An industrial perspective of the LANDSAT opportunity

The feasibility of enhancing LANDSAT products to provide the greatest usability low cost data possible can be determined through government sponsorship and finance of one or more task forces composed of a critical number of experts in multiple disciplines from many industries and academia. The synergism of multiple minds addressing singular problems without the creation of permanent or perpetual structures must yield output in the form of implementable specifications, even if presented as alternatives. Changes are needed within the spacecraft in order to account for Sun angle changes. The use of pointing accuracy to make geometric corrections (and possible radiometric corrections, is needed more than onboard data reduction and information extraction, which assume a proper knowledge of application and reduce potential utilization. Multilinear arrays need to be investigated and methods for sensor calibration and for determining the effects of atmospheric inversion, as well as the best way to back out the modulation transfer function must be determined.

Market assessment of photovoltaic power systems for agricultural applications in Mexico

The first year of cost-competitiveness, the market potential, and the environment in which PV systems would be marketed and employed were examined. Market elements specific to Mexico addressed include: (1) useful applications and estimates of the potential market for PV systems; (2) power requirements and load profiles for applications compatible with PV usage; (3) operating and cost characteristics of power systems that compete against PV; (4) national development goals in rural electrification and rural services, technology programs and government policies that influence the demand for PV in Mexico; (5) financing mechanisms and capital available for PV acquisition; (6) channels for distribution, installation and maintenance of PV systems; and (7) appropriate methods for conducting business in Mexico.

Financial assessment of the Space Operations Center as a Private Business Venture

The possibility of private financing and operation of the Space Operations Center (SOC) is considered as an alternative to SOC development by the government. A hypothetical revenue model for SOC services is constructed and is compared with NASA estimates of SOC development and operating costs. A present value analysis based on a 1985 to 2000 investment horizon shows a potential for substantial profit in a private SOC venture, although the possibility of large losses is not discounted. Present value estimates range from $8.6 billion down to a low minus $3.3 billion.

Market assessment of photovoltaic power systems for agricultural applications in Colombia

The market potential for photovoltaic systems in the agricultural sector of Colombia is assessed. Consideration was given to over twenty specific livestock production, crop production, and rural services applications requiring less than 15 kW of power without backup power. Analysis revealed that near-term potential exists for photovoltaic technology in applications in coffee depulging, cattle watering, rural domestic users, rural water supply and small irrigation, rural telephones, rural health posts, and vaccine refrigeration. Market size would be in the 1200 to 2500 kWp range in the 1981 to 86 timeframe. Positive factors influencing the market size include a lack of electrical services, potential for developing the Llanos Orientales Territory, high fuel costs in remote areas, balance of system availability, the presence of wealthy land owners, and a large government-sponsored contract for photovoltaic (PV)-powered rural telephone systems. The anticipated eligibility of photovoltaic equipment for loans would be a further positive factor in market potential. Important negative factors include relatively inexpensive energy in developed locations, reliance on hydropower, lack of familiarity with PV equipment, a lack of financing, and established foreign competition in PV technology. Recommendations to American PV manufacturers attempting to develop the Colombian market are given.

We have just begun to create efficient transport aircraft

Factors affecting the cost-effectiveness and economics of the air transportation industry are reviewed. The delivery of more fuel-efficient aircraft and eventual total replacement in the 1990's by fleets of advanced aircraft are seen to offset rising fuel costs. Better airport operations are perceived to eliminate fuel-costly delays due to overcrowded runways, lack of available carriers, and maintenance of aircraft in holding patterns. Noise reduction research will lower the lawsuit costs from noise pollution, and the introduction of advanced turbofans for long, short, and medium range flights, advanced commuter planes, and advanced SSTs offering projected 50% increases in current aircraft efficiencies are seen to be limited only by the airlines' ability to provide purchase financing, rather than by a lack of available new technology.

PV large systems project

Near term photovoltaic central-station markets are analyzed. Cost effectiveness of photovoltaic plants is determined in terms of reduction of oil consumption. The breakeven photovoltaic system cost vs oil-steam power generation is given. The value of photovoltaic power plants in Southern California and in Los Angelos is given in terms of fuel savings and capacity value. The potential value of third party financing, facilitated by Federal and state tax incentives is analyzed.

Market assessment of photovoltaic power systems for agricultural applications worldwide

Agricultural sector PV market assessments conducted in the Phillippines, Nigeria, Mexico, Morocco, and Colombia are extrapolated worldwide. The types of applications evaluated are those requiring less than 15 kW of power and operate in a stand alone mode. The major conclusions were as follows: PV will be competitive in applications requiring 2 to 3 kW of power prior to 1983; by 1986 PV system competitiveness will extend to applications requiring 4 to 6 kW of power, due to capital constraints, the private sector market may be restricted to applications requiring less than about 2 kW of power; the ultimate purchase of larger systems will be governments, either through direct purchase or loans from development banks. Though fragmented, a significant agriculture sector market for PV exists; however, the market for PV in telecommunications, signalling, rural services, and TV will be larger. Major market related factors influencing the potential for U.S. PV Sales are: lack of awareness; high first costs; shortage of long term capital; competition from German, French and Japanese companies who have government support; and low fuel prices in capital surplus countries. Strategies that may aid in overcoming some of these problems are: setting up of a trade association aimed at overcoming problems due to lack of awareness, innovative financing schemes such as lease arrangements, and designing products to match current user needs as opposed to attempting to change consumer behavior.

