Facility Cybersecurity Framework Best Practices Version 2.0

Federal facilities are increasingly adopting automation and connecting to the Internet creating an energy-internet-of-things environment that converges operational technology (OT) and information technology (IT). Today's buildings increasingly weave together networked sensors and cyber and physical systems that enable data to be collected, aggregated, exchanged, stored and monetized in new ways. Building technological advances have created new energy technology, services, markets and value creation opportunities (e.g. transactive energy, two-way grid communications, machine learning, and increased use of renewable and distributed energy resources). But as larger data sets are being exchanged at faster speeds between an increasing number of OT systems, it becomes more difficult to protect the security of the data lifecycle and the physical equipment it interacts with. These challenges are especially difficult to overcome because the economic and environmental gain (interoperability, big data, social networks and ubiquitous information sharing) are driving these prominent trends in the digital age. Often cybersecurity is an afterthought.

Intel® DOE Grid Security Enhancement Security in Power System Edge. Final Technical Report

Intel® and its partners, Schneider Electric and LiveData Utilities, were tasked by Department of Energy to explore solutions in two areas of grid security. One, secure the existing communication network and the legacy devices with minimal disruption to the infrastructure, and second, to develop capabilities in semiconductor chips such that they come with built-in security to order to provide secure communication and protection from cyberattacks with minimal effort from operation technology (OT) application developers.

Towards Software Bill of Materials in the Nuclear Industry

Large, modern industrial facilities often incorporate thousands of digital assets in their operational technology. Regulated facilities, such as nuclear power plants (NPPs), maintain robust cybersecurity and configuration management programs that often use bills of materials (BOMs) for these assets, including make, model, and version of hardware, firmware, and software. However, these BOMs typically capture only first- or second-tier information provided by the original equipment manufacturer (OEM). Unfortunately, as indicated by the increasing number and sophistication of software supply chain attacks, this level of detail is insufficient for identifying all the potential vulnerabilities and risks in software applications. Software BOMs (SBOMs) provide detailed enumeration of components and dependencies within the product or devices, including firmware. SBOMs can be combined with vulnerability data sources and vendor vulnerability attestations to improve vulnerability management and enable rapid identification of affected components when new software vulnerabilities are discovered. Ideally, SBOMs are created by the OEM prior to installation. However, since this practice is not yet commonplace and since NPPs are typically slow to adopt new technology, most NPPs do not incorporate SBOMs into their asset or configuration management programs. Fortunately, SBOMs can be generated by NPPs on existing digital assets to provide further insight into risk management decisions. This report provides an overview of the current SBOM ecosystem and recommends guidance on how to get started in a “crawl, walk, run” manner to develop and implement a sustainable SBOM program for digital assets in an NPP.

Cybersecurity Considerations for the Liquified Natural Gas Sector

Due to the highly volatile nature of Liquified Natural Gas (LNG) and the systems required for generation and safe containment, it is likely a targeted cyber-attack on LNG control and safety systems will have a significant economic impact on energy supplies and prices. Moreover, if the interconnected operational technology (OT) devices within LNG systems are exploited to malfunction, the repair and recertification process will almost certainly be longer than for natural gas (NG) systems.

Reduction of Porosity in Cementitious Waste Forms to Reduce Effective Diffusivity

Although current practices meet regulations for grout waste forms, development of sequestration materials and techniques for contaminants of concern could expand the use of grout waste forms and reduce risk to established processes from future compositional changes. There are contaminants in waste streams that are not permanently and completely sequestered in current grout waste forms under certain conditions. These contaminants include methyl mercury, 129 I, 99 Tc, and nitrate. Each of these species have minor fractions that are not permanently and completely isolated from the environment and therefore potentially contribute to long-term environmental impacts. An approach of interest includes the technique of reducing porosity to result in reduced leachability of all contaminants simultaneously. The current Savannah River Site (SRS) saltstone formulation was used to evaluate the relationship between leachability and porosity reduced waste forms by altering the water-to-binder ratio. Results indicated decreasing the water-to-binder directly reduced porosity and resulted in the waste form’s ability to more effectively immobilize nitrate. OEDI—Solar Grid Integration Data and Analytics Library

