Measurement placement in electric power transmission and distribution grids: Review of concepts, methods, and research needs

Sensing and measurement systems are quintessential to the safe and reliable operation of electric power grids. Their strategic placement is of ultimate importance because it is not economically viable to install measurement systems on every node and branch of a power grid, though they need to be monitored. An overwhelming number of strategies have been developed to meet oftentimes multiple conflicting objectives. The prime challenge in formulating the problem lies in developing a heuristic or an optimisation model that, though mathematically tractable and constrained in cost, leads to trustworthy technical solutions. Further, large-scale, long-term deployments pose additional challenges because the boundary conditions change as technologies evolve. For instance, the advent of new technologies in sensing and measurement, as well as in communications and networking, might impact the cost and performance of available solutions and shift initially set conditions. Also, the placement strategies developed for transmission grids might not be suitable for distribution grids, and vice versa, because of unique characteristics; therefore, the strategies need to be flexible, to a certain extent, because no two power grids are alike. Despite the extensive literature on the present topic, the focus of published works tends to be on a specific subject, such as the optimal placement of measurements to ensure observability in transmission grids. There is a dearth of work providing a comprehensive picture for developing optimal placement strategies. Because of the ongoing efforts on the modernisation of electric power grids, there is a need to consolidate the status quo while exposing its limitations to inform policymakers, industry stakeholders, and researchers on the research-and-development needs to push the boundaries for innovation. Accordingly, this paper first reviews the state-of-the-art considering both transmission and distribution grids. Then, it consolidates the key factors to be considered in the problem formulation. Finally, it provides a set of perspectives on the measurement placement problem, and it concludes with future research directions.

Concept of Operations of Next-Generation Traffic Control Utilizing Infrastructure-Based Cooperative Perception

This paper provides a system architecture for an infrastructure-based cooperative perception fusion engine for next-generation traffic control. This engine will provide a complete state-space digital representation with measurable accuracy to support a wide-range of applications. The architecture includes inputs, functional flow, data standardization recommendations, outputs, and supported applications. The cooperative perception engine addresses critical needs with respect to accelerating the benefits of automation through intelligent roadway infrastructure, which complements and accelerates connected and automated vehicle (CAV) technology. The cooperative perception acquires and fuses information from sensors (radar, LiDAR, and cameras) and CAVs to perceive roadway traffic states of moving objects, creates a complete 3D digital representation of that state-space, and communicates it to downstream application such as intelligent signal control, safety and energy applications, and cooperate driving applications. The intelligent roadway infrastructure approach, as opposed to a vehicle-centric approach, is more scalable because it can be deployed to the roughly 300,000 signalized intersections more readily than over 300 million vehicles in the United States, and accrues early-stage benefits equitable to all roadway users addressing safety, equity, fuel efficiency, and greenhouse gas reduction.

The concept of spin ice graphs and a field theory for their charges

Originally detected in rare earth pyrochlores, spin ice physics is now being artificially extended to a variety of geometries that control collective behavior and exotic properties, making graph theory their proper framework. We relate spin ice notions, such as ice rule, ice manifold, Coulomb phases, charges, and monopoles, to graph-theoretical notions, such as balance, in/out-degrees, and Euler paths. We then propose a field-theoretical treatment in which topological charges and monopoles are the degrees of freedom, while the binary spins are subsumed in an entropic interaction among charges. We show that for a spin ice on a graph in a Gaussian approximation, the kernel of the entropic interaction is the inverse of the graph Laplacian, and we compute screening functions from the graph spectra as Green operators for the screened Poisson problem on a graph. We then apply the treatment to star graphs, tournaments, cycles, and regular spin ice in different dimensions. Our aim is twofold: to set spin ice physics in a proper graph setting, where only topological rather than geometrical notions hold, and to invite graph theorists to contribute their powerful tools to the field of spin ice.

A flexible neutron spectrometer concept with a new ultra-high field steady-state vertical-bore magnet

The proposed facility explores materials under ultra-high magnetic fields. By combining the power of high fields to tune materials and of neutron scattering to probe the resulting changes down to the atomic scale, this facility will enable transformative progress in the study of quantum materials and is named for the “TITAN” subset of Greek gods to reflect this transformation. TITAN will offer DC magnetic fields up to at least 20 T. Exploiting the record brightness and bandwidth of the Second Target Station at the Spallation Neutron Source, TITAN will probe atomic-scale responses through high efficiency neutron spectroscopy up to 80 meV energy transfer, high resolution diffraction, and small angle neutron scattering. Focusing neutron optics will maximize flux on accurately positioned samples, while radial collimation and optimized shielding and detection strategies will minimize backgrounds.

