Mercury Remediation Technology Development for Lower East Fork Poplar Creek—FY 2021 Update

Mercury remediation is a high priority for the US Department of Energy (DOE) Oak Ridge Office of Environmental Management. Mercury contamination in the environment can be found at all three DOE facilities in Oak Ridge, Tennessee, but the greatest environmental risk concern relative to Hg on the Oak Ridge Reservation is likely associated with historical Hg losses at and near the Y-12 National Security Complex (Y-12). Mercury in water and fish from East Fork Poplar Creek (EFPC) downstream of Y-12 exceeds regulatory thresholds. Because of the complexities of Hg transport and fate in the aquatic environment, conventional remedial options for EFPC are highly uncertain. DOE is using a phased adaptive management approach to Hg remediation at Y-12, with a focus in the next few years on construction of the Mercury Treatment Facility (MTF) to treat the most contaminated Y-12 outfall entering EFPC (DOE 2017a; DOE 2017b). Once operational, the MTF will provide additional protection against inadvertent releases of Hg into the stream from decontamination and decommissioning of Y-12 Hg-use buildings. Although the MTF is anticipated to substantially decrease Hg water concentrations and flux in upper EFPC (UEFPC), research and technology development are needed to develop appropriate and longer-term remedial solutions for the downstream environment. Since late 2014, the Oak Ridge Office of Environmental Management and URS | CH2M Oak Ridge LLC/Restoration Services Inc. have supported DOE’s Oak Ridge National Laboratory (ORNL) Environmental Sciences Division staff in conducting field and laboratory studies to develop Hg remedial technology solutions for lower EFPC (LEFPC). Whereas previous annual reporting updates for Hg remediation technology development for LEFPC have focused on presenting detailed results from the previous fiscal year, this FY 2021 update takes a comprehensive, higher-level approach to the research and technology development activities conducted since 2014. Biochemical Conversion of Lignocellulosic Biomass to Hydrocarbon Fuels and Products (2021 State of Technology and Future Research)

The annual State of Technology (SOT) assessment is an essential activity for biochemical platform research. It allows the impact of research progress to be quantified in terms of economic improvements in the overall cellulosic biofuel production process for a particular conversion pathway. As such, initial benchmarks can be established for currently demonstrated performance and progress can be tracked towards out-year goals to ultimately demonstrate cost-competitive cellulosic biofuel technology. The purpose of this report is to benchmark the latest experimental developments across a number of potential bioconversion pathways as quantified by modeled minimum fuel selling prices (MFSPs), as a measure of current status relative to those final targets. For this state of technology, TEA models were run for two separate biological conversion pathways to fuels, based on available data for integrated biomass deconstruction and hydrolysate processing; namely carboxylic acids (primarily butyric acid) and diols (2,3-butanediol [BDO]), reflecting NREL's recently-published 2018 biochemical design report focused on those two pathways. The models were run across three scenarios for lignin utilization, namely combustion, conversion to coproducts based on "base case" performance with biomass hydrolysate, and conversion to coproducts based on "high" performance demonstrated with model lignin monomer components. A key improvement reflected in the 2021 SOT is centered around making use of the latest lignin conversion data, which over the past year focused primarily on production of ß-ketoadipate (BKA) as a more optimal molecule compared to the closely-related adipic acid coproduct of prior recent focus, both in terms of superior product properties and biology, as well as reduced processing complexity (reducing two steps for sequential production of muconate followed by hydrogenation to adipic acid down to a single step for direct production of BKA). This update translated to a roughly 17% increase in mass yield of final coproduct output at a nearly four-fold increase in fermentation productivity on lignin monomers relative to prior 2020 SOT benchmarks for muconic/adipic acid production.

Lehigh University Industrial Assessment Center (Final Technical Report for the Period 2016 to 2021)

This is the final technical report summarizing the activities Industrial Assessment Center at Lehigh University sponsored by the Department of Energy for the period September 1, 2016 till September 30, 2021. During this period, the Industrial Assessment Center at Lehigh University was successful in training numerous energy engineers of the future, and helped many manufacturing plants in New Jersey and Eastern Pennsylvania. The center and its activities helped save a great deal of energy, related fuel costs and along the way mitigated tons of CO2 emissions. The report covers many of the numerical details related to the center activities. The Industrial Center at Lehigh University is one of the most successful ones and this is made evident by the statistics included as part of this report and best center award bestowed upon the center.

