Distributed Energy Resource Interconnection Roadmap

Adopting strategic reforms to DER interconnection can help reduce interconnection delays, fairly allocate costs, improve transparency and equity, and support efficient and strategic investment in distribution and sub-transmission grids that can accommodate a rapidly evolving energy landscape. The Interconnection Innovation e-Xchange envisions this roadmap and its transmission system companion volume as collaborative resources to facilitate continued stakeholder discussions, problem-solving, and innovation as the U.S. works together to enable simpler, faster, and fairer interconnection of clean energy resources all while enhancing the reliability, resiliency, and security of our electric grid.

Airport Simulations Using Distributed Computational Resources

The Virtual National Airspace Simulation (VNAS) will improve the safety of Air Transportation. In 2001, using simulation and information management software running over a distributed network of super-computers, researchers at NASA Ames, Glenn, and Langley Research Centers developed a working prototype of a virtual airspace. This VNAS prototype modeled daily operations of the Atlanta airport by integrating measured operational data and simulation data on up to 2,000 flights a day. The concepts and architecture developed by NASA for this prototype are integral to the National Airspace Simulation to support the development of strategies improving aviation safety, identifying precursors to component failure.

Advancing Electric System Resilience with Distributed Energy Resources: Key Questions and Resources

This resource has two complementary parts: (1) A list of questions that offers an initial starting point for state public utility commissions (commissions) to frame how they review proposed utility investments and considerations that could offer resilience benefits; (2) A list of relevant resources to improve a regulator's ability to oversee resilience investments and obtain the best possible solutions for customers. The list of resources includes a synopsis of relevant topics covered in each resource. This document is not intended to offer a complete picture of resilience literature, but instead suggests strategies for state regulators to convene conversations and make decisions to achieve better resilience outcomes for customers. It is meant to serve as a starting point for commissions to understand and incorporate resilience into regulatory processes. The list of questions and resources will not be perfectly suited to the particular needs of each commission. As the resilience conversation advances, regulators will need to take advantage of available resources to build their capacity to assess resilience risks, compare investment options, and evaluate performance.

Distributed Energy Resources as an Equity Asset: Lessons Learned from Deployments in Disadvantaged Communities

For an Energy System to be truly equitable, it should provide affordable and reliable energy services to disadvantaged and underserved populations. Disadvantaged communities often face a combination of economic, social, health, and environmental burdens and may be geographically isolated (e.g., rural communities), which systematically limits their opportunity to fully participate in aspects of economic, social, and civic life.

Post-Disturbance Dynamic Distribution System Restoration with DGs and Mobile Resources

Distributed generations (DGs) can act as emergency power supplies when distribution systems suffer from outages. However, the generation capabilities of DGs are generally limited by a number of factors including weather conditions, fuel limitations, etc. In this context, mobile resources that are able to reallocate resources to desired locations are regarded as important complements to conventional fixed DGs in assisting distribution system restoration. In this paper, a distribution system restoration model with DGs and mobile resources is proposed. Firstly, the dispatch and allocation of mobile resources are modeled with respect to the characteristics of the traffic network. Then the developed mobile resource models are integrated into the distribution system restoration model to co-optimize the scheduling of DGs and mobile resources. Uncertainty factors are managed by a model predictive control approach so that system operators can dynamically adjust the restoration strategy with the up-to-date information. The effectiveness of the proposed method is validated through an IEEE 13-bus test system.

Secure Large-Scale Airport Simulations Using Distributed Computational Resources

To fully conduct research that will support the far-term concepts, technologies and methods required to improve the safety of Air Transportation a simulation environment of the requisite degree of fidelity must first be in place. The Virtual National Airspace Simulation (VNAS) will provide the underlying infrastructure necessary for such a simulation system. Aerospace-specific knowledge management services such as intelligent data-integration middleware will support the management of information associated with this complex and critically important operational environment. This simulation environment, in conjunction with a distributed network of supercomputers, and high-speed network connections to aircraft, and to Federal Aviation Administration (FAA), airline and other data-sources will provide the capability to continuously monitor and measure operational performance against expected performance. The VNAS will also provide the tools to use this performance baseline to obtain a perspective of what is happening today and of the potential impact of proposed changes before they are introduced into the system.

