Direct Experimental Observations of Ion Distributions during Overcharging at the Muscovite–Water Interface by Adsorption of Rb + and Halides (Cl – , Br – , I – ) at High Salinity

Classical electric double layer (EDL) models have been widely used to describe ion distributions at charged solid-water interfaces in dilute electrolytes. However, the chemistry of EDLs remains poorly constrained at high ionic strength where ion-ion correlations control non-classical behavior such as overcharging, i. e., the accumulation of counter-ions in amounts exceeding the substrate's surface charge. Here, we provide direct experimental observations of correlated cation and anion distributions adsorbed at the muscovite (001)-aqueous electrolyte interface as a function of dissolved RbBr concentration ([RbBr]=0.01–5.8 M) using resonant anomalous X-ray reflectivity. Our results show alternating cation-anion layers in the EDL when [RbBr]≳100 mM, whose spatial extension (i. e., ~20 Å from the surface) far exceeds the dimension of the classical Stern layer. Comparison to RbCl and RbI electrolytes indicates that these behaviors are sensitive to the choice of co-ion. This new in-depth molecular-scale understanding of the EDL structure during transition from classical to non-classical regimes supports the development of realistic EDL models for technologies operating at high salinity such as water purification applications or modern electrochemical storage.

Steady-state fuel performance analyses for the preliminary fuel concept of general atomics fast modular reactor

Here this manuscript presents the fuel performance analysis results of the General Atomics Fast Modular Reactor (FMR) based on an axi-symmetric (2D-RZ) geometry. Three fuel performance model sets that fit the FMR fuel specifications best, i.e., a BISON baseline model set, a BISON diffusion enhancement model set, and a BISON-FASTGRASS model set, were identified and evaluated against a series of relevant experimental cases featuring high burnup and low irradiation temperature conditions. The three BISON-based model sets were then utilized to conduct a comprehensive fuel performance analysis of the FMR fuel under normal operation including the shutdown/restarting periods for refueling. The evaluation of the fuel performance parameters, represented by temperature, internal pressure, stress, and strain, shows that the FMR fuel maintains its thermal and mechanical integrity during normal operation. Technology gaps and limitations are also discussed to guide future efforts for extending the performance analysis to transient scenarios as well as improving the fuel performance evaluation through experiments.

Influence of Ordered Mesoporous Oxides in Plasma-Assisted Ammonia Synthesis

Widespread implementation of dielectric barrier discharge (DBD)-assisted NH 3 synthesis, a nascent technology operating under sustainable, ambient conditions, is hindered by low energy yields due to, in part, poor fundamental understanding. Porous oxides used to support metal nanoparticle catalysts have shown significant energy yield contributions for DBD-assisted NH 3 synthesis even without metal. Using an AC-powered, coaxial, single-stage reactor at 16 kV with equimolar (N 2 /H 2 ) feed, we measured NH 3 synthesis rates in the presence of different nonordered oxides, ordered SiO 2 structures (SBA-15 and MCM-41), and ordered Al-incorporated analogues (γ-Al 2 O 3 -coated with varying Al-loadings and Al-substitution, respectively: Al 2 O 3 -SBA-15 and Al-MCM-41). We systematically quantified NH 3 energy yield dependence on pore structures and material identities (i.e., ordered pores and Al incorporation) known to facilitate higher DBD-assisted NH 3 synthesis rates. SBA-15 displayed a higher steady-state energy yield than MCM-41, indicating that framework type is a crucial factor, with both ordered porous systems outperforming fumed SiO 2 . 10 wt % Al maximized in situ NH 3 uptake among the various Al loadings, exhibiting a higher steady-state energy yield and similar power to SBA-15. However, Al-MCM-41 had a similar steady-state energy yield and lower power than MCM-41, likely due to the extended γ-Al 2 O 3 surface that has a dielectric constant higher than that of SiO 2 . Both Al-incorporated analogues benefit from surface acid sites that can adsorb NH 3 in situ, resulting in higher overall NH 3 energy yields than that of their parent ordered SiO 2 . Al 2 O 3 -SBA-15 shielded more NH 3 than Al-MCM-41, likely due to a higher acid site density than the acid site identity. Furthermore, Al incorporation via γ-Al 2 O 3 coating more successfully improves the NH 3 energy yield; together with the high-performing ordered framework, these analogues are potential metal catalyst supports with promising energy yields for DBD-assisted synthesis of NH 3 and other chemicals.

