 5 deg GISS GCM is shown to produce accurate simulations of the variance in the synoptic scale sea level pressure distribution over the U.S. An analysis of the observational data set from the National Meteorological Center (NMC) also shows a strong relationship between the synoptic circulation and grid point temperatures. This relationship is demonstrated by deriving transfer functions between a time-series of circulation parameters and temperatures at individual grid points. The circulation parameters are derived using rotated principal components analysis, and the temperature transfer functions are based on multivariate polynomial regression models. The application of these transfer functions to the GCM circulation indicates that there is considerable spatial bias present in the GCM temperature distributions. The transfer functions are also used to indicate the possible changes in U.S. regional temperatures that could result from differences in synoptic scale circulation between a 1XCO2 and a 2xCO2 climate, using a doubled CO2 version of the same GISS GCM.
There are two completed projects and five new or continuing research activities under the sponsorship of the FAA/NASA Joint University Program as the 1991-92 period ends. A brief summary of some of the continuing research projects is provided. The active research projects are: (1) extensions for the FASA (Final Approach Spacing Advisory) System; (2) radar tracking around a turn; (3) impact of advanced technologies of single pilot IFR operations; (4) system and human limitations in millimeter wave and infrared synthetic vision systems; and (5) differences in party line information usage by operational user groups.
External groups have a significant impact on NASA's programs. Ten groups affecting NASA are identified, and examples are given for some of the them. Methods of dealing with these external inputs are discussed, the most important being good and open two way communications and an objective attitude on the part of the NASA participants. The importance of planning ahead, of developing rapport with these groups, and of effective use of NASA contractors is covered. The need for an overall strategic plan for the U.S. space program is stressed.
Software reuse has become a major goal in the development of space systems, as a recent NASA-wide workshop on the subject made clear. The Data Systems Technology Division of Goddard Space Flight Center has been working on tools and techniques for promoting reuse, in particular in the development of satellite ground support software. One of these tools is the Experiment in Libraries via Incremental Schemata and Cobweb (ElvisC). ElvisC applies machine learning to the problem of organizing a reusable software component library for efficient and reliable retrieval. In this paper we describe the background factors that have motivated this work, present the design of the system, and evaluate the results of its application.
