Pratt and Whitney/Boeing Engine Validation of Noise Reduction Concepts: Final Report for NASA Contract NAS3-97144, Phase 1

Major airports in the world's air transportation systems face a serious problem in providing greater capacity to meet the ever increasing demands of air travel. This problem could be relieved if airports are allowed to increase their operating time, now restricted by curfews and by relaxing present limits on takeoffs and landings. The key operational issue in extending the present curfews is noise. In response to these increasing restrictive noise regulations, NASA has launched a program to validate through engine testing, noise reduction concepts and technologies that have evolved from the Advanced Subsonic Technologies (AST) Noise Reduction Program. The goal of this AST program was to develop and validate technology that reduces engine noise and improves nacelle suppression effectiveness relative to 1992 technology. Contract NAS3-97144 titled "Engine Validation of Noise Reduction Concepts" (EVNRC) was awarded to P&W on August 12, 1997 to conduct full scale noise reduction tests in two Phases on a PW4098 engine. The following Section 1.2 provides a brief description of the overall program. The remainder of this report provides a detailed documentation of Phase I of the program.

Shuttle Flight Operations Contract Generator Maintenance Facility Land Use Control Implementation Plan (LUCIP)

This Land Use Control Implementation Plan (LUCIP) has been prepared to inform current and potential future users of the Kennedy Space Center (KSC) Shuttle Flight Operations Contract Generator Maintenance Facility (SFOC; SWMU 081; "the Site") of institutional controls that have been implemented at the Site1. Although there are no current unacceptable risks to human health or the environment associated with the SFOC, an institutional land use control (LUC) is necessary to prevent human health exposure to antimony-affected groundwater at the Site. Controls will include periodic inspection, condition certification, and agency notification.

Preliminary Error Characterization and Parametric Error Model for the Automatic Dependent Surveillance - Contract Extended Projected Profile Message

A critical component of Trajectory-Based Operations (TBO) is the ability for a consistent and accurate 4-dimensional trajectory (4DT) to be shared and synchronized between airborne and ground systems as well as amongst various ground automation systems. The Aeronautical Telecommunication Network—Baseline 2 (ATN-B2) standard defines the Extended Projected Profile (EPP) trajectory that can be sent via Automatic Dependent Surveillance-Contract (ADS-C) from an aircraft to ground automation. The EPP trajectory message contains a representation of the reference trajectory from an aircraft’s Flight Management System (FMS). In this work, a set of scenarios were run in a high-fidelity aircraft and FMS simulation to perform an initial characterization of EPP trajectory errors under a given set of conditions. The parameters investigated were the route length, route type, wind magnitude error, wind direction error, and with and without a required time-of-arrival (RTA) constraint. In addition, linear regression was used to identify a set of EPP error models for the cross-track, vertical, and time errors.

Contracting Quality Early in the Lifecycle Using AS9145 Data Deliverables

Development schedules and a highly dynamic supply chain are a challenge to developers of complex systems produced at low volume. Flaws in designs, parts and materials availability problems, poor manufacturability, and a lack of knowledge about critical items and key process attributes can be realized well before traditional second-party quality assurance activities begin. Supplier audits and product inspections may have little mitigating effect once these foundational problems have been realized. Their impacts can be significant lifecycle disruption, cost overruns, inability to deliver to plan, and even project cancellation. AS9145, Requirements for Advanced Product Quality Planning and Production Part Approval Process, can be used to drive quality engineering practices into early development lifecycles to significantly reduce this late-cycle risk and to reduce the cost of quality overall. Since its initial publication in 2016, it has had very limited adoption by the DoD, no adoption by NASA, and sparse adoption in the aerospace and defense supply chain. A task group within the Aerospace Industries Association's (AIA) Joint Strategic Quality Council (JSQC) identified that both acquirers and suppliers see as AS9145 as a cost-adder and are hesitant to use it as an alternative to late-stage-heavy quality assurance approaches. A lack of prior use creates large capability gaps in request-for-proposal (RFP) teams, proposal teams, suppliers’ quality management systems (QMS), and in experienced personnel executing the early lifecycle approach. To create a more realizable on-ramp for using AS9145 in the space and defense sectors, the AIA JSQC task team created five deliverable requirements descriptions (DRDs) that can be used in a contract to begin to engage both parties in early lifecycle quality engineering and quality assurance activities, that reduce exposure to late-stage cost and schedule collapse due to unidentified risks in design, supply chain, and manufacturability. These DRDs drive the parties to engage in planning and analysis discussions early on to understand what production risks can be known and how they will focus resources based on safety criticality and the key elements of design and construction. The suppliers and acquirers who will produce the data and information required by the DRD will be able to incrementally evolve their QMS and the acquirer will incrementally be able to track and understand the benefits of cost shifting from late to early development phases. A white paper describing this approach and the five recommended DRDs will be published by the AIA in late 2024 or early 2025.

