Comment on "An implementation of neural simulation-based inference for parameter estimation in ATLAS''

The paper titled "An implementation of neural simulation-based inference for parameter estimation in ATLAS" by the ATLAS collaboration (arXiv:2412.01600v1 [hep-ex]) describes the implementation of neural simulation-based inference for a measurement analysis performed by ATLAS. The uncertainties in the analysis arising from the finiteness of the simulated datasets are estimated using a novel double-bootstrapping technique described in that work. In the present comment, it is claimed and demonstrated, using a toy example, that the double-bootstrapping technique does not actually capture the aforementioned uncertainties.

One-Turn Delay Feedback (OTFB) Implementation for the EIC

This paper discusses the implementation of the One-Turn Delay Feedback (OTFB) for the Electron-Ion Collider (EIC). The theory of the OTFB is well documented, therefore, this paper will mainly discuss the details of the implementation. After a short introduction, the paper will discuss the building-blocks of the OTFB, simulation testing of the OTFB, and finally hardware validation of the OTFB.

Implementation of INCL Nuclear Model in GENIE Generator

The Li ge Intranuclear Cascade (INCL) model is a nuclear-physics model that simulates hadron (baryon, anti-baryon and meson) reactions on nuclei, for incident energies ranging from a few tens of MeV to 10-20 GeV. The INCL model has been well validated by hadron scattering data. In my work, I implement an interface in GENIE to use the INCL nuclear model in the simulations of both the initial state of the target nucleus and the Final State Interaction in neutrino-nucleus interaction. It has a consistent treatment of nuclear models in both neutrino interaction and hadron rescattering. A full event record including neutrino vertex and each vertex of hadron rescattering has been accomplished. Several processes, e.g. cluster production, Delta transportation and de-excitation will also be included as benefits of the implementation of the INCL model in GENIE. I will show some initial simulation results showcasing the new GENIE features and discuss plans for making them available for use in experimental analyses.

Community Solar Consolidated Billing: An Exploration of Implementation and Alternatives [Slides]

This presentation is an abridged version of the report it is based on that presents an analysis of the considerations, costs, and benefits surrounding the implementation of utility consolidated billing in community solar programs while also exploring alternatives to achieve similar benefits in its absence. Consolidated billing simplifies the billing process for customers by combining all charges and credits associated with electricity service and community solar subscriptions into a single bill. The potential benefits of consolidated billing implementation include increased transparency, improved customer experience, and ultimately increased retention rates and decreased subscriber acquisition costs. Currently, community solar subscribers often receive two separate bills - one from the utility and one from a third-party community solar provider - potentially causing confusion. Consolidated billing seeks to resolve this by offering a unified bill, which, while beneficial to numerous stakeholders, presents administrative, technical, and financial hurdles that utilities and program administrators must address.

Performance contracting centers of expertise: a framework for federal implementation

This report examines the establishment and operation of Energy Performance Contracting (EPC) Centers of Expertise (COEs) within the federal government. EPCs, including Energy Savings Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs), are critical mechanisms for advancing energy efficiency, resilience, and infrastructure modernization without the need for significant upfront appropriations. However, EPCs require specialized knowledge in project development, contracting, financing, legal parameters and technical project oversight. Currently federal agencies have varying levels of expertise and institutionalized policy to effectively and consistently use congressionally authorized EPCs which have decades of proven and impactful use. To address these challenges, several federal agencies have created COEs to centralize expertise, standardize practices, and streamline implementation. This report reviews statutory and policy drivers, highlights the benefits and challenges and presents case studies from the General Services Administration (GSA), the Department of Veterans Affairs (VA) and the U.S. Army Engineering and Support Center Huntsville (HNC). Recommendations are also provided for agencies considering the establishment of EPC COEs, which will bring much needed structure, consistency and lead to implementation of these energy and infrastructure building projects to save costs for U.S. taxpayers.

Implementation of a High-Mach Integral Boundary Layer Method for Arbitrary Streamlined Body Geometry

The Momentum-Energy Integral Technique (MEIT) is an integral boundary layer method for the high-Mach flow regime used to approximate heat transfer and viscous force quantities of interest along streamlines of an inviscid flow solution on the surface of a flight vehicle. This method allows rapid mid-fidelity estimation of these quantities which would otherwise require a much more expensive viscous flow solution to produce. Integral boundary layer methods like MEIT have been around for decades, though usually only formulated for simple geometries such as 2-dimensional wing shapes or axi-symmetric nose shapes. The implementation discussed herein has been generalized to apply to any 3-dimensional streamlined body geometry through correct treatment of the curvilinear axes (streamline attached) momentum and energy entrainment terms, and handling of arbitrary stagnation region geometry. This implementation is provided as a software package for the Python environment, along with readers for common inviscid flow solution providers such as NASA’s CART3D flow solver.