High-Temperature Observation of Intralayer, Interlayer, and Rydberg Excitons in Bulk Van Der Waals Alloy Single Crystals

Transition metal dichalcogenides exhibit remarkable optical properties due to the diverse number of strongly bound excitons, which can be fine-tuned by alloying. Despite a flurry of research activity in characterizing these excitons, a comprehensive and profound understanding of their behavior with temperature is lacking. Here, we report the rich spectrum of excitonic features within bulk van der Waals alloy Mo0.5 W0.5 S2 and Mo0.5 W0.5 Se2 single crystals through temperature-dependent reflectance spectroscopy and first-principles calculations. We observed Rydberg excitons and interlayer excitons in both the single crystals. Notably, we provide the first experimental evidence of highly energetic A' and B' excitons in Mo0.5 W0.5 S2 at room temperature. The strong carrier-phonon scattering significantly broadens the A', B', and interlayer excitons at room temperature in bulk Mo0.5 W0.5 S2 single crystal compared to its selenide. Our findings, supported by density functional theory and Bethe-Salpeter equation calculations, signify the crucial role of carrier-phonon interactions. These results open pathways for next-generation optoelectronic devices and quantum technologies operating at high temperature.

A Novel Vetting Approach to Cybersecurity Verification in Energy Grid Systems

The cybersecurity auditing for Operation Technology is critical and has been largely missing from the cybersecurity research, especially in the energy sector. In this paper, we present a novel “cybersecurity vetting” approach (CYVET) to the problem of verification and validation of cybersecurity in complex cyber-physical installations underlying modern energy grid systems.

Cybersecurity Value-at-Risk Framework

As more variable renewable energy sources are added to the grid, the role of hydropower as a reliable baseline and firming resource is growing more critical. However, the U.S hydropower fleet is not fully prepared to face modern issues such as cybersecurity threats. Hydropower accounts for 37% of U.S. utility-scale renewable electricity but is challenged by diverse infrastructure and legacy devices that predate modern security practices. While new cybersecurity solutions cannot simply be added to current hydropower generation and operation technologies, custom cybersecurity assessments can reveal system-specific threats and risk probabilities and identify mitigating enhancements.

Verifying the Computational Integrity of Power Grid Controls with Zero-Knowledge Proof

The control of future power grids is migrating from a centralized to a distributed/decentralized scheme to enable a massive penetration of distributed energy resources with rising dependence on communication infrastructure. A common assumption made for most existing distributed/decentralized controllers is that local controllers would faithfully follow the designated controller dynamics based on the data received from communication channels. However, with increased probability of cyberattacks on Operational Technology infrastructure, such an assumption could be risky because proper execution of the controller dynamics is then built on trust in secure communication and computation. In this work, we leverage a cryptography technology known as zero-knowledge scalable transparent arguments of knowledge (zk-STARK) to verify the computational integrity of power grid control algorithms, with projected linear dynamics-based control schemes as the initial proof-of-concept test case. The method presented here converts the cybersecurity challenge of data integrity for grid control into a subset of computational integrity.

Design of a Novel Information System for Semi-Automated Management of Cybersecurity in Industrial Control Systems

There is an urgent need in many critical infrastructure sectors, including the energy sector, for attaining detailed insights into cybersecurity features and compliance with cybersecurity requirements related to their Operational Technology (OT) deployments. Frequent feature changes of OT devices interfere with this need, posing a great risk to customers. One effective way to address this challenge is via a semi-automated cyber-physical security assurance approach, which enables verification and validation of the OT device cybersecurity claims against actual capabilities, both pre- and post-deployment. To realize this approach, this paper presents new methodology and algorithms to automatically identify cybersecurity-related claims expressed in natural language form in ICS device documents. Here, we developed an identification process that employs natural language processing (NLP) techniques with the goal of semi-automated vetting of detected claims against their device implementation. We also present our novel NLP components for verifying feature claims against relevant cybersecurity requirements. The verification pipeline includes components such as automated vendor identification, device document curation, feature claim identification utilizing sentiment analysis for conflict resolution, and reporting of features that are claimed to be supported or indicated as unsupported. Our novel matching engine represents the first automated information system available in the cybersecurity domain that directly aids the generation of ICS compliance reports.

EyeON

EyeON: Eye on Operational technology Software Supply Chain attacks have risen drastically over the past few years, none more well-known and impactful than the SolarWinds compromise. Criminal organizations inserted an attack vector into a specific version of the source code, giving themselves an air of credibility. Once news broke on SolarWinds, identifying compromised sites was very difficult, even knowing the culprit update. Software Bills of Materials (SBOM) have been touted as the solution to reclaiming control of your software supply chain. Deployment of SBOMs has been slow, however, due to conflicting standards, opaque storage requirements, and vendor adoption. Additionally, the path from obtaining an SBOM and securing your supply chain is unclear; how can an SBOM library be leveraged to provide insight to your attack surface? The EyeON tool, sponsored by Department of Energy Cybersecurity, Energy Security, and Emergency Response (DoE CESER), aims to address these gaps by providing an encapsulated solution to tracking which updates have been installed in an enterprise, and alerting system administrators to vulnerabilities as they become known. Similar to a virus scanner, EyeON is a command line tool to parse either a single file, nested directory structure, or filesystem. It collects data such as signature (hashes), version information, VirusTotal tags, compiler, compilation date, and code signing information. Users will anonymously submit scan data periodically to DoE CESER, who will then compile a database of known software products employed by Critical Infrastructure and broadcast alerts based on discovered flaws as they arise.