Athena: High-Performance Sparse Tensor Contraction Sequence on Heterogeneous Memory

Sparse tensor contraction sequence has been widely employed in many fields, such as chemistry and physics. However, how to efficiently implement the sequence faces multiple challenges, such as redundant computations and memory operations, massive memory consumption, and inefficient utilization of hardware. To address the above challenges, we introduce Athena, a high-performance framework for SpTC sequences. Athena introduces new data structures, leverages emerging Optane-based heterogeneous memory (HM) architecture, and stage parallelism. In particular, Athena introduces shared hash table-represented sparse accumulator to eliminate unnecessary input processing and data migration; Athena uses a novel data-semantic guided dynamic migration solution to make the best use of the Optane-based HM for high performance; Athena also co-runs execution phases with different characteristics to enable high hardware utilization. Evaluating with 12 datasets, we show that Athena brings 327-7362× speedup over the state-of-the-art SpTC algorithm. With the dynamic data placement guided by data semantics, Athena brings performance improvement on Optane-based HM over a state-of-the-art software-based data management solution, a hardware-based data management solution, and PMM-only by 1.58×, 1.82×, and 2.34× respectively.

Blockchain-Based Smart Contracts Use for Photovoltaic Energy Trade Transactions

In recent decades, interest in renewable energy via solar energy has increased, especially in California and Nevada. In a region that can produce enough solar power for self-use, prosumers must use or sell surplus energy. Solar energy self-consumption is essential in modern energy transactions in the grid. This paper proposes an approach towards grid services that includes photovoltaic hardware to store the excess energy in battery storage. Such energy can then be sold to power companies while the transaction is handled using blockchain. Software, security architecture and data flow requirements based on the Ethereum Blockchain are included. Furthermore, this solution protects the private information of seller and buyer and secures transactions.

Graphically Contracted Function Construction with the Recursive Pairwise Merge Algorithm

A new implementation of a recursive pairwise merge algorithm to construct a GCF from a list of CSF expansion coefficients is presented. The essential new feature is the preallocation of some work arrays used within the intermediate steps of the merge procedure. This results in roughly an order of magnitude improvement in overall efficiency and also approximately eliminates a factor of n, the molecular orbital dimension, from the original implementation. Initial application of this merge procedure to a series of H m molecules shows that the GCF wave functions can be represented well both with delocalized canonical Hartree-Fock orbitals and with localized molecular orbitals. Finally, for a given wave function complexity, as measured by the average facet count, $\bar{\text {f}}$, the delocalized Hartree-Fock orbitals show smaller errors for small $\bar{\text {f}}$ values, while the localized orbitals show smaller errors for larger $\bar{\text {f}}$ values.

Appropriations and Financing: Strategic Use of Funding for Performance Contracts

42 U.S.C. § 8253 Sections 432 and 512 (EISA of 2007) authorize agencies to use appropriations, private financing, or a combination of appropriations and private financing to comply with its requirements. With this flexibility in mind, federal agencies should evaluate funding options early and employ a strategy that optimizes the impact of existing appropriations and financing options. Maximize value to government through strategic use of appropriations and energy savings, an optimal set of infrastructure improvements that meet site needs and program objectives, and an actionable plan for sustained performance.
