State Spotlight on Resilience: The Washington Utilities and Transportation Commission’s Wildfire Mitigation Plans

Wildfires present a significant risk to critical infrastructure, endangering energy systems by damaging transmission lines and imposing a variety of costs on utilities and their customers. Wildfires have increased nationally in both extent and intensity as vegetation conditions become drier and wind patterns become more turbulent. Aging infrastructure may also cause transmission lines to ignite vegetation.

A Guide for Public Utility Commissions: Building Internal Technical Capacity and Recruiting Talent for Grid Resilience

This guide offers insight into how PUCs can strategically expand their technical workforce to meet evolving gird resilience demands. It outlines critical skill sets needed to support informed regulatory decision-making around resilience, such as modeling and weather forecasting, electric power systems analysis, and advanced data interpretation. In addition, it provides strategies for developing technical talent both internally and through additional recruitment efforts. Two appendices provide a list of grid resilience training resources and a compendium of sample job descriptions that reflect grid resilience technical expertise for PUC consideration.

Exoplanets in the Antarctic Sky. IV. Dual-band Photometry of Variables Found by the CSTAR-II Commissioning Survey at the North Sky

From the experiences learned in three decades of exoplanet search, wide-field transit surveys have proven to be one of the most effective ways to detect exoplanets. Wide field of view, however, suffers from high false-positive rates caused by blended eclipsing binaries. The chromaticity in eclipse depth is an effective feature to distinguish low-depth eclipsing binaries from transiting exoplanets, making multiple-band photometry follow-up advantageous before a target is passed onto more expensive spectroscopic follow-up. Moreover, a multiple-band photometric survey is itself a powerful method to find and vet planetary candidates and narrow down the candidate list of high-priority targets. In this work, we report the first results of a dual-band (Sloan-g and -i) wide-field photometry survey—the Chinese Small Telescope ARray II (CSTAR-II), an updated version of the original CSTAR. As a key component of the Chinese Exoplanet Searching Program from Antarctica, CSTAR-II has been tested thoroughly at a remote arctic site near Mohe during the winter of 2014. In total, 13,531 light curves with the best overall photometric precision of ∼3 mmag were extracted from 7721 stars in the Sloan-g and -i bands. Using a robust method, we have detected 63 variables, of which 48 are newly discovered. The dual-band photometric results as well as the stellar properties of the detected sources are provided in this work.

Heavy Duty Natural Gas Single Cylinder Research Engine Installation, Commissioning, and Baseline Testing

Natural Gas (NG) Internal Combustion Engines (ICE) are a promising alternative to diesel engines for on-road heavy-duty applications to reduce greenhouse gas and harmful pollutant emissions. NG engines have not been widely adopted due to the lower thermal efficiency compared with diesel engine counterparts. To develop the base knowledge required to reach the desired efficiency, a Single Cylinder Engine (SCE) is the most effective platform to acquire reliable and repeatable data. A SCE test cell was developed using a Cummins 15-liter six-cylinder heavy-duty engine block modified to fire one cylinder (2.5-liter displacement). A Woodward Large Engine Control Module (LECM) is integrated to permit implementation of real-time advanced combustion control. Intake and exhaust characteristics, fuel composition, and exhaust gas recirculated substitution rate (EGR) are fully adjustable. A high-speed data acquisition system acquires in-cylinder, intake, and exhaust pressure for combustion analysis. The baseline testing shows reliable and consistent results for engine thermal efficiency, indicated mean effective pressure (IMEP), and coefficient of variance of the IMEP over a wide range of operating conditions while achieving effective control of all engine control and operation variables. This test cell will be used to conduct a research program to develop new and innovative control algorithms and CFD optimized combustion chamber designs, allowing ultra-high efficiency and low emissions for NG ICE heavy-duty on-road applications.