Electric Vehicle Charging Infrastructure Trends from the Alternative Fueling Station Locator: Fourth Quarter 2021

The U.S. Department of Energy's Alternative Fueling Station Locator contains information on public and private nonresidential alternative fueling stations in the United States and Canada and currently tracks ethanol (E85), biodiesel, compressed natural gas, electric vehicle (EV) charging, hydrogen, liquefied natural gas, and propane stations. Of these fuels, EV charging continues to experience rapidly changing technology and growing infrastructure. This report provides a snapshot of the state of EV charging infrastructure in the United States in the fourth calendar quarter of 2021 (Q4). Using data from the Station Locator, this report breaks down the growth of public and private charging infrastructure by charging level, network, and location. Additionally, this report measures the current state of charging infrastructure compared with two different 2030 infrastructure requirement scenarios. This information is intended to help transportation planners, policymakers, researchers, infrastructure developers, and others understand the rapidly changing landscape for EV charging. This is the eighth report in a series. Reports from previous quarters can be found in the Alternative Fuels Data Center (AFDC) and National Renewable Energy Laboratory (NREL) publication databases, as well as the AFDC Charging Infrastructure Trends page (https://afdc.energy.gov/fuels/electricity_infrastructure_trends.html).

Workshop on Materials & Manufacturing for Marine Energy Technologies (Summary Report: October 5, 2021)

Assessment of BQ-9000 Biodiesel Properties for 2021

This is the fifth in a series of reports documenting the quality of biodiesel from U.S. and Canadian-based producers that participate in the BQ-9000 program, the biodiesel industry voluntary quality assurance program. Participants agreed to provide monthly data on critical quality parameters for calendar year 2021. The quality data was provided to a team of experts, who removed any identifying company information and provided anonymized and randomized data to the National Renewable Energy Laboratory (NREL) for statistical analysis. The critical quality parameters analyzed were: sodium and potassium (Na+K); calcium and magnesium (Ca+Mg); phosphorus (P); flash point and alcohol control; water and sediment; cloud point; acid number; free and total glycerin; monoglycerides; sulfur; oxidation stability; and cold soak filterability test (CSFT). The data was not weighted for production volume.

FY 2021 Isolated Grids and Grid-Connected Turbine Reference Systems; Microgrids, Infrastructure Resilience, and Advanced Controls Launchpad (MIRACL)

For individuals, businesses, and communities focused on building resilient electrical grid infrastructure, wind energy can provide an affordable, accessible, and compatible distributed energy resource option that also enhances the capabilities of local grid operations. The Microgrids, Infrastructure Resilience, and Advanced Controls Launchpad (MIRACL) project is a multi-year distributed wind research effort, driven through a partnership between four Department of Energy National Laboratories and industry to develop and improve the planning, design, and operation of wind-centered microgrids to complement solar, energy storage, and other distributed energy resources for grid-tied and isolated operation (U.S. Department of Energy, 2021). This report documents the application of methods developed through the initial three years of the MIRACL project to two real-world distributed wind reference systems. Specifically, the methods demonstrated in this report include 1) a market valuation framework to comprehensively value the services distributed wind can provide and 2) a resilience framework that enables stakeholders to characterize distribution system resilience and compare grid investment decisions from a resilience perspective. Additional methods mentioned in this report include distributed hybrid system design methods for grid resilience, advanced control co-simulation platforms, and power hardware-in-the-loop (PHIL) models. Preliminary results from these additional methods are presented in this report and will be demonstrated and/or applied to the reference systems in the coming year. The purpose of applying these methods to reference systems is to drive technology transfer of the theories, methodologies, and technologies developed under the MIRACL project and increase the number of referenceable case studies available to stakeholders interested in additional value-added capabilities of wind systems beyond bulk energy supply (i.e. kilowatt-hours).

SolarAPP+ Performance Review: 2021 Data

Accelerating rooftop solar photovoltaic (PV) deployment has strained the capacity of local authorities responsible for permitting, inspection, and interconnection (PII). Given the ongoing expansion of rooftop PV, a growing number of authorities having jurisdiction (AHJs) and utilities are reforming PII processes to reduce delays. AHJs could significantly reduce PII timelines through reforms such as expedited reviews for small-scale systems, online customer portals, and over-the-counter permitting. However, independent reforms do not resolve issues associated with PII variability across AHJs, and many AHJs lack the resources to implement reforms. In response to these challenges, the National Renewable Energy Laboratory (NREL) developed the Solar Automated Permit Processing Plus (SolarAPP+) platform, in collaboration with local governments, code development organizations, and industry stakeholders. This report shows SolarAPP+ performance in 2021 across AHJs.