Assessing the representativeness of wind data for wind turbine site evaluation

Once potential wind turbine sites (either for single installations or clusters) are identified through siting procedures, actual evaluation of the sites must commence. This evaluation is needed to obtain estimates of wind turbine performance and to identify hazards to the machine from the turbulence component of the atmosphere. These estimates allow for more detailed project planning and for preliminary financing arrangements to be secured. The site evaluation process can occur in two stages: (1) utilizing existing nearby data, and (2) establishing and monitoring an onsite measurement program. Since step (2) requires a period of at least 1 yr or more from the time a potential site has been identified, step (1) is often an essential stage in the preliminary evaluation process. Both the methods that have been developed and the unknowns that still exist in assessing the representativeness of available data to a nearby wind turbine site are discussed. How the assessment of the representativeness of available data can be used to develop a more effective onsite meteorological measurement program is also discussed.

Research in space commercialization, technology transfer and communications, vol. 2

Spectrum management, models for evaluating communications systems, and implications of communications regulations for NASA are considered as major parts of communications policy. Marketing LANDSAT products in developing countries, a political systems analysis of LANDSAT, and private financing and operation of the space operations center (space station) are discussed. Investment requirements, risks, government support, and other primary business and management considerations are examined.

One third of the world - A review of Pacific islands telecommunications requirements

This paper describes the Pacific Basin Communications Study, an assessment of Pacific islands telecommunications requirements, recently completed by the Public Service Satellite Consortium under contract with the National Aeronautics and Space Administration (NASA). The study describes extant and planned telecommunications systems in the region, examines user needs in terms of the development of governmental, social and commercial activities, and proposes and describes alternative technological solutions to communications problems. Questions of financing, implementation, management, costs and benefits of a regional telecommunications system are discussed. This paper describes user requirements based on six months of field investigation and technological options for improving telecommunications in the Pacific islands.

Pacific Basin Communications Study, Volume 1

The Pacific Basin Communications Study describes and assesses extent telecommunications systems in the Pacific Islands region. The study examines user needs in terms of the development of social services and commercial activities. Alternative technological solutions to communications problems are proposed and described. Recommendations include the augmentation and improvement of existing systems allowing for increased communications capacity. Regional cooperation will be required to accommodate the specific, unique requirements of individual nations. Questions of financing, implementation, management, costs and benefits of a regional telecommunications system are discussed.

Mission payload costs are examined in relation to alternative architectures and projected technological evolution. Various approaches to industrial involvement for financing, development, and marketing of space station resources are described.

Development and testing of a rural credit supervision system at the level of counties and rural properties utilizing remote sensing techniqes

Remote sensing techniques for supporting the rural credit supervision system were developed and tested. The test area comprised the counties of Aracatuba and Guararapes, located in the State of Sao Paulo. Aerial photography, LANDSAT images and topographic charts were used. Aerial photographs were extremely useful for the out lining of properties boundaries with financing of sugarcane plantations by the Banco do Brasil S.A.. The percentage of correctly interpreted sugarcane on LANDSAT images, considering the 85 analyzed properties, was of 63.12%. The occurrence of atypical conditions such as excessive raining, sugarcane in bloom, and wind damaged sugarcane and sugarcane not harvested due to planning failures verified during the period the images were obtained, were some of the contributing factors associated with a low interpretation performance. An alternative approach was developed using several LANDSAT overpasses and auxiliary field data, which resulted in 91.77 percent correct.

The Economics of Private Sector R and D Decisionmaking in Aeronautics

Information which can be used in planning to insure commercial research and technology programs which are complementary to internally financed private sector activities are presented. The main concern is to identify the characteristics of productive projects in which firms are unlikely to invest. It is shown that: (1) if it is difficult to assess the commercial relevance of an R&D project or it it is characterized by high technical risk, or a relatively long payback period, private funding will be unlikely; and (2) if a project is large relative to the size of the firm, it is unlikely to be funded in the early stages of the R&D process. Firms tend to underinvest in projects with these characteristics.

Economic-Analysis Program for a Communication System

Prices and profits of alternative designs compared. Objective of Land Mobile Satellite Service Finance Report (LMSS) program is to provide means for comparing alternative designs of LMSS systems. Program is Multiplan worksheet program. Labels used in worksheet chosen for satellite-based cellular communication service, but analysis not restricted to such cases. LMSS written for interactive execution with Multiplan (version 1.2) and implemented on IBM PC series computer operating under DOS (version 2.11).
