Midwest Nuclear-based Net-Zero Carbon Steelmaking Demonstration

Globally, the iron and steel industry accounts for around a quarter of GHG emissions from the manufacturing sector , which is about 7% of the 33 gigatonnes (Gt) of global CO 2 emissions . Thus, globally, the steel industry is a 2-3 Gt CO 2 per year emissions challenge. The steel industry is important to the U.S. economy with output equal to $0.5 trillion and domestic production capacity is critical to national defense, infrastructure, energy production, and transportation. President Biden’s executive order on climate identifies actions and policies to put the Nation on a path to achieve net-zero carbon emissions, economy-wide, by no later than 2050. To achieve this, deep carbon reductions in the power, transportation, buildings and capital-intensive industrial manufacturing segments such as steel, cement and chemicals need to be addressed. In its recent “Accelerating Decarbonization of the U.S. Energy System” report , the National Academy of Sciences (NAS) stated that, “while technology exists to decarbonize all parts of the energy system, some sectors remain at precommercial or first-of-a-kind demonstration stages and require significant improvement in cost and performance to become commercially viable.” The NAS goes on to state that these hard to decarbonize sectors include “aviation, shipping, and industrial subsectors such as steel, cement, and chemicals manufacturing .” The Administration has proposed a timeline to decarbonize energy, transportation and then industry and manufacturing. From a life-cycle approach, decarbonizing steel and other large industrial inputs are necessary to decarbonize transformations in energy and transportation. DOE’s TRI-Lab Consortium’s Integrated Energy Systems (IES) program is a collaboration amongst DOE’s three applied energy laboratories: the National Energy Technology Laboratory; National Renewable Energy Laboratory and Idaho National Laboratory. The IES approach looks at more tightly integrating low-carbon nuclear energy, renewable electricity, energy storage, load/demand balancing, and biomass (including plastics and other wastes) with one or more industrial processes that utilize heat and/or power from these clean and waste energy sources to produce a low-carbon commodity-scale product.

Closure Report for the Project Shoal Area: Subsurface Corrective Action Unit 447 Shoal,Nevada, Site

The U.S. Department of Energy (DOE) Office of Legacy Management (LM) has prepared this Closure Report for subsurface Corrective Action Unit (CAU) 447 at the Shoal, Nevada, Site, which was formerly called the Project Shoal Area. The Shoal site was the location of an underground nuclear test in 1963 that resulted in residual radionuclide contamination at the detonation depth of 1211 feet (ft) (DOE 2015a). The environmental restoration process and Corrective Action strategy are conducted in accordance with the Federal Facility Agreement and Consent Order (FFACO) (FFACO 1996, as amended) and all applicable Nevada Division of Environmental Protection (NDEP) statues and regulations. Responsibility for the environmental site restoration was transferred from the DOE, National Nuclear Security Administration, Nevada Field Office, to LM on October 1, 2006. The Shoal site is south of U.S. Highway 50, approximately 30 miles southeast of Fallon, in Churchill County, Nevada (Figure 1). The site was selected for underground nuclear testing in 1961, as part of the Vela Uniform Program. Vela was a research and development program directed toward locating, detecting, and identifying underground and high-altitude nuclear detonations. The Vela Uniform program was specific to underground detonations (AEC 1964). The objective of Project Shoal was to detonate a nuclear device underground in an active seismic area to improve the United States’ ability to detect, identify, and locate underground nuclear detonations. The underground nuclear test at Shoal was a joint effort between the U.S. Department of Defense (DOD) and the U.S. Atomic Energy Commission (AEC), which was the predecessor agency to DOE. Figure 1 is a map showing the site location.

Achieving Economy-wide Net-Zero Solutions: The Essential Role of Nuclear Energy

The Biden administration has committed to full decarbonization of the U.S. electricity grid by 2035 and economy-wide net zero emissions by 2050. These aggressive goals demand immediate action if we are to be successful, and they require us to think more holistically about our clean energy options. Programs within the Department of Energy are addressing these holistic solutions. Traditionally, electricity generation and management and meeting energy demands for industry and transportation are considered independently. As we seek to achieve net zero, we need to reassess our energy demands. When we consider overall energy use, only one-third is in the form of electricity. Additional energy demands are in the form of heat or steam for industrial processes, as well as transportation. These sectors are much harder to abate, and electrification may not be the best option. Reducing environmental emissions at an affordable cost, while maintaining grid reliability and resilience, will require us to use all of the clean energy resources that we have available. That means coordinating the use of nuclear, renewables, and fossil fuels with carbon capture to meet growing demands for electricity, industrial applications, and mobility. Various energy applications and product streams beyond electricity are being evaluated, ranging from generation of potable water to production of hydrogen, fertilizers, synthetic fuels, and various chemicals. This presentation will highlight advanced nuclear technologies under development today and will provide a glimpse into the wide array of R&D being conducted across multiple DOE-funded programs.