Merefa Community Microgrid: Supporting Distributed Energy Resource Deployment in Ukraine

A conceptual design is described for a community microgrid in Ukraine. Microgrid resources include solar photovoltaics, battery energy storage, and conventional natural gas fueled reciprocating engine generators. The conceptual architecture was informed by the microgrid developer, NREL subject matter experts, and the application of REopt, an NREL-developed software tool created for identification of least-cost combination of resources for achieving cost savings, resilience, and renewable energy goals. This fact sheet is a summary of a previously published technical report; see NREL/TP-7A40-89527, which includes conceptual architecture, estimates of key summary financial metrics, and sequence of operations.

Back-up generators used only in emergencies are not in the scope of this market brief.

Aggregated Distributed Energy Resources in 2024: The Fundamentals

This report builds upon existing literature and leading examples of ADER pricing and programs in practice to equip commissioners and staff at Public Utilities Commissions (PUCs) and State Energy Offices with the fundamentals of ADER grid services, valuation options, and approaches to compensation. Examples, active debates, and opportunities for further reading are highlighted throughout the document for readers to explore. This report does not seek to outline a specific objective for ADERs in the electricity system nor does it recommend any specific policies for ADERs—it seeks to provide helpful information to inform policymakers’ own ADER strategies and priorities.

Risk Management for Distributed Energy Resources

The National Institute of Standards and Technology will be hosting on Tuesday, February 2 and Wednesday, February 3, 2021, the second workshop in a new series focusing on the Open Security Controls Assessment Language. NREL extended the scope of the DERCF to include the NIST Risk Management Framework (RMF), addressing the challenges faced by federal energy managers when complying with the NIST RMF for DER systems. The NIST RMF is a cyclical process designed to incorporate principles of security and risk management into an organization’s system policies and procedures. The DER-RM will be downloadable application that runs locally and documents all the major requirements for achieving Authority to Operate the DER.

Prefeasibility Analysis of Behind-the-Meter Distributed Energy Resources in Highland Park, MI: Highland Park Pathways to Power [Slides]

Through the Communities LEAP (Local Energy Action Program) Pilot, the National Renewable Energy Laboratory (NREL) engaged the Highland Park Stakeholder Coalition to scope four technical assistance work areas to address their energy needs and goals. This slide deck addresses the highlighted tasks under work area "B" related to policy analysis, due diligence, and case studies for removing barriers and providing best practices for local clean energy development. NREL used the REopt platform to evaluate the techno-economic potential of adding solar PV, electric storage, and/or diesel generators at several locations in Highland Park, Michigan: a typical residential and commercial building in Highland Park, the Earnest T. Ford Recreation Center, and the Parker Village Microgrid. The analysis goals focused on the ability of solar PV, electric storage, and/or diesel generators to reduce electricity costs and improve site resilience.

Fault Response of Distributed Energy Resources Considering the Requirements of IEEE 1547-2018

Inverter-based DER responses to faults on the electric power system are different than those of conventional generators and are often poorly understood. Inverter fault responses are largely software-defined, within physics-based constraints. DERs are regulated by standards and grid codes that also constrain their responses. Though fault response of DERs will vary widely, for any DER following any particular standard, a pattern of fault response can be synthesized by observing that particular standard. In this paper, the recently published IEEE 1547-2018 is examined to explore the general fault response of any DER that follows IEEE 1547-2018. Additionally, an IEEE 1547-2018 compliant inverter model is developed and tested in simulation to find the fault response, and that response is compared with the fault response of a commercial off-the-shelf inverter.
