Supporting cost-effective watershed management strategies for Chesapeake Bay using a modeling and optimization framework

Extensive efforts to adaptively manage nutrient pollution rely on Chesapeake Bay Program’s (Phase 6) Watershed Model, called Chesapeake Assessment Scenario Tool (CAST), which helps decision-makers plan and track implementation of Best Management Practices (BMPs). We describe mathematical characteristics of CAST and develop a constrained nonlinear BMP-subset model, software, and visualization framework. This represents the first publicly available optimization framework for exploring least-cost strategies of pollutant load control for the United States’ largest estuary. The optimization identifies implementation options for a BMP subset modeled with load reduction effectiveness factors, and the web interface facilitates interactive exploration of >30,000 solutions organized by objective, nutrient control level, and for ~200 counties. We assess framework performance and demonstrate modeled cost improvements when comparing optimization-suggested proposals with proposals inspired by jurisdiction plans. Stakeholder feedback highlights the framework’s current utility for investigating cost-effective tradeoffs and its usefulness as a foundation for future analysis of restoration strategies.

Cost-effectiveness methodology for computer systems selection

A new approach to the problem of selecting a computer system design has been developed. The purpose of this methodology is to identify a system design that is capable of fulfilling system objectives in the most economical way. The methodology characterizes each system design by the cost of the system life cycle and by the system's effectiveness in reaching objectives. Cost is measured by a 'system cost index' derived from an analysis of all expenditures and possible revenues over the system life cycle. Effectiveness is measured by a 'system utility index' obtained by combining the impact that each selection factor has on the system objectives and it is assessed through a 'utility curve'. A preestablished algorithm combines cost and utility and provides a ranking of the alternative system designs from which the 'best' design is selected.

Assessing the cost-effectiveness of carbon neutrality for light-duty vehicle sector in China

China’s progress in decarbonizing its transportation, particularly vehicle electrification, is notable. However, the economically effective pathways are underexplored. To find out how much cost is necessary for carbon neutrality for the light-duty vehicle (LDV) sector, this study examines twenty decarbonization pathways, combining the New Energy and Oil Consumption Credit model and the China-Fleet model. We find that the 2060 zero-greenhouse gas (GHG) emission goal for LDVs is achievable via electrification if the battery pack cost is under CNY483/kWh by 2050. However, an extra of CNY8.86 trillion internal subsidies is needed under pessimistic battery cost scenarios (CNY759/kWh in 2050) to eliminate 246 million tonnes of CO 2 -eq by 2050 ensuring over 80% market penetration of battery electric vehicles (BEVs) in 2050. Moreover, the promotion of fuel cell electric vehicles is synergy with BEVs to mitigate the carbon abatement difficulties, decreasing up to 34% of the maximum marginal abatement internal investment.

Electron Beam Freeform Fabrication (EBF3) for Cost Effective Near-Net Shape Manufacturing

Manufacturing of structural metal parts directly from computer aided design (CAD) data has been investigated by numerous researchers over the past decade. Researchers at NASA Langley Research Center are developing a new solid freeform fabrication process, electron beam freeform fabrication (EBF3), as a rapid metal deposition process that works efficiently with a variety of weldable alloys. EBF3 deposits of 2219 aluminium and Ti-6Al-4V have exhibited a range of grain morphologies depending upon the deposition parameters. These materials have exhibited excellent tensile properties comparable to typical handbook data for wrought plate product after post-processing heat treatments. The EBF3 process is capable of bulk metal deposition at deposition rates in excess of 2500 cubic centimeters per hour (150 in3/hr) or finer detail at lower deposition rates, depending upon the desired application. This process offers the potential for rapidly adding structural details to simpler cast or forged structures rather than the conventional approach of machining large volumes of chips to produce a monolithic metallic structure. Selective addition of metal onto simpler blanks of material can have a significant effect on lead time reduction and lower material and machining costs.

Parts and Components Reliability Assessment: A Cost Effective Approach

System reliability assessment is a methodology which incorporates reliability analyses performed at parts and components level such as Reliability Prediction, Failure Modes and Effects Analysis (FMEA) and Fault Tree Analysis (FTA) to assess risks, perform design tradeoffs, and therefore, to ensure effective productivity and/or mission success. The system reliability is used to optimize the product design to accommodate today?s mandated budget, manpower, and schedule constraints. Stand ard based reliability assessment is an effective approach consisting of reliability predictions together with other reliability analyses for electronic, electrical, and electro-mechanical (EEE) complex parts and components of large systems based on failure rate estimates published by the United States (U.S.) military or commercial standards and handbooks. Many of these standards are globally accepted and recognized. The reliability assessment is especially useful during the initial stages when the system design is still in the development and hard failure data is not yet available or manufacturers are not contractually obliged by their customers to publish the reliability estimates/predictions for their parts and components. This paper presents a methodology to assess system reliability using parts and components reliability estimates to ensure effective productivity and/or mission success in an efficient manner, low cost, and tight schedule.

Present-value analysis: A systems approach to public decisionmaking for cost effectiveness

Decision makers within Governmental agencies and Congress must evaluate competing (and sometimes conflicting) proposals which seek funding and implementation. Present value analysis can be an effective decision making tool by enabling the formal evaluation of the effects of competing proposals on efficient national resource utilization. A project's costs are not only its direct disbursements, but its social costs as well. How much does it cost to have those funds diverted from their use and economic benefit by the private sector to the public project? Comparisons of competing projects' social costs allow decision makers to expand their decision bases by quantifying the projects' impacts upon the economy and the efficient utilization of the country's limited national resources. A conceptual model is established for the choosing of the appropriate discount rate to be used in evaluation decisions through the technique.

