An On-Demand Electric Transit Case Study of New Rochelle, New York

Here, this article characterizes the performance and ridership patterns of an on-demand transit (ODT) service utilizing lightweight electric vehicles (EVs) in New Rochelle, New York. Ridership sociodemographics, travel patterns (both temporal and spatiotemporal), and energy use from the service were explored using travel and survey data from September 2019 through December 2023. The ODT service was found to be used more by women (nearly 60%) and younger demographics (>65% under the age of 42), with peak use in the middle of the day and a grocery store as a top origin and destination. The service was utilized primarily for short trips (86% under 2 mi), with approximately one-third of riders using the ODT service to connect to a train or bus. The costs associated with fueling/charging were compared for different types of fleet vehicles, and the small, right-sized EVs were found to have annual charging costs that were roughly half of the refueling costs for conventional hybrid vans, and 24 times lower than a fleet of diesel buses. Evaluating the vehicle fleet and mapping current socio-spatial travel demand can inform system performance, guide service area development, and support future planning such as expansion to nearby communities and transit hubs. The findings in this case study suggest that on-demand electric transit may be a significant and growing space for advancing highly valued public mobility services. Public transport interventions that consider right-sized, electric, on-demand vehicles can help improve mobility access and reduce energy use and refueling costs.

Community Solar Subscription Credit Considerations and Case Study

Together New Orleans (TNO) requested technical assistance through the US Department of Energy's (DOE's) National Community Solar Partnership (NCSP). The National Community Solar Partnership is a coalition of community solar stakeholders working to expand access to affordable community solar to every U.S. household and enable subscribers and their communities to realize meaningful benefits, such as reduced energy burden, increased resilience, community ownership, and equitable workforce development. TNO asked for a subject matter expert from NCSP to review the Entergy New Orleans (ENO) proposed revised Rate Schedule for Community Solar Generating Facilities. TNO requested that the proposed methodology for subscription credits for applicable residential and non-residential rate schedules be reviewed to determine the expected credit rate. The aim behind the analysis is to provide TNO and engaged stakeholders with an informed understanding of the proposed rate schedule before making decisions on the appropriate rate design for community solar (CS) subscriptions. This report is an exploration of CS subscription credit rate calculation considerations using the CS program in New Orleans as a case study. The report provides a framework for modeling CS credit rates in addition to topics that may be helpful to address when undertaking program design or rule making.

Techno-Economic Case Study: Fermentation Cost Impacts from Selected Critical Material Attributes

This report summarizes analysis conducted to support a case study under the Feedstock-Conversion Interface Consortium (FCIC) focused on techno-economic analysis (TEA) modeling to quantify the economic implications of biomass hydrolysate substrate variability on fermentation performance and resultant biorefinery fuel yields. It is known that fermentation inhibitors or byproducts, as may either come from constituents in the biomass feedstock or imparted through biorefinery processing operations, can detrimentally impact fermentation rates and yields. However, it is often difficult to isolate fermentation impacts to individual components given the complex nature of biomass varying simultaneously in multiple attributes from one lot to another. For this study, we worked with FCIC researchers to obtain data on key fermentation performance metrics, namely productivity rates and conversion yields, across a number of material attribute species previously selected by the researchers as "critical" attributes which may be found in hydrolysate used as microbial carbon sources during fermentation. These data were run through TEA models to estimate resultant impacts on biorefinery economics, reported as minimum fuel selling price (MFSP). Overall, the trends in MFSP closely followed fuel yields, in turn tied to fermentation process yields and selectivity, with minimal economic impact from variations in fermentation productivity.

Sand-Based Thermal Storage for Building Heating Applications: A District Energy Case Study

Buildings account for 40% of global energy consumption and contribute to 30% of global carbon emissions. As energy from renewable sources increases in availability and building designers push for increased electrification, thermal energy storage (TES) systems will play a crucial role in extending the usable time horizon of renewable energy. While water, molten salt, and phase change materials are typically used for building TES heating applications, silica-sand has emerged as an alternative medium for concentrated solar power applications due to its low cost, wide availability, and comparable system efficiency. This paper proposes a new silica-sand particle-based TES system for building heating applications. In this work, a novel steam plant for district heating applications is first designed to utilize silica-sand TES, which can be used for different district energy systems. To demonstrate the silica-sand TES plant performance, the design is modelled in Modelica based on a case study on the University of Colorado Boulder’s campus. The simulation results show that the sand TES plant is more costly to operate than a gas-boiler based plant due to the low cost of natural gas, while the site EUI and carbon intensity can be improved. This novel system shows initial promise as a low-carbon alternative to conventional natural gas steam boilers but will require further modelling and follow-up research to improve its energy efficiency. An eventual rise in natural gas prices, and reduction of electricity prices, could improve the economic viability of this system.

An On-Demand Electric Transit Case Study of New Rochelle, New York

This work explores the extent to which an on-demand mobility service utilizing lightweight electric vehicles (EVs) provides community and sustainability benefits in New Rochelle, New York. Travel and survey data from September 2019 through 2023 are used to describe the system and estimate impacts on travelers. The system was found to be used more by women (nearly 60%) and younger demographics (>65% under the age of 42), with peak use in the middle of the day and a grocery store as a top origin and destination. The service is utilized primarily for short trips (86% under 2 miles), and the small, right-sized EVs have carbon dioxide emissions associated with charging the fleet that are roughly one-quarter of the fleet emissions of conventional hybrid vans and nearly 50 times less than a fleet of diesel buses. Mapping current socio-spatial dynamics of travel demand can inform equity performance, as well as assist future planning and service area development and possible extensions to similar smaller, lower-density environments that are nearby and connected to major metropolitan areas. The findings in this case study suggest on-demand electric transit may be a significant and growing space for advancing clean and highly valued public mobility services. Sustainable public transport interventions that consider right-sized, electric, on-demand vehicles can help achieve improved accessibility and reduce energy use and greenhouse gas emissions. This work was presented at the Transportation Research Board (TRB) 2025 Annual Meeting on January 7, 2025.
