Middle management of research

The role of the middle manager in a research organization is discussed. The middle manager serves as a liaison between upper management and researchers to assure that individual research projects manifest the goals of the organization. The author draws on his long experience in this role to describe management practices that have proven successful. A general discussion is presented of the makeup of a research environment, derived from a study of a division involved in aerospace research and development (R and D). The study emphasized the importance of planning and management style in producing an attractive environment. Management practices are described, which include goal setting, planning, staffing, reviewing and evaluating, and rewarding. The importance of selecting and defining an appropriate research area is discussed. It is emphasized that in relating to the staff the middle manager must cultivate the human side of supervision, develop the art of delegating responsibility, judiciously select facilities, and provide recognition and meaningful rewards to develop a productive research staff. The development of the staff is probably the most important and challenging role of the manager.

Toward a new V/STOL generation

While many V/STOL problems are now better understood and technology has progressed to the point where higher thrust/weight ratios and greater stability augmentation are achievable, a number of still existing insufficiencies provide a sobering reminder that learning in ground testing and simulation, and careful methodical planning, are a prerequisite for any research and development program. The present paper is centered on the major technical problems for the Navy Type multimission V/STOL aircraft. The aircraft's configurations with and without forward lift fan are discussed, along with the propulsion systems, testing techniques, controls, displays, flight dynamics, and ground/flow field interactions.

Aerial applications dispersal systems control requirements study

Performance deficiencies in aerial liquid and dry dispersal systems are identified. Five control system concepts are explored: (1) end of field on/off control; (2) manual control of particle size and application rate from the aircraft; (3) manual control of deposit rate on the field; (4) automatic alarm and shut-off control; and (5) fully automatic control. Operational aspects of the concepts and specifications for improved control configurations are discussed in detail. A research plan to provide the technology needed to develop the proposed improvements is presented along with a flight program to verify the benefits achieved.

Technical issues in the conduct of large space platform experiments in plasma physics and geoplasma sciences

Large, permanently-manned space platforms can provide exciting opportunities for discoveries in basic plasma and geoplasma sciences. The potential for these discoveries will depend very critically on the properties of the platform, its subsystems, and their abilities to fulfill a spectrum of scientific requirements. With this in mind, the planning of space station research initiatives and the development of attendant platform engineering should allow for the identification of critical science and technology issues that must be clarified far in advance of space station program implementation. An attempt is made to contribute to that process, with a perspective that looks to the development of the space station as a permanently-manned Spaceborne Ionospheric Weather Station. The development of this concept requires a synergism of science and technology which leads to several critical design issues. To explore the identification of these issues, the development of the concept of an Ionospheric Weather Station will necessarily touch upon a number of diverse areas. These areas are discussed.

Advanced Visualization of Experimental Data in Real Time Using LiveView3D

LiveView3D is a software application that imports and displays a variety of wind tunnel derived data in an interactive virtual environment in real time. LiveView3D combines the use of streaming video fed into a three-dimensional virtual representation of the test configuration with networked communications to the test facility Data Acquisition System (DAS). This unified approach to real time data visualization provides a unique opportunity to comprehend very large sets of diverse forms of data in a real time situation, as well as in post-test analysis. This paper describes how LiveView3D has been implemented to visualize diverse forms of aerodynamic data gathered during wind tunnel experiments, most notably at the NASA Langley Research Center Unitary Plan Wind Tunnel (UPWT). Planned future developments of the LiveView3D system are also addressed.