Lidar-based remote infrared gas sensor for monitoring anthropogenic pollution: a proof of concept

We propose using wavelength-modulation laser absorption spectroscopy in combination with quadrature detection of scattered light for remote industrial pollution monitoring in the atmosphere with a compact lidar-based gas sensor, which can be mounted on board an unmanned aerial vehicle. The instrument can be used for detecting leaks in product pipe lines; monitoring toxic gases near landfill sites, waste incineration plants, and other hazardous man-made facilities; analysing the gas atmosphere in industrial buildings and structures; and monitoring engineering processes at a sensitivity level of tens of ppm m in gas concentration measurements at characteristic distances of tens of metres. Proof-of-concept studies with a computationally designed M pro inhibitor as a synergistic combination regimen alternative to Paxlovid

As the SARS-CoV-2 virus continues to spread and mutate, it remains important to focus not only on preventing spread through vaccination but also on treating infection with direct-acting antivirals (DAA). The approval of Paxlovid, a SARS-CoV-2 main protease (M pro ) DAA, has been significant for treatment of patients. A limitation of this DAA, however, is that the antiviral component, nirmatrelvir, is rapidly metabolized and requires inclusion of a CYP450 3A4 metabolic inhibitor, ritonavir, to boost levels of the active drug. Serious drug–drug interactions can occur with Paxlovid for patients who are also taking other medications metabolized by CYP4503A4, particularly transplant or otherwise immunocompromised patients who are most at risk for SARS-CoV-2 infection and the development of severe symptoms. Developing an alternative antiviral with improved pharmacological properties is critical for treatment of these patients. By using a computational and structure-guided approach, we were able to optimize a 100 to 250 μM screening hit to a potent nanomolar inhibitor and lead compound, Mpro61. In this study, we further evaluate Mpro61 as a lead compound, starting with examination of its mode of binding to SARS-CoV-2 M pro . In vitro pharmacological profiling established a lack of off-target effects, particularly CYP450 3A4 inhibition, as well as potential for synergy with the currently approved alternate antiviral, molnupiravir. Development and subsequent testing of a capsule formulation for oral dosing of Mpro61 in B6-K18-hACE2 mice demonstrated favorable pharmacological properties, efficacy, and synergy with molnupiravir, and complete recovery from subsequent challenge by SARS-CoV-2, establishing Mpro61 as a promising potential preclinical candidate.

Demonstration and Concept of Operations for a Zero-Knowledge Protocol Passive Imaging Measurement for Arms Control

Here, we present an imaging system that employs zero-knowledge protocols to protect sensitive geometrical information, along with procedures to increase confidence in the result. The goal of this work is to enable the inclusion of warhead confirmation measurements in future arms control treaties. We present a demonstration of both true positive and true negative measurements that validate models and establish authenticating procedures toward meeting acceptance requirements for use in nuclear facilities. We use a two-dimensional time-encoded fast neutron imaging system with an anti-symmetric mask pattern; the fast neutron count values exceeding minimum or maximum thresholds indicate that two measured items are not identical. Laboratory measurements over twenty trials show that alarm rates for negative confirmation measurements are within uncertainties of model predictions. Positive confirmation measurements indicate that alarm rates are large enough to encourage treaty compliance.

The Plant a Trillion Trees Campaign to Reduce Global Warming – Fleshing Out the Concept

The campaign to plant a trillion trees provided an easily understood approach to reduce the threat of global warming. However, focusing on trees does not consider that a maturing forest releases carbon (C) from dying trees offsetting C intake from growth of other trees, and results in only a one-time carbon storage benefit. Under sustainable management that harvests before forest growth slows down, forest C is transferred to wood products that substitute for fossil fuel (FF)- intensive products, reducing the carbon dioxide (CO 2 ) emissions with every harvest. Sustainably managed forests maintain growth by replanting (or regenerating), sustaining the C stored in products, as well as avoiding FF-intensive product emissions with every harvest. This paper addresses the question: Could planting more trees significantly reduce atmospheric CO 2 ; and if so, how? Survey data from many wood-producing mills show life cycle inventory (LCI) data on C that has been tracked through every stage of processing for many different wood products specific to each United States (USA) supply region, as well as C displacement measurements when substituting wood for FFintensive products. Results show that more and better-managed forest lands and more efficient product uses provide significant opportunities to reduce CO 2 emissions, especially in highly productive forest regions.

Concept Design and Analysis of the Magnet System of the Sustained High Power Density Tokamak Facility

A recent National Academy study recommended a next-step sustained high power density (SHPD) facility for the United States that can be a bridge to a compact fusion pilot plant. A design has been initiated to investigate a possible SHPD non-deuterium-tritium device that builds upon recent low aspect ratio tokamak studies. Here, a 1.2-m device with a 2.4 aspect ratio has been chosen to evaluate physics performance goals within a double-null plasma machine arrangement centered on three component features: high current density toroidal field (TF) and central ohmic heating/poloidal field (PF) coils, liquid metal divertor/first wall systems, and the integration of a limited set of outboard dual-coolant lead lithium test blankets that can be maintained within a vertical maintenance approach.