Implementing Large-Scale CCS in Complex Geologic Reservoirs: Insights from Three Appalachian Basin Case Studies

This paper presents three design case studies for implementing large-scale geologic carbon storage in the Appalachian Basin region of the midwestern United States. While the Appalachian Basin has a challenging setting for carbon storage, the three case studies detailed in this article demonstrate that there are realistic options for implementing carbon storage in the basin. Carbonate rock formations, depleted hydrocarbon reservoirs, and moderate-porosity sandstones can be utilized as carbon-storage reservoirs in the Appalachian Basin. While these are not typical concepts for CO2 storage, the storage zones have advantages such as defined trapping mechanisms, multiple caprocks, and defined boundaries that are not always present in thick, permeable sandstones being targeted for many carbon-storage projects. The geologic setting, geotechnical parameters, and hydrologic setting for the three case studies are provided, along with the results of reservoir simulations of the CO2 injection-deployment strategies. The geological rock formations available for CO2 storage in the Appalachian Basin are more localized reservoirs with defined boundaries and finite storage capacities. Simulation results showed that accessing carbon-storage resources in these fields may require wellfields with 2–10 injection wells. However, these fields would have the capacity to inject 1–3 million metric tons of CO2 per year and up to 90 million metric tons of CO2 in total. The CO2 storage resources would fulfill decarbonization goals for many of the natural-gas power plants, cement plants, hydrogen plants, and refineries in the Appalachian Basin region.

Safety margins in the implementation of planetary quarantine requirements

The formulation of planetary quarantine requirements, and their implementation as determined by a risk allocation model, is discussed. The model defines control safety margins with particular emphasis on utility in achieving the desired minimization of excessive margins, and their effect on implementation procedures.

Digital receiver study and implementation

Computer software was developed which makes it possible to use any general purpose computer with A/D conversion capability as a PSK receiver for low data rate telemetry processing. Carrier tracking, bit synchronization, and matched filter detection are all performed digitally. To aid in the implementation of optimum computer processors, a study of general digital processing techniques was performed which emphasized various techniques for digitizing general analog systems. In particular, the phase-locked loop was extensively analyzed as a typical non-linear communication element. Bayesian estimation techniques for PSK demodulation were studied. A hardware implementation of the digital Costas loop was developed.

Study of V/STOL aircraft implementation. Volume 1: Summary

A high density short haul air market which by 1980 is large enough to support the introduction of an independent short haul air transportation system is discussed. This system will complement the existing air transportation system and will provide relief of noise and congestion problems at conventional airports. The study has found that new aircraft, exploiting V/STOL and quiet engine technology, can be available for implementing these new services, and they can operate from existing reliever and general aviation airports. The study has also found that the major funding requirements for implementing new short haul services could be borne by private capital, and that the government funding requirement would be minimal and/or recovered through the airline ticket tax. In addition, a suitable new short haul aircraft would have a market potential for $3.5 billion in foreign sales. The long lead times needed for aircraft and engine technology development will require timely actions by federal agencies.

Implementation and evaluation of ILLIAC 4 algorithms for multispectral image processing

Data concerning a multidisciplinary and multi-organizational effort to implement multispectral data analysis algorithms on a revolutionary computer, the Illiac 4, are reported. The effectiveness and efficiency of implementing the digital multispectral data analysis techniques for producing useful land use classifications from satellite collected data were demonstrated.

Social cost considerations and legal constraints in implementing modular integrated utility systems

Social costs associated with the design, demonstration, and implementation of the Modular Integrated Utility System are considered including the social climate of communities, leadership patterns, conflicts and cleavages, specific developmental values, MIUS utility goal assessment, and the suitability of certian alternative options for use in a program of implementation. General considerations are discussed in the field of socio-technological planning. These include guidelines for understanding the conflict and diversity; some relevant goal choices and ideas useful to planners of the MIUS facility.

Implementation of hydrologic models at Goddard Space Flight Center

Major watershed simulation models were implemented on the computer system at NASA Goddard Space Flight Center, and their operation was verified. Historical and physiographic data were acquired for two Maryland river basins (Monocasy River above Jug Bridge and Patuxent River near Laurel, Maryland) and the models were calibrated to simulate them. GSFC personnel were instructed in model operation after the models were implemented.

Viking planetary quarantine procedures and implementation

Some of the techniques and methodology that were used on Viking to implement planetary quarantine requirements are reported. Special attention was given to techniques and approaches used to implement sterilization of the Viking probe. Quarantine procedures for unmanned planetary missions and procedures for microbiological contamination of space hardware are included. A probability of contamination of the biological instruments onboard by terrestrial organisms was examined.

MIRADS-2 Implementation Manual

The Marshall Information Retrieval and Display System (MIRADS) which is a data base management system designed to provide the user with a set of generalized file capabilities is presented. The system provides a wide variety of ways to process the contents of the data base and includes capabilities to search, sort, compute, update, and display the data. The process of creating, defining, and loading a data base is generally called the loading process. The steps in the loading process which includes (1) structuring, (2) creating, (3) defining, (4) and implementing the data base for use by MIRADS are defined. The execution of several computer programs is required to successfully complete all steps of the loading process. This library must be established as a cataloged mass storage file as the first step in MIRADS implementation. The procedure for establishing the MIRADS Library is given. The system is currently operational for the UNIVAC 1108 computer system utilizing the Executive Operating System. All procedures relate to the use of MIRADS on the U-1108 computer.