As a part of the Open Energy Data Initiative, this effort aims to develop and demonstrate novel distribution state estimation, control optimization, and transient analysis as well as provide access to data, data integration, and mapping information. More specifically, the focus of the effort will be on physics-based distribution system state estimation, hybrid (physics-based and machine learning) distribution optimal power flow, and event detection/analysis for solar integration and analytics. This work will enable reproducible, robust, replicable, and generalizable R&D in simulation and emulation of solar system integration. These test models and datasets will provide an integrated library for developing and testing power system operation technologies. To make the library user-friendly, this project will provide data curation tools such as data translators, mapping scripts and APIs, database schemas and metadata, interfaces and user dashboard, source code for the reference algorithms, description of the use-cases/scenarios, and comprehensive information on all the assumptions.

Cybersecurity at the Grid Edge: Protecting LA's Energy Systems in a Connected World

Join SoCalGas and the National Laboratory of the Rockies (NLR) for an insightful webinar on securing operational technology and energy systems. Los Angeles has the second-largest metro by population in the nation, making it vital to protect the energy infrastructure that powers day-to-day life. However, cybersecurity for energy systems is an immense challenge due to an increasing number of interconnected devices and stakeholders. While there was traditionally a limited need to secure energy infrastructure, the grid is only becoming smarter and more software-defined. Amid aging infrastructure and evolving cyber threats, the need to ensure the security of energy is at an all-time high. Together, SoCalGas and NLR are assessing the current state-of-the-art of the energy ecosystem to understand gaps in current best practices and technologies relevant to powering the city of Los Angeles.

Scan2Sim: Software to Convert Network Scans to Emulations

Within operational technology (OT) systems design, the construction of testing environments for simulation is often a tedious, manual process that slows down safety and security evaluations. This document details the design and functionality of Scan2Sim, a program designed to construct high-fidelity topological schematics for OT systems without significant manual human input. Scan2Sim may take as input a detailed network scan of a system, and produces an instruction set to re-create the original scanned network within a virtualized simulation network. This construction is achieved via heuristic methods of machine template selection, which allows for a fast, performant approach to automated environment construction. The current tool is designed to produce topology schematics compatible with the Minimega, a tool designed by Sandia National Laboratories for repeatable experimentation management.

Toward Wireless Smart Grid Communications: An Evaluation of Protocol Latencies in an Open-Source 5G Testbed

Fifth-generation networks promise wide availability of wireless communication with inherent security features. The 5G standards also outline access for different applications requiring low latency, machine-to-machine communication, or mobile broadband. These networks can be advantageous to numerous applications that require widespread and diverse communications. One such application is found in smart grids. Smart grid networks, and Operational Technology (OT) networks in general, utilize a variety of communication protocols for low-latency control, data monitoring, and reporting at every level. Transitioning these network communications from wired Wide Area Networks (WANs) to wireless communication through 5G can provide additional benefits to their security and network configurability. However, introducing these wireless capabilities may also result in a degradation of network latency. In this paper, we propose utilizing 5G for smart grid communications, and we evaluate the latency impacts of encapsulating GOOSE, Modbus, and DNP3 for transmission over a 5G network. The OpenAirInterface open-source library is utilized to deploy an in-lab 5G Core Network and gNB for testing with off-the-shelf User Equipment (UE). This creates an effective 5G test platform for experimenting with different OT protocols such as GOOSE. The results are validated by measuring two different Intelligent Electronic Devices’ contact closure times for each network configuration. These tests are also conducted for varying packet sizes in order to isolate different sources of network latency. Our study outlines the latency impact of communication over 5G for time-critical and non-critical applications regarding their transition toward private 5G-based OT network implementations. The conducted experiments illustrate that in the case of GOOSE packets, simple encapsulation may exceed the protocol’s time-critical nature, and, therefore, additional measures must be taken to ensure a viable transition of GOOSE to 5G services. However, non-critical applications are shown to be viable for migration to 5G.
