8-Meter UV/Optical Space Telescope

This slide presentation proposes using the unprecedented capability of the planned Ares V launch vehicle, to place a 8 meter monolithic space telescope at the Earth-Sun L2 point. This new capability enables a new design pardigm -- simplicity. The six to eight meter class telescope with a massive high Technical Readiness Level ground observatory class monolithic primary mirror has been determined feasible. The proposed design, structural analysis, spacecraft design and shroud integration, thermal analysis, propulsion system, guidance navigation and pointing control assumptions about the avionics, and power systems, operational lifetime, and the idea of in-space servicing are reviewed.

Geomagnetically Induced Currents: Science, Engineering, and Applications Readiness

This paper is the primary deliverable of the very first NASA Living With a Star Institute Working Group, Geomagnetically Induced Currents (GIC) Working Group. The paper provides a broad overview of the current status and future challenges pertaining to the science, engineering, and applications of the GIC problem. Science is understood here as the basic space and Earth sciences research that allows improved understanding and physics-based modeling of the physical processes behind GIC. Engineering, in turn, is understood here as the ''impact'' aspect of GIC. Applications are understood as the models, tools, and activities that can provide actionable information to entities such as power systems operators for mitigating the effects of GIC and government agencies for managing any potential consequences from GIC impact to critical infrastructure. Applications can be considered the ultimate goal of our GIC work. In assessing the status of the field, we quantify the readiness of various applications in the mitigation context. We use the Applications Readiness Level (ARL) concept to carry out the quantification.

Hardware-in-the-loop Testing of Signal Temporal Logic Frequency Control in a Microgrid

This paper presents a hardware-in-the-loop (HITL) testing and lessons learned for a signal temporal logic (STL) frequency control in a microgrid setting. In contrast to most, if not all, traditional control mechanisms, the STL control allows for including temporal constraints in the control formulation to handle sophisticated specifications from grid codes and protection relays. This feature provides richer descriptions of control specifications to address both magnitude and time simultaneously, hence a valuable tool for power system operation and control. An ultra-low voltage (24V) HITL microgrid platform consisting of two type-3 wind turbine generators and one diesel generator is used to test the proposed STL frequency control. In experimental case studies, we demonstrate that the HITL frequency responses closely match the simulated ones and strictly satisfy the designed STL control specifications.

Modeling and Simulation of Inrush Currents in Harmonic Domain

Modeling and simulation capabilities are critical to the stability analysis and evaluation of power distribution systems, with respect to the emphasis on resiliency, microgrids, and distributed energy resources. In this paper, a computational method in the harmonic domain is proposed for the periodic steady-state analysis of the nonlinear inrush current phenomenon. The efficient inrush calculation facilitates the predictions of current amplitudes for the power system operation and control. To demonstrate the accuracy and efficiency, simulation results in the harmonic domain are compared with results from PSCAD in an electromagnetic timescale, as well as the authors’ previous works in the frequency-domain. Impacts of the settings of both offset flux and interested harmonic order are discussed. In addition, within the proposed harmonic-domain method, a general approach that utilizes the discrete Fourier transform to obtain the response of a nonlinear device from a stimulus represented in the frequency-domain is utilized. This method can also be extended to perform the transient analysis in future, using trapezoidal rule for the integration.

Evaluation of Mode Meters Robust to Forced Oscillations using Field-Measured Data

Mode meters are tools used by power system operators to continuously monitor a system's small-signal stability. They do so by estimating the system's electromechanical modes of oscillation. When a system undergoes a forced oscillation, mode meters may become biased because the two types of oscillation cannot be distinguished. Modified mode meter algorithms robust to this bias have been proposed in prior research, but these studies were based primarily on simulated data. In this paper, modified least squares and Yule-Walker mode meter algorithms are evaluated using field-measured data from phasor measurement units (PMUs). Results show that the sensitivities of the least squares algorithm make it impractical for use given the complexities of real-world forced oscillations. However, the modified Yule-Walker algorithm is shown to perform well and has significant potential for practical deployment in mode meter tools.

Online Tracking of Two Dominant Inter-Area Modes of Oscillation in the Eastern Interconnection

Reliable power system operation requires that small-signal stability be maintained at all times. Mode meters are measurement-based tools that provide operators with situational awareness of the system's stability margin. They operate by continually tracking the inter-area modes of oscillation that govern small-signal stability. This paper reports on the deployment of mode meters for online monitoring of two dominant modes of oscillation in the United States' Eastern Interconnection (EI). The use of measurements from system operators across the interconnection to provide continuous tracking is novel in the EI. Results from over four months of analysis reveal diurnal patterns in the modes and demonstrate that they can be tracked through a variety of system conditions. The results from this study continue to build an understanding of the EI's modes that will inform future modeling and monitoring efforts.

