Public water supply infrastructure extensification and diversification in surface waters is insufficient to meet future demands in Texas

The data were developed to evaluate the capacity of existing and potential new surface water supply infrastructure to meet projected public water demands across districts in Texas under multiple future socioeconomic and climate scenarios. The database integrates hydrologic, water quality, infrastructure, energy, cost, demographic, and demand-projection information for candidate surface water supply locations. Candidate sites include stream reaches, waterbodies, reservoir surplus locations, and potential new reservoir sites. Water availability is characterized using historical and projected flow conditions, while site suitability is evaluated using five indicators: Water Availability Index (WAI), Water Quality Index (WQI), Energy Requirement Index (ERI), Water Treatment Cost (WTC), and Water Infrastructure Cost (WIC). The datasets include statewide candidate-site information, district-level demand projections under Shared Socioeconomic Pathways (SSPs), runoff-based allocation constraints, climate-stress metrics, and optimization outputs evaluating alternative infrastructure planning strategies. Optimization results compare Business-as-Usual (BAU) and All Surface Water (AllSW) demand-management approaches under both scaled and fixed cost-cap strategies. Associated validation datasets provide district-level feasibility assessments, infrastructure selection outcomes, cost-cap utilization, demand satisfaction metrics, and constraint diagnostics. Additional datasets quantify projected changes in storage and flow conditions as well as water availability stress for both existing and newly selected intake locations under the SSP5 scenario for mid-century and late-century climate conditions. Together, these datasets support assessment of the extent to which surface-water infrastructure expansion and diversification strategies can satisfy future public water demands while accounting for hydrologic, economic, and planning constraints across Texas. Publications of Goddard Space Flight Center, 1964. Volume I - Space sciences

This publication is a collection of articles, papers, talks, and reports generated by the scientific and engineering staff of Goddard Space Flight Center in the year 1964. Many of these articles were originally published in scientific or engineering Journals or as official NASA technical publications, while other are documents of a more informal nature. All are reprinted here as nearly verbatim as typography and format will permit. These articles are grouped into broad subject categories, but no detailed subdivision has been made. Within each category, the articles are arranged alphabetically by author. An overall author index is given in the back of the volume. The years 1963, 1964, and 1965 are being published as whole-year issues, and the resulting size dictates the use of two volumes; the first volume is titled Space Sciences, and the second Space Technology. It is anticipated, however, that future issues will be quarterly single volumes.

Public health applications of remote sensing of the environment, an evaluation

The available techniques were examined in the field of remote sensing (including aerial photography, infrared detection, radar, etc.) and applications to a number of problems in the wide field of public health determined. The specific areas of public health examined included: air pollution, water pollution, communicable disease, and the combined problems of urban growth and the effect of disasters on human communities. The assessment of the possible applications of remote sensing to these problems was made primarily by examination of the available literature in each field, and by interviews with health authorities, physicists, biologists, and other interested workers. Three types of programs employing remote sensors were outlined in the air pollution field: (1) proving ability of sensors to monitor pollutants at three levels of interest - point source, ambient levels in cities, and global patterns; (2) detection of effects of pollutants on the environment at local and global levels; and (3) routine monitoring.

ASRDI oxygen technology survey. Volume 3: Heat transfer and fluid dynamics. Abstracts of selected technical reports and publications

Selected information is presented from an assemblage of reports and publications on heat transfer and fluid dynamics with direct applicability to oxygen systems. For each document cited, an abstract has been prepared together with key words and a listing of most important references found in the document. Additionally, an author index, a subject index, and a key word index have been provided to simplify the retrieval of specific information from this work. In each subject area - e.g., boiling heat transfer - the individual citations are listed alphabetically by first author, with review papers dually noted under the appropriate subject category and under review papers. Of the documents reviewed and evaluated for inclusion in this publication, coverage of existing information directly concerned with oxygen was given primary emphasis. However, work not specifically oxygen-designated but considered applicable to oxygen by the reviewer e.g., a two-phase friction factor correlation derived from nitrogen experiments is occasionally given where no actual oxygen data exist, as an aid to the reader. Approximately 130 abstracts are listed.

Satellite communication for public services

Public service programs using NASA's ATS-6 and CTS satellites are discussed. Examples include the ATS-6 Health and Education Telecommunications experimental program and the use of CTS to enable students in one university to take courses presented at another distant university. Possible applications of satellite communication systems to several areas of public service are described, and economic and political obstacles hindering the implementation of these programs are considered. It is suggested that a federally sponsored program demonstrating the utility of satellites accomodating a large number of small terminals is needed to encourage commercial satellite operations.

Technology transfer and other public policy implications of multi-national arrangements for the production of commercial airframes

A study to examine the question of technology transfer through international arrangements for production of commercial transport aircraft is presented. The likelihood of such transfer under various representative conditions was determined and an understanding of the economic motivations for, effects of, joint venture arrangements was developed. Relevant public policy implications were also assessed. Multinational consortia with U.S. participation were focused upon because they generate the full range of pertinent public issues (including especially technology transfer), and also because of recognized trends toward such arrangements. An extensive search and analysis of existing literature to identify the key issues, and in-person interviews with executives of U.S. and European commercial airframe producers was reviewed. Distinctions were drawn among product-embodied, process, and management technologies in terms of their relative possibilities of transfer and the significance of such transfer. Also included are observations on related issues such as the implications of U.S. antitrust policy with respect to the formation of consortia and the competitive viability of the U.S. aircraft manufacturing industry.

Public service satellite communications

It is suggested that the high effective isotropic radiated power provided by high-power satellite transmitters and high-gain antennas could be used in conjunction with economical ground receivers to furnish public services in remote areas of the U.S. Applications to health care, education and public safety are mentioned. A system concept involving a communications satellite operating in the Ku-band (12-GHz down, 14-GHz up) and either 100/30 watt stationary earth terminals with 1-1.8 m antennas or mobile terminals with omnidirectional antennas is presented.