Midwest Regional Carbon Conversion/Utilization Procurement Grant Workshop

https://events.usea.org/events/midwest-regional-carbon-conversionutilization-procurement-grant-workshop As the U.S. economy moves toward clean energy and a lower carbon future, the U.S. Department of Energy (DOE) is seeking to partner with states, communities, and industries to support the procurement and development of carbon conversion products. These efforts have been enabled by provisions included in the Bipartisan Infrastructure Law (BIL). As part of the BIL, supporting the Administration’s goal to achieve a carbon-free power sector by 2035 and putting the United States on a path to a net-zero economy by 2050, a new initiative was established within DOE’s Office of Fossil Energy and Carbon Management through its Carbon Conversion/Utilization Program. The new initiative will establish a demonstration grant program to issue grants to eligible entities to procure commercial and industrial products derived from the conversion of anthropogenic carbon oxides and demonstrate a significant net reduction in life cycle greenhouse gas emissions compared to incumbent technologies, processes, and products. DOE-FECM will establish a demonstration grant program within the Carbon Conversion/Utilization Program to support eligible applicants that procure those commercial and industrial products derived from anthropogenic carbon oxides. Therefore, the Carbon Conversion/Utilization Program, with the assistance of the United States Energy Association (USEA), will conduct a series of workshops (both virtual and in-person) with relevant stakeholders, e.g., product manufacturers, eligible entities, or their representative national organizations (e.g., United States Conference of Mayors, etc.) to solicit input and ideas on challenges and opportunities for a potential grant program.

Tommy Morris’ Comments on Nuclear Explosive Safety

Nuclear explosives and weapon systems require special consideration because of their political and military importance, their destructive power, and the potential consequences of an accident. The special consideration translates into specific requirements promulgated by Department of Energy (DOE) O 452.1E “Nuclear Explosive and Weapon Surety,” and Department of Defense (DoD) Directive 3150.02 “DoD Nuclear Weapon System Safety Program.” The Los Alamos National Laboratory (LANL) W-Division Nuclear Explosive Safety Office mission is to coordinate LANL participation in Nuclear Explosive Safety Studies (NESS) and Nuclear Weapon System Safety Studies (NWSS); to provide qualified members and advisors to the studies; to liaise with the National Nuclear Security Administration (NNSA), the DoD, other national laboratories, the Nevada Test Site, and Pantex Plant with regards to nuclear explosive and weapon system safety. These orders and directives define nuclear detonation as an energy release through a nuclear process, during a period of time on the order of 1 microsecond, in an amount equivalent to the energy released by detonating 4 or more pounds of trinitrotoluene (TNT).

Case Study: Field Evaluation of a Low-Cost Circuit-Level Electrical Submetering System

Circuit-level metering technologies provide the ability to monitor individual circuits within an electrical panel in a building, providing detailed power and energy consumption data at a much more granular level than was previously achievable in a cost-effective manner. While the fundamental hardware components of circuit-level—split-core current transformers (CTs) and power monitoring meters—have existed for some time, the new offerings in the market have tightly integrated these components, lower costs, and have streamlined data organization, transport, and access via software solutions accessible through web and application programming interfaces (API). NREL evaluated Meazon’s single-circuit metering system. The evaluation of the equipment under test (EUT) focused on three aspects: (1) accuracy of the data provided by the system, (2) ease of installation of this technology and ease of data integration into existing U.S. General Services Administration (GSA) analytics platforms, and (3) total cost of ownership and cost-effectiveness of the technology. The metering technology was tested in a field deployment where it was installed in low and high-voltage commercial electrical panels in the César E. Chávez Memorial Building in Denver, Colorado. The goals were to assess the metering accuracy, the ease of installation and data retrieval, and the total cost of ownership and cost-effectiveness. This technology proved easy to install by a certified electrician who completed the install of 6 meters in 2 separate panels (120/208 V and 277/480 V) and 2 circuit disconnects (along with associated commissioning) at the César E. Chávez Memorial Building in less than one day. The technology was installed in high- and low-voltage panels and with limited space in the electrical room, demonstrating the applicability of this technology to almost all commercial buildings in the GSA portfolio. Primary considerations for this technology include appropriate sizing of CTs for each circuit, selection of loads/circuits/panels that are of high value for detailed submetering (e.g., tailored for high-load devices), and how GSA would like to integrate these data with its existing energy management infrastructure. Through the field evaluation, we demonstrated data integration from the vendor system into the primary software component on the GSA enterprise-level energy management and information system, GSA Link. Data from the circuit-level metering were integrated into this platform and used to perform FDD. This demonstrated the ability of the EUT to augment existing energy management and information systems in buildings where GSA Link is deployed and provides a pathway for delivering FDD at other buildings throughout the portfolio.