Design Tools for Cost-Effective Implementation of Planetary Protection Requirements

Since the Viking missions to Mars in the 1970s, accounting for the costs associated with planetary protection implementation has not been done systematically during early project formulation phases, leading to unanticipated costs during subsequent implementation phases of flight projects. The simultaneous development of more stringent planetary protection requirements, resulting from new knowledge about the limits of life on Earth, together with current plans to conduct life-detection experiments on a number of different solar system target bodies motivates a systematic approach to integrating planetary protection requirements and mission design. A current development effort at NASA's Jet Propulsion Laboratory is aimed at integrating planetary protection requirements more fully into the early phases of mission architecture formulation and at developing tools to more rigorously predict associated cost and schedule impacts of architecture options chosen to meet planetary protection requirements.

A Cost-Effective Wave Energy Harvesting System with Maximum Power Point Tracking Capability

In this paper, we propose a low-cost bidirectional four-switch inverter that transfers three-phase energy between a permanent magnet synchronous generator (PMSG) driven by a wave energy collector and the power grid or a local ac load. To achieve high control performance, the machine-side inverter uses a high-gain observer for rotor position estimation and a Lyapunov-based approach for torque control. For the gridside inverter control, we estimate the filter capacitor voltage with a model reference adaptive system and control the dc-link voltage with a Lyapunov-based energy function. We also track the maximum power point from the sea waves with an integral control law that actively matches the generator impedance with that of the wave collection device. The proposed system supports both grid-following/forming modes. We validate our control design with simulation results on a 3-kW hardware setup.

A Comprehensive and Cost-Effective Computer Infrastructure for K-12 Schools

Since 1993, NASA Langley Research Center has been developing and implementing a low-cost Internet connection model, including system architecture, training, and support, to provide Internet access for an entire network of computers. This infrastructure allows local area networks which exceed 50 machines per school to independently access the complete functionality of the Internet by connecting to a central site, using state-of-the-art commercial modem technology, through a single standard telephone line. By locating high-cost resources at this central site and sharing these resources and their costs among the school districts throughout a region, a practical, efficient, and affordable infrastructure for providing scale-able Internet connectivity has been developed. As the demand for faster Internet access grows, the model has a simple expansion path that eliminates the need to replace major system components and re-train personnel. Observations of optical Internet usage within an environment, particularly school classrooms, have shown that after an initial period of 'surfing,' the Internet traffic becomes repetitive. By automatically storing requested Internet information on a high-capacity networked disk drive at the local site (network based disk caching), then updating this information only when it changes, well over 80 percent of the Internet traffic that leaves a location can be eliminated by retrieving the information from the local disk cache.

Design for Vibration Monitoring: A Methodology for Reliable and Cost-Effective Vibration Monitoring

The purpose of health monitoring systems is to detect failures or defects for increased safety and performance and to provide on-condition maintenance with reduced costs. The problems associated with health monitoring systems include high rates of false alarms and missed failures, which make monitoring an unreliable and costly task. The reason for this is that unaccounted variations invalidate signal modeling assumptions. Our approach was to focus on vibration monitoring of rotating components. We analyzed baseline signals to determine statistical variations, identify and model factors that influence vibrations (pre-production vs. post-production variations), determine hit and false alarm rates with baseline flight data, model and predict effects of defects and variations on vibrations, and develop algorithms and metrics for failure and anomaly detection in the presence of variations.

Performance Analysis of a Cost-Effective Electret Condenser Microphone Directional Array

Microphone directional array technology continues to be a critical part of the overall instrumentation suite for experimental aeroacoustics. Unfortunately, high sensor cost remains one of the limiting factors in the construction of very high-density arrays (i.e., arrays containing several hundred channels or more) which could be used to implement advanced beamforming algorithms. In an effort to reduce the implementation cost of such arrays, the authors have undertaken a systematic performance analysis of a prototype 35-microphone array populated with commercial electret condenser microphones. An ensemble of microphones coupling commercially available electret cartridges with passive signal conditioning circuitry was fabricated for use with the Langley Large Aperture Directional Array (LADA). A performance analysis consisting of three phases was then performed: (1) characterize the acoustic response of the microphones via laboratory testing and calibration, (2) evaluate the beamforming capability of the electret-based LADA using a series of independently controlled point sources in an anechoic environment, and (3) demonstrate the utility of an electret-based directional array in a real-world application, in this case a cold flow jet operating at high subsonic velocities. The results of the investigation revealed a microphone frequency response suitable for directional array use over a range of 250 Hz - 40 kHz, a successful beamforming evaluation using the electret-populated LADA to measure simple point sources at frequencies up to 20 kHz, and a successful demonstration using the array to measure noise generated by the cold flow jet. This paper presents an overview of the tests conducted along with sample data obtained from those tests.

Cost-Effective Thermally Activated Building Systems to Support a Power Grid System With High Penetrations Of As-Available Renewable Energy Resources

With a goal to reduce the energy cost for building operation as well as to support renewable energy sources (RES) for the power grid reliability, quality, resilience, and dispatchability, this project developed and demonstrated a novel thermally activated building envelope system that integrates Phase Change Material (PCM)-based Thermal Energy Storage (TES) and the hydronic activation into the building envelope. The main objectives of this study are: 1) to design and laboraorty-test a novel thermally activated building envelope system that integrate PCM-based TES and the hydronic activation into building envelope, and 2) to exploit this new system to significantly reduce the energy cost of operating buildings and manage and support renewable energy sources (RES), e.g., solar and wind for the power grid reliability, quality, resilience, and dispatchability. To achieve the project objectives, a new low-cost, fire-retardant PCM packaging technology (CenoPCM) was developed specifically for high-volume building applications.
