Integrated Transportation-Energy Systems Modeling

Transportation is currently the least-diversified energy demand sector, with over 90% of global transportation energy use coming from petroleum product. After over a century of petroleum dominance, however, many leading experts anticipate major electrification trends that could disrupt the transportation energy demand landscape. These changes in electricity demand complement profound changes happening within electric power supply systems, including integration of variable renewables, distributed generation and storage, and greater participation in power system planning and operations from traditionally passive consumers. This broader context underscores the importance of understanding how transportation electrification will impact electricity demand, including changes in the load shapes that characterize the system and the opportunity to leverage flexible EV charging to more cost-effectively balance demand and supply. This talk provides an overview of recent findings on infrastructure requirements to support EV adoption, integration challenges and the impact of EV on power systems, and opportunities to leverage flexible (or smart) EV charging to support power system planning and operations.

Control and Simulation of a Grid-Forming Inverter for Hybrid PV-Battery Plants in Power System Black Start

Power system restoration is an important part of system planning. Power utilities are required to maintain black start capable generators that can energize the transmission system and provide cranking power to non-blackstart capable generators. Traditionally, hydro and diesel units are used as black start capable generators. With the increased penetration of bulk size solar farms, inverter based generation can play an important role in faster and parallel black start thus ensuring system can be brought back into service without the conventional delays that can be expected with limited black start generators. Inverter-based photovoltaic (PV) power plants have advantages that are suitable for black start. This paper proposes the modeling, control, and simulation of a grid-forming inverter-based PV-battery power plant that can be used as a black start unit. The inverter control includes both primary and secondary control loops to imitate the control of a conventional synchronous machine. The proposed approach is verified using a test system modified from the IEEE 9-bus system in the time-domain electromagnetic transient simulation tool PSCAD. The simulation results shows voltage and frequency stability during a multi-step black-start and network energization process.

Configuration evaluation and criteria plan. Volume 1: System trades study and design methodology plan (preliminary). Space Transportation Main Engine (STME) configuration study

The System Trades Study and Design Methodology Plan is used to conduct trade studies to define the combination of Space Shuttle Main Engine features that will optimize candidate engine configurations. This is accomplished by using vehicle sensitivities and engine parametric data to establish engine chamber pressure and area ratio design points for candidate engine configurations. Engineering analyses are to be conducted to refine and optimize the candidate configurations at their design points. The optimized engine data and characteristics are then evaluated and compared against other candidates being considered. The Evaluation Criteria Plan is then used to compare and rank the optimized engine configurations on the basis of cost.

Scalable Energy System Expansion Under Uncertainty Using Multi-Stage Stochastic Optimization

The intermittent nature of power from renewable energy sources poses new challenges for electrical grids. This is due to the variable and uncertain nature of the power output from these resources. These features of renewable generation are becoming more relevant to energy system planning as grids reach higher penetration levels of renewable energy. In this presentation we present approaches for energy system planning based on scalable computational approaches which enable the explicit consideration of operational uncertainties in the planning process. Using multi-stage stochastic programming and the progressive hedging algorithm, we compute energy system expansion decisions on modified versions of the RTS-GMLC test system augmented with large amounts of renewable generation.

Planning for execution monitoring on a planetary rover

A planetary rover will be traversing largely unknown and often unknowable terrain. In addition to geometric obstacles such as cliffs, rocks, and holes, it may also have to deal with non-geometric hazards such as soft soil and surface breakthroughs which often cannot be detected until rover is in imminent danger. Therefore, the rover must monitor its progress throughout a traverse, making sure to stay on course and to detect and act on any previously unseen hazards. Its onboard planning system must decide what sensors to monitor, what landmarks to take position readings from, and what actions to take if something should go wrong. The planning systems being developed for the Pathfinder Planetary Rover to perform these execution monitoring tasks are discussed. This system includes a network of planners to perform path planning, expectation generation, path analysis, sensor and reaction selection, and resource allocation.

Optimal Power System Black start using Inverter-Based Generation

Power system black start readiness is part of the system planning. Utility planners perform periodic studies to assess if their power system is capable of total restoration following a black out. Hydro and diesel generators are the most commonly used black start capable resources by power utilities. However, with increasing penetration of solar generation, inverter-based resources can be considered to provide black start capability. Since the solar inverters can be located at multiple locations throughout the power system, and in view of their unique characteristics, an optimal real-time capable plan is helpful for system operators for faster black start. Black start optimization is a multi stage mixed-integer non-linear optimization which is extremely hard to solve. In this paper, we propose an optimal black start methodology that is easier to solve and scalable in real-time. We demonstrate the proposed methodology on two test systems and illustrate how inverter-based resources can contribute and improve power system restoration.

