The Federal electric and hybrid vehicle program

The commercial development and use of electric and hybrid vehicles is discussed with respect to its application as a possible alternative transportation system. A market demonstration is described that seeks to place 10,000 electric hybrid vehicles into public and private sector demonstrations.

NASA and Deere to study effects of low-g on iron processing

A technical exchange agreement to study the effects of processing iron alloys in microgravity is described. Alloy solidification experiments are to be performed in the low-g facilities at Marshall Space Center. Deere is to prepare and evaluate the samples, and perform thermal characterization studies of the furnace used for melting and solidifying the samples. Experiment planning and analysis are to be performed jointly and data shared between the two parties. The technical exchange concept, developed by NASA to involve the private sector in low gravity research programs, is described. Other low gravity processing fields in which industry is invited to participate are listed.

An Analysis of Solar Panel Assembly as a Prison Industry

An analysis of the effect of manufacturing solar collectors by California prison inmates is presented. It was concluded that the concept is feasible and would have little adverse effect on the private sector's solar industry.

Highlights of NASA/DOE photovoltaics market assessment visit to Colombia

A NASA/DOE sponsored photovoltaic market assessment team composed of representatives of NASA-Lewis Research Center, DHR, Inc., and Associates in Rural Development, Inc. recently conducted a month-long study in Colombia (June 28 - July 23). The team contacted government officials and private sector representatives in Bogota and Cali, and visited rural development and agricultural sites in the departments of Cundinamarca, Caldas, Valle, and chada to determine the potential market for American photovoltaic products in the Colombia agricultural and rural sectors.

Seasat data applications by commercial users

The Seasat Program was initiated as a proof-of-concept mission to evaluate the effectiveness of a study of remotely sensed oceanographic phenomena from a satellite platform. From its inception the Seasat Program has been user-oriented. The user comprised three major segments of the ocean community, including academic users, users within various government agencies, and commercial users. Commercial users represent a broad spectrum of commercial marine industries. The commercial users proposed to NASA to carry out a pilot demonstration to assess the utility of Seasat data in the private sector. The commercial users' program is considered along with case studies that utilize Seasat data, and aspects of real-time system operation. Attention is given to the potential value of an employment of synthetic aperture radar, the altimeter, the scatterometer, and the scanning multichannel microwave radiometer.

Satellite hydrology; Proceedings of the Fifth Annual William T. Pecora Memorial Symposium on Remote Sensing, Sioux Falls, SD, June 10-15, 1979

Philosophical and technical backgrounds for the application of remote sensing by earth scientists are presented. Interests and activities of participating agencies of the United States and Canadian governments, universities, and the private sector in implementing satellite technology in a diverse array of water-related programs are described. Consideration is then given to applications of satellite data to the various aspects of the hydrologic cycle and man's impact on it: meteorology, snow and ice, surface water, soil moisture, ground water, wetlands, coastal zone, water quality and environment, and water use and management.

Intergovernmental Science/Engr/Tech Advisory Panel (ISETAP): Overview

Major constraints to the utilization of LANDSAT by state governments are identified. Six recommendations are made: (1) commitment by the federal government to assure LANDSAT data continuity and compatibility; (2) federal support of LANDSAT system; (3) federal agency responsibility should be clearly defined; (4) commitment by the federal government to prior consultation with the state in LANDSAT decisions; (5) commitment by the federal government to systematic and ongoing technology transfer programs; and (6) improvement of the data processing and delivery system. The transfer of technology from NOAA to the private sector and its impact on the state governments utilizing LANDSAT are also discussed.

Photovoltaic Systems Test Facilities: Existing capabilities compilation

A general description of photovoltaic systems test facilities (PV-STFs) operated under the U.S. Department of Energy's photovoltaics program is given. Descriptions of a number of privately operated facilities having test capabilities appropriate to photovoltaic hardware development are given. A summary of specific, representative test capabilities at the system and subsystem level is presented for each listed facility. The range of system and subsystem test capabilities available to serve the needs of both the photovoltaics program and the private sector photovoltaics industry is given.

International space technical applications; Proceedings of the Nineteenth Goddard Memorial Symposium, Arlington, VA, March 26, 27, 1981

Topics discussed include industry in space, international Landsat programs, communications, weather and climate, space-based earth science applications, and space-based manufacturing and power generation. Papers are presented on space transportation in the private sector, the role of satellite remote sensing in climatology during the next 20 years, magnetic space-based field measurements, and energy for space applications. An assessment of domestic satellite communication technology is given, as is a forecast of the demand and capacity of U.S. domestic communications satellites.