Radiological Impact of 2021 Operations at the Savannah River Site

This report presents the environmental dose assessment methods and the estimated potential doses to the public from 2021 Savannah River Site (SRS) air and liquid radioactive releases. Also documented are potential doses from special-case exposure scenarios, such as the consumption of wildlife or goat milk.

Orange County Transportation Authority Fuel Cell Electric Bus Progress Report - Data Period Focus: Feb. 2020 through Jul. 2021 [Slides]

This report presents early results from a deployment of fuel cell electric buses (FCEBs) operated by Orange County Transportation Authority (OCTA) in Southern California. The ten FCEBs, produced by New Flyer, feature an electric drive propulsion system powered by a Ballard fuel cell system. The project team is collaborating with the U.S. Department of Energy (DOE) and DOE's National Renewable Energy Laboratory (NREL) to evaluate the buses in revenue service. The goal of this evaluation is to compare the FCEB performance to that of conventional technology and to track progress over time toward meeting the technical targets set by DOE and the Department of Transportation (DOT). The FCEBs were delivered beginning in late-2019, and were placed in service on February 9, 2020. The data period covers February 2020 through July 2021. NREL collects data on ten 2016 model year compressed natural gas (CNG) buses as a baseline comparison at OCTA.

2021 GeoAI Workshop Report: The Trillion Pixel Challenge

The convergence of geospatial big data with advancements from artificial intelligence, cloud infrastructure, and high-performance computing continues to revolutionize mapping and analysis of Earth's surface in unprecedented detail. Rapid innovations in sensing technologies will soon collect geospatial data in even higher resolution and throughput. These developments offer the potential for breakthroughs in science, policy, and national security via end-to-end GeoAI systems that can provide fresh insights into how humans occupy and alter their environment over time. At the 2021 GeoAI Trillion Pixel workshop, international subject matter experts from government, academia, industry, and nonprofit organizations gathered virtually to discuss the Trillion Pixel GeoAI Challenge. The event focused on six major themes currently influencing scientific innovation and breakthroughs. Particular focus was paid to societal impacts. As an additional takeaway message, the gathering identified remaining application gaps and challenges that are in need of stronger community partnerships and collaborations.

The five FCEBs, produced by New Flyer, feature an electric drive propulsion system powered by a Ballard fuel cell system. The project team is collaborating with the U.S. Department of Energy (DOE) and DOE's National Renewable Energy Laboratory (NREL) to evaluate the buses in revenue service. The goal of this evaluation is to compare the FCEB performance to that of conventional technology and to track progress over time toward meeting the technical targets set by DOE and the Department of Transportation (DOT). The FCEBs were delivered beginning in mid-2019. The data period covers January 2020 through December 2021. NREL collects data on five 2019 model year compressed natural gas (CNG) buses as a baseline comparison at SunLine. These new CNG buses were phased into service beginning in April 2020.

Argonne National Laboratory Site Environmental Report for Calendar Year 2021

This report discusses the status and the accomplishments of the environmental protection program at Argonne National Laboratory for calendar year 2021. The status of Argonne environmental protection activities with respect to compliance with the various laws and regulations is discussed, along with environmental management, sustainability efforts, environmental corrective actions, and habitat restoration. To evaluate the effects of Argonne operations on the environment, samples of environmental media collected on the site, at the site boundary, and off the Argonne site were analyzed and compared with applicable guidelines and standards. A variety of radionuclides were measured in air, surface water, groundwater, and bottom sediment samples. In addition, chemical constituents in surface water, groundwater, and wastewater were analyzed. External penetrating radiation doses were measured, and the potential for radiation exposure to off site population groups was estimated. Results are interpreted with respect to the origin of the radioactive and chemical substances (i.e., natural, Argonne, and other) and are compared with applicable standards intended to protect human health and the environment. A U.S. Department of Energy (DOE) dose calculation methodology, based on International Commission on Radiological Protection (ICRP) recommendations and the U.S. Environmental Protection Agency’s (EPA) CAP 88 Version 4.1 computer code, was used in preparing this report.

LANL Meteorological Program: 2021 Data Completeness/Quality Report

Los Alamos National Laboratory (LANL) operates seven mesa-top instrumented meteorology towers: Technical Area (TA) 6, TA-49, TA-53, TA-54, TA-63, TA-54B, and TA-16B. An additional instrumented tower is located in Mortandad Canyon (TA-5 MDCN), and there is a rain gauge at North Community (NCOM), located within the town of Los Alamos. The 10 meter (m) towers at TA-63, TA54B, and TA-16B were installed in 2021, and will be included in the 2022 data completeness/quality report.
