Institutional environmental impact statement, Michoud Assembly Facility, New Orleans, Louisiana

A description and analysis of Michoud Assembly Facility as an operational base for both NASA and NASA-related programs and various government tenant-agencies and their contractors is given. Tenant-agencies are governmental agencies or governmental agency contractors which are not involved in a NASA program, but utilize office or manufacturing space at the Michoud Assembly Facility. The statements represent the full description of the likely environmental effects of the facility and are used in the process of making program and project decisions.

Georgia Institute of Technology research on the Gas Core Actinide Transmutation Reactor (GCATR)

The program reviewed is a study of the feasibility, design, and optimization of the GCATR. The program is designed to take advantage of initial results and to continue work carried out on the Gas Core Breeder Reactor. The program complements NASA's program of developing UF6 fueled cavity reactors for power, nuclear pumped lasers, and other advanced technology applications. The program comprises: (1) General Studies--Parametric survey calculations performed to examine the effects of reactor spectrum and flux level on the actinide transmutation for GCATR conditions. The sensitivity of the results to neutron cross sections are to be assessed. Specifically, the parametric calculations of the actinide transmutation are to include the mass, isotope composition, fission and capture rates, reactivity effects, and neutron activity of recycled actinides. (2) GCATR Design Studies--This task is a major thrust of the proposed research program. Several subtasks are considered: optimization criteria studies of the blanket and fuel reprocessing, the actinide insertion and recirculation system, and the system integration. A brief review of the background of the GCATR and ongoing research is presented.

Heat Transfer and Fluid Mechanics Institute, Meeting, 26th, Washington State University, Pullman, Wash., June 26-28, 1978, Proceedings

Papers are presented on the heat transfer and fluid mechanics in energy systems including diesel combustion analysis using rapid sampling and the numerical simulation of thermal response of architectural structures. Experiments associated with hypersonic boundary layers, the prediction of nozzle-wall pressure distribution, and the effects of nozzle geometry on an axisymmetric thrust augmentor are outlined. Predictions are made of film thickness on a roll-metering device and the thermal characteristics of multiple-surface submerged condenser modules are described. Numerical studies are made of the interaction between natural and forced convection in a complex geometry and of pressure drop and holdup in two-phase stratified flow. A numerical solution is given for viscous flows at high Reynolds numbers and for compressible boundary layer flows near separation or reattachment. The structure and transport properties in turbulent shear flows are reviewed along with the spectra of Reynolds stresses in a developing pipe flow.

Accelerated/abbreviated test methods for predicting life of solar cell encapsulants to Jet Propulsion Laboratory California Institute of Technology for the encapsulation task of the low-cost solar array project

An important principle is that encapsulants should be tested in a total array system allowing realistic interaction of components. Therefore, micromodule test specimens were fabricated with a variety of encapsulants, substrates, and types of circuitry. One common failure mode was corrosion of circuitry and solar cell metallization due to moisture penetration. Another was darkening and/or opacification of encapsulant. A test program plan was proposed. It includes multicondition accelerated exposure. Another method was hyperaccelerated photochemical exposure using a solar concentrator. It simulates 20 year of sunlight exposure in a short period of one to two weeks. The study was beneficial in identifying some cost effective encapsulants and array designs.

A research feasibility study proposal for conducting experimental research in curriculum sharing via Communications Technology Satellite among institutions having large minority enrollments

The applicability of the tele-conference method of curriculum sharing as well as the sharing of scientific research results between universities and industrial organizations was evaluated in relation to other techniques and methods. Ten universities cooperated with NC A&T State University in an effort to increase the number of minority scientists and engineers in the USA via the utilization of the communication features of satellites. Research activities, experiments and studies in curriculum sharing are described as well as the techniques, interconnections and equipment utilized. Suggested methods and recommendations for a continuation of innovative applications of satellite technology in higher education at NC A&T State University are included.

Studies of radiative transfer in the earth's atmosphere with emphasis on the influence of the radiation budget in the joint institute for advancement of flight sciences at the NASA-Langley Research Center

Earth and solar radiation budget measurements were examined. Sensor calibration and measurement accuracy were emphasized. Past works on the earth's radiation field that must be used in reducing observations of the radiation field were reviewed. Using a finite difference radiative transfer algorithm, models of the angular and spectral dependence of the earth's radiation field were developed.

GSFC Contributions to the NATO X-ray Astronomy Institute, Erice, July 1979

An overview of X-ray astronomical spectroscopy in general is presented and results obtained by HEAO 1 and 2 as well as earlier spacecraft are examined. Particular emphasis is given to the spectra of supernova remnants; galactic binary X-ray sources, cataclysmic variables, bulges, pulsars, and stars; the active nuclei of Seyfert 1 galaxy, BL Lac, and quasars; the diffuse X-ray background; and galactic clusters.

Propagation predictions for the HF-range by the Research Institute of the Deutsche Bundespost

Long term and short term HF propagation prediction service is described. The long term prediction method is computer based. The short term prediction method is still a manual method which relies mainly on a number of continuous field strength recordings and on the forecaster's ability to interpret the recordings and to combine this information with all available solar-geophysical data. Examples of the predictions are given and are compared with actually observed HF propagation conditions.

The Jet Propulsion Laboratory/California Institute of Technology block 2 VLBI processor

A multistation, multichannel cross correlation processor using the 250 k bit to 4 M bit recording format is discussed. The design is modular, using bit sliced microprocessors to perform the routine calculations for phase and delay on a per station basis, as well as for fractional bit shift correction and Fourier transformation of the correlation coefficients on a per baseline basis.

The frequency and time standard and activities at the Beijing Institute of Radio Metrology and Measurements

Three kinds of frequency measuring systems are described: frequency comparison, phase comparison, and time comparison. With the help of the portable cesium clock in determining the time delay between two stations, a time synchronization, experiment was conducted using the Symphonie satellite. A result with an accuracy of 30 ns and an uncertainty of about 10 ns was obtained. Another experiment, applying the television pulse technique for time synchronization, yielded a result with an error of about 0.5 mu s in 24 hours. In order to measure the short term frequency stability of crystal oscillators or other frequency sources, a rubidium maser atomic frequency standard was developed as well as a short term stability measuring system.

Preliminary evaluation of the Environmental Research Institute of Michigan crop calendar shift algorithm for estimation of spring wheat development stage

An algorithm for estimating spectral crop calendar shifts of spring small grains was applied to 1978 spring wheat fields. The algorithm provides estimates of the date of peak spectral response by maximizing the cross correlation between a reference profile and the observed multitemporal pattern of Kauth-Thomas greenness for a field. A methodology was developed for estimation of crop development stage from the date of peak spectral response. Evaluation studies showed that the algorithm provided stable estimates with no geographical bias. Crop development stage estimates had a root mean square error near 10 days. The algorithm was recommended for comparative testing against other models which are candidates for use in AgRISTARS experiments.