Dynamic surface measurements on a model helicopter rotor during blade slap at high angles of attack

The modern helicopter offers a unique operational capability to both the public and private sectors. However, the use of the helicopter may become severely limited due to the radiated noise generated by the rotor system. A description is presented of some of the experimental results obtained with a model helicopter rotor in an anechoic wind tunnel with regard to blade stall as a source mechanism of blade slap. Attention is given to dynamic rotor blade surface phenomena and the resulting far field impulsive noise from the model helicopter rotor at high angles of attack and low tip speed. The results of the investigation strongly implicates the boundary layer as playing an important role in blade slap due to blade/vortex interaction (BVI) in a highly loaded rotor. Intermittent stall cannot be ruled out as a possible source mechanism for blade slap. This implies that blade surface characteristics, airfoil shape and local Reynolds number may now be used as tools to reduce the resultant far-field sound pressure levels in helicopters.

Aeronautics research and technology. A review of proposed reductions in the FY 1983 NASA program

Reductions in the Fiscal Year 1983 program from the original proposal to the levels of the appropriation request submitted to Congress are reviewed. The request asked for an assessment of the national criticality of the excluded programs and, for each one, the risk (probability of success) associated with achieving the objectives sought and the degree to which it might be assumed by the private sector. Based on this request, a charge comprising an assessment of those aeronautics projects excluded from the FY 1983 budget request to Congress, the likelihood that industry would undertake them, the impact of their not being done, and the more general question of the need for government to bridge the gap between the aeronautics research and technology base and early application was developed. The charge further specifies that the assessment is to encompass considerations of safety, national defense, efficient transport, and the national economy.

Summary of flat-plate solar array project documentation. Abstracts of published documents, 1975 to June 1982

Technologies that will enable the private sector to manufacture and widely use photovoltaic systems for the generation of electricity in residential, commercial, industrial, and government applications at a cost per watt that is competitive with other means is investigated. Silicon refinement processes, advanced silicon sheet growth techniques, solar cell development, encapsulation, automated fabrication process technology, advanced module/array design, and module/array test and evaluation techniques are developed.

The evaluation of OSTA's APT and ASVT programs

The results of an evaluation of NASA's Applications Pilot Test (APT) and Applications System Verification and Transfer (AVST) Programs are presented. These programs sponsor cooperative projects between NASA and potential users of remote sensing (primarily LANDSAT) technology from federal and state government and the private sector. Fifteen specific projects, seven APT's and eight ASVT's, are examined as mechanisms for technology development, test, and transfer by comparing their results against stated objectives. Interviews with project managers from NASA field centers and user agency representatives provide the basis for project evaluation from NASA and user perspectives.

Airline flight planning: The weather connection

Airline flight planning has shown little improvement in accuracy since the introduction of computerized techniques in 1964. This has primarily been, because both the type of weather product utilized by the carriers and the way they have employed it has remained unchanged over the past 15 years. The airlines now have an opportunity to make a significant advance in this area with attendant benefits in fuel savings. Most the technological ingredients are in place, but it will take increased cooperation between government and the private sector if cost effective improvements are to be made on a reasonable time scale. This paper reviews the meteorological basis for the present method of flight planning and analyzes its impact on current flight operations. A new approach is suggested for developing a weather data base, for flight planning, which has the potential of providing a fuel savings of between 2 and 3 percent on long distance flights.

The outlook for the NOAA Operational LANDSAT Program

The impact of the current federal budget on the establishment of an operational LANDSAT system is examined with particular emphasis on NOAA responsibilities and efforts to transfer operation of the land satellite system to the private sector. In order to recover the cost of maintenance and operations, the price of system data and products must be raised. Cooperative efforts needed for NASA, EDC, and NOAA to implement the operational system are discussed.

Second Eastern Regional Remote Sensing Applications Conference

Participants from state and local governments share experiences in remote sensing applications with one another and with users in the Federal government, universities, and the private sector during technical sessions and forums covering agriculture and forestry; land cover analysis and planning; surface mining and energy; data processing; water quality and the coastal zone; geographic information systems; and user development programs.