Cyber-physical Architecture For Automated Responses (cyphar) In Adversarial Ot Environments

The ability to react to a malicious attack starts with high fidelity recognition, and with that, an agile response to the attack. The current operational technology (OT) systems for a critical infrastructure may include an intrusion detection system (IDS), but the ability to adapt to an intrusion is a human initiated response. Orchestrators, which are coming of age in the financial sector and allow for levels of automated response, are not prevalent in the OT space. To evolve to such responses in the OT space, a tradeoff analysis is first needed, The tradeoff analysis, which evaluates the mitigation benefits of responses versus the physical affects that result, inform an automated response decision. The intent of this paper is to provide a formulation of a tradeoff analysis and its use in advancing automated, agile responses.

Cyote Insights

CyOTE Insights leverages React, Vite, Typescript, Tailwind, and Daisy UI for the Graphical User Interface. It was designed in a particular style with a dark mode and a light mode. All code is broken down into components and reusable wrapper components for efficiency. All data is stored in Deep Lynx as a central data repository using an ontology based schema. The application serves as a main endpoint for the data in the COREII and CyOTE programs. The main purpose of the application is to display historical attack data in the Operational Technology space. At the time of this writing, it supports 27 historical attack reports compiled from OSINT sources. All of the data is publicly available, but what this application offers is the ability to see many years worth of publications in a detailed dashboard. It will also support future reports that are written using the other applications in the COREII program.

Digital risk analysis in nuclear engineering projects: Designing for safety, performance, reliability, and security

Cyber-informed engineering and security-by-design frameworks are important in promoting the need to identify cybersecurity concerns early in the systems engineering lifecycle so risks from adversarial cyber-attacks can be eliminated or reduced through engineering design practices. In addition to adversarial risk, risk in operational technology systems also includes non-adversarial and unintentional risk from other factors such as human performance errors, environmental conditions, design flaws, and device degradation or failure. This paper introduces a new concept for characterizing digital risk, both adversarial and non-adversarial, and provides the basis for initial research into a novel digital risk analysis approach focused on incorporating attack difficulty into a multi-attribute analysis technique using robust decision-making. This digital risk characterization is also used to frame a discussion on the challenges of competing objectives and competing stakeholder requirements in an integrated energy system project that incorporates a small modular reactor and industrial facility.

Neighborhood Keeper Program Review

Dragos provided INL access to their Neighborhood Keeper platform, which contains simulated data, sample reports given to utilities, and access to anonymized program data that is sent from utilities to the cloud. Dragos has specifically asked INL to review the available data and respond to the following questions: 1) What detections or combinations of detections are most useful? 2) What additional analysis would benefit the electricity subsector? 3) How could Neighborhood Keeper reporting be modified to benefit the electricity subsector? 4) What lessons learned from the Cybersecurity for the Operational Technology Environment (CyOTE) program could be provided? 5) Based on INL’s experience with utilities, are there lessons learned about data sharing that could be provided? 6) Are there recommendations that could benefit the electricity subsector?

Automated Cyber Security Testing Platform for Industrial Control Systems

Nuclear Power Plants (NPPs) are a complex system of coupled physics controlled by a network of Programmable Logic Controllers (PLCs). These PLCs communicate process data across the network to coordinate control actions with each other and inform the operators of process variables and control decisions. Networking the PLCs allows more effective process control and provides the operator more information which results in more efficient plant operation. This interconnectivity creates new security issues, as operators have more access to the plant controls, so will bad actors. As plant networks become more digitized and encompass more sophisticated controllers, the network surface exposed to cyber interference grows. Understanding the dynamics of these coupled systems of physics, control logic, and network communications is critical to their protection. The research into the cybersecurity of the Operational Technologies of NPPs is developing and requires a platform that can allow high fidelity physics simulations to interact with digital networks of controllers. This will require three main components: a network simulation environment, a physics simulator, and virtual PLCs (vPLC) that represent typical industry hardware. A platform that incorporates these three components to provide the most accurate representation of actual NPP networks and controllers is developed in this paper.