Key Takeaways: First Cohort of Action Plans for Rapid Power Sector Decarbonization

The purpose of this synthesis report is to extract key takeaways from the first cohort of CEM Action Plans for rapid power sector decarbonization, developed by Australia, Chile, the European Union, India, and the United Kingdom. These Action Plans differ in their approach to power sector decarbonization based on the domestic resources available, governance structure, and regional context, among other factors. However, they also share common themes that were emphasized in the collaborative report released at CEM13. This report is not intended to be inclusive of all components in each Action Plan. Rather, this report highlights how select best practices for planning, building, and operating power systems are being implemented differently in these Action Plans, with equal focus given to each jurisdiction. Ministers and stakeholders from other governments with similar decarbonization goals can consider these examples within their own unique context.

A Review on Protection Challenges of Transmission Lines Connected to Inverter-Based Resources

The increased penetration of inverter-based resources (IBRs) connected to transmission grids is challenging how traditional electric power systems operate. Such systems were originally designed based on the dominant presence of synchronous generators. Some main challenges include the increased concerns about system stability due to the reduced system inertia caused by IBRs and the reduced protection reliability caused by the non-deterministic fault current response of IBRs. The protection relays’ algorithms have been designed and validated based on well-known fault current characteristics of synchronous generations, while the short-circuit responses of IBRs heavily depend on their vendor-specific control schemes, which are mainly set to protect inverter semiconductor switches and DC components. The magnitude of short current that IBRs contribute is typically between 1.1–1.5 times the rated current that may behave unstably and incoherently with the voltages. The control scheme of the IBRs also controls the active (P) and reactive (Q) support during system voltage sag and swell conditions. These characteristics challenge not only protective relay schemes but also existing short-circuit software tools to correctly model IBRs for fault studies and protection coordination analyses

Hawaii Threat Brief

The Digital Energy Transformation is redefining how power systems operate, integrating physical infrastructure with digital technologies to enhance efficiency, visibility, and resilience. For islanded and digitally modernizing systems like Hawai‘i’s, this shift presents both new opportunities and evolving challenges in cybersecurity, supply chain assurance, and environmental resilience. This brief provides an overview of critical infrastructure dependencies and systemic risks associated with increasing digital integration. It summarizes recent energy-sector threat activity and case studies that illustrate adversary tactics and supply chain vulnerabilities, and identifies pathways to strengthen resilience.

Systems view of power systems autonomy

A Space Station will involve the formation and sustained operation of an assembly of humans and machines in space for a period of 10-20 years. Technology and mission studies of a permanently manned, evolutionary Space Station have identified the need for automated and eventually some degree of autonomous systems operation. A Space Station power system will have a high degree of interaction with other onboard systems which will act as power loads. By examining the evolution of an operational power system from a systems viewpoint through increasing degrees of automation the system and technology requirements are identified for an evolutionary system.

Two-stage Stochastic Generalized Disjunctive Programming (GDP) Model for Proactive Planning and Reactive Operations of Resilient Power Systems under Disruptions

In this work, we propose a Generalized Disjunctive Programming (GDP) model that optimizes both long-term capacity planning (such as the number and size of dispatchable/renewable generators, batteries, and transmission lines) and hourly operation (such as on/off schedules of dispatchable generators, power output from each generator, and power flow) to maximize power system reliability while minimizing total cost and CO2 emissions.

Addressing technical challenges in 100% variable inverter-based renewable energy power systems

Rapidly increasing levels of variable inverter-based renewable energy sources are quickly changing electric power systems and prompting questions about how the systems will be operated when renewable generation becomes the dominant technologies. Here, we review the status of this shifting paradigm in power systems throughout the world. We then review the implications of this shift, focusing on the rising challenges, and we provide an overview and technology-readiness classifications of some proposed mitigation strategies. Finally, we highlight outstanding questions that will require solutions to reach these ultrahigh shares of variable inverter-based renewable energy sources.

Summary of a Workshop on Integrating Energy Equity into Power System Planning and Operation

On November 29 and 30, 2023, the Energy Systems Integration Group convened a one-and-a-half-day workshop in Arlington, Virginia, to improve knowledge and practices for integrating energy equity considerations into power system planning and operation. Workshop participants were invited to discuss approaches for integrating energy equity aspects into models and tools and to explore possible pathways for enhanced technical practices. Participants included utility planning and modeling practitioners, social science and energy justice academics, representatives from energy and environmental justice nongovernmental organizations, non-profits, consumer advocates, and representatives from the U.S. Department of Energy, national labs, and other government agencies. This report summarizes the discussion points and outcomes of the workshop, which prioritized the technical aspects of incorporating the challenges and solutions identified by electricity-futures stakeholders and communities. These technical activities include the fundamental grid structure and hardware, detailed modeling approaches that benchmark energy system performance and justify future investments, and engineering designs and limitations for potential solutions to meet energy equity goals in communities.
