At Lawrence Livermore National Laboratory, we focus on science and technology research to ensure our nation’s security. We also apply that expertise to solve other important national problems in energy, bioscience, and the environment. Science & Technology Review is published eight times a year to communicate, to a broad audience, the Laboratory’s scientific and technological accomplishments in fulfilling its primary missions. The publication’s goal is to help readers understand these accomplishments and appreciate their value to the individual citizen, the nation, and the world.

Survey of Cybersecurity Governance, Threats, and Countermeasures for the Power Grid

The convergence of Information Technologies and Operational Technology systems in industrial networks presents many challenges related to availability, integrity, and confidentiality. In this paper, we evaluate the various cybersecurity risks in industrial control systems and how they may affect these areas of concern, with a particular focus on energy-sector Operational Technology systems. There are multiple threats and countermeasures that Operational Technology and Information Technology systems share. Since Information Technology cybersecurity is a relatively mature field, this paper emphasizes on threats with particular applicability to Operational Technology and their respective countermeasures. We identify regulations, standards, frameworks and typical system architectures associated with this domain. We review relevant challenges, threats, and countermeasures, as well as critical differences in priorities between Information and Operational Technology cybersecurity efforts and implications. These results are then examined against the recommended National Institute of Standards and Technology framework for gap analysis to provide a complete approach to energy sector cybersecurity. We provide analysis of countermeasure implementation to align with the continuous functions recommended for a sound cybersecurity framework.

Blackstart of Power Grids with Inverter-Based Resources: Preprint

This paper presents the findings of our investigation into inverter-based resource- (IBR-) driven blackstart of electric grids. Four potential black-start configurations with different setups are presented. To evaluate the technical feasibility of IBR-driven black start in the four configurations, a behavioral model of inverters that mimics current-limited inverter operation is developed using variable resistors in the MATLAB Simulink/Simscape environment. The inverter model is connected to an induction motor through transformers and a transmission line to simulate its startup. Simulation results show that even with the limited current supply capability of inverters because of their physical constraints, IBRs can black-start a motor under certain conditions. Results also show that by using soft-start techniques, such as ramped supply voltage, inrush currents can be reduced, thereby expanding the conditions under which IBRs can provide black-start support. Simulation results with different scenarios lead to discussions and key takeaways that could be valuable for further IBR-driven black-start research.

Optical monitoring to detect corrosion of power grid components

A corrosion monitoring system includes one or more objects coupled to respective portions of a transformer tank. The one or more objects are configured to corrode before the respective portions of the transformer tank. At least one optical sensor is coupled to each of the objects. The at least one optical sensor has an optical output that changes in response to strain of the object. An analyzer is coupled to the at least one optical sensor. The analyzer is configured to perform one or more of detecting and predicting corrosion of the transformer tank based on the output of the at least one optical sensor.

Optical monitoring to detect contamination of power grid components

A monitoring system includes an array of optical sensors disposed within a transformer tank. Each optical sensor is configured to have an optical output that changes in response to a temperature within the transformer tank. An analyzer is coupled to the array of optical sensors. The analyzer is configured to determine a sensed temperature distribution based on the sensed temperature. The sensed temperature distribution is compared to an expected distribution. Exterior contamination of the transformer tank is detected based on the comparison.