Choosing Objectives in Over-Subscription Planning

Many NASA planning problems are over-subscription problems - that is, there are a large number of possible goals of differing value, and the planning system must choose a subset &it car! be accomplished within the limited time and resources available. Examples include planning for telescopes like Hubble, SIRTF, and SOFIA; scheduling for the Deep Space Network; and planning science experiments for a Mars rover. Unfortunately, existing planning systems are not designed to deal with problems like this - they expect a well-defined conjunctive goal and terminate in failure unless the entire goal is achieved. In this paper we develop techniques for over-subscription problems that assist a classical planner in choosing which goals to achieve, and the order in which to achieve them. These techniques use plan graph cost-estimation techniques to construct an orienteering problem, which is then used to provide heuristic advice on the goals and goal order that should considered by a planner.

A Framework for Non-Pipeline Alternatives Analysis and Review of Existing Approaches

States are increasingly interested in gas distribution system planning and the role that demand-side resources can play in maintaining an affordable, reliable, equitable, and low-carbon energy system. In particular, public utility commissions and utilities are exploring the role of non-pipeline alternatives (NPA) – an investment or activity that defers, reduces, or avoids the need to construct or replace a pipeline – in gas distribution system planning. NPAs are an emerging cost and risk mitigation tool that can provide gas utilities with an opportunity to reduce emissions, gas system costs, and customer risk by avoiding unnecessary infrastructure spending. Rather than address system issues with more costly and long-lived traditional capital projects, utilities can leverage demand-side NPA resources such as energy efficiency and electrification as well as supply-side NPA resources to meet system needs. However, there is limited guidance on performing an NPA and even fewer lessons learned. To fill this gap, the U.S. Department of Energy funded two reports on NPAs. The first report is a literature review that focuses on four states' NPA policies. The second report offers a framework for evaluating NPAs that states can adapt to meet their policy needs.

Mission planning for the Lidar in Space Technology Experiment

Developing a mission planning system for a Space Shuttle mission is a complex procedure. Several months of preparation are required to develop a plan that optimizes science return during the short operations time frame. Further complicating the scenario is the necessity to schedule around crew activities and other payloads which share Orbiter resources. SpaceTec, Inc. developed the mission planning system for the Lidar In Space Technology Experiment, or LITE, which flew on Space Shuttle mission STS-64 in September of 1994. SpaceTec used a combination of off-th-shelf and in-house developed software to analyze various mission scenarios both premission and real-time during the flight. From this analysis, SpaceTec developed a comprehensive mission plan that met the mission objectives.

An efficient temporal logic for robotic task planning

Computations required for temporal reasoning can be prohibitively expensive if fully general representations are used. Overly simple representations, such as totally ordered sequence of time points, are inadequate for use in a nonlinear task planning system. A middle ground is identified which is general enough to support a capable nonlinear task planner, but specialized enough that the system can support online task planning in real time. A Temporal Logic System (TLS) was developed during the Intelligent Task Automation (ITA) project to support robotic task planning. TLS is also used within the ITA system to support plan execution, monitoring, and exception handling.

Revolutionary Aerospace Systems Concepts - Planning for the Future of Technology Investments

In January, 2000, the NASA Administrator gave the following directions to Langley: "We will create a new role for Langley as a leader for the assessment of revolutionary aerospace system concepts and architectures, and provide resources needed to assure technology breakthroughs will be there to support these advanced concepts. This is critical in determining how NASA can best invest its resources to enable future missions." The key objective of the RASC team is to look beyond current research and technology (R&T) programs and missions and evolutionary technology development approaches with a "top-down" perspective to explore possible new mission capabilities. The accomplishment of this objective will allow NASA to provide the ability to go anywhere, anytime - safely, and affordably- to meet its strategic goals for exploration, science, and commercialization. The RASC Team will seek to maximize the cross-Enterprise benefits of these revolutionary capabilities as it defines the revolutionary enabling technology areas and performance levels needed. The product of the RASC Team studies will be revolutionary systems concepts along with enabling technologies and payoffs in new mission capabilities, which these concepts can provide. These results will be delivered to the NASA Enterprises and the NASA Chief Technologist for use in planning revolutionary future NASA R&T program investments.
