Explained: Causes of Three Recent Major Blackouts and What Is Being Done in Response

While the power grid is designed to have an adequate supply of electricity generating capacity under hot and cold conditions well above or below average, weather in recent years has approached the bounds of anticipated conditions, in both magnitude and duration. Extreme weather can result in unanticipated levels of electricity demand and correlated power plant outages driven by extreme temperatures. How power system planners account for the changing role of wind and solar also plays an important role in the power grid's ability to supply enough electricity during extreme weather. In response to recent significant outages, power system planners have been focusing on ensuring methods to evaluate reliability during periods of "net peak demand" consider availability of renewable resources and capture the impact of extreme weather on power plants of all types. In particular, there is significant emphasis on the ability of natural gas-fueled power plants to operate during periods of extreme cold temperatures. The impact of extreme weather on the need to change planning processes is demonstrated in this fact sheet that discusses three significant outages that occurred in recent years.

Explained: Fundamentals of Power Grid Reliability and Clean Electricity

Maintaining reliability of the bulk power system, which supplies and transmits electricity, is a critical priority for electric grid planners, operators, and regulators. As we move toward a cleaner electricity system with more technologies like wind, solar, and battery storage, the way in which we plan for and achieve reliability will change. This fact sheet provides additional technical background to the topics covered in three other reliability explainers on how we measure, enforce, and plan for reliable systems with more clean electricity.

D and D Research on KM-IT Platform - 20494

The Knowledge Management Information Tool (KM-IT) is a web-based system developed to maintain and preserve the Department of Energy's (DoE's) knowledge base. The system was developed by Florida International University's Applied Research Center (FIU-ARC) with the support of the D and D community including the DOE Office of Environmental Management, and with the collaboration and support of the DoE's Energy Facility Contractors Group (EFCOG) and the former ALARA Centers at Hanford and Savannah. The KM-IT system is a community driven system tailored to serve the technical issues faced by the workforce across the DOE Complex. This KM-IT web-based interactive system is operational and available for use at www.dndkm.org and is currently comprised of the following modules: Web Crawler, Hotline, Technology, Hanford's ALARA Center Reports, Specialist Directory, Lessons Learned, Best Practices, Video/Picture Library, Vendors and Industry News. The Web Crawler dynamically searches through the KM-IT repository as well as the web and displays search results based on the search criteria. The Hotline allows registered users to post questions/problems related to D and D and to receive solutions from a subject-matter specialist. The Technology module serves as repository of D and D technologies and contains technology/ demonstration fact sheets and vendor information. D and D community members can add Lessons Learned, Best Practices, and Pictures/Videos to the D and D repository, after a formal approval process. The Vendor module provides a directory of commercial vendors who provide D and D related technologies, supplies, and services. KM-IT makes an excellent use of the knowledge that exists within the D and D community by allowing D and D project managers around the DOE complex to collaborate by sharing innovative ideas, past experiences, and practices and by maintaining a directory of subject matter specialists. FIU has developed the dedicated module on KM-IT platform to publish D and D research being performed at FIU. This module highlights current EM research efforts and activities in support of D and D being performed at FIU/SRNL associated with fixatives and intumescent products. FIU will expand this module to include the recent and current D and D research being performed across multiple DOE EM sites, national labs and universities. FIU will collaborate with SRNL, INL, ANL and other universities to explore and publish D and D research activities on KM-IT. As a result, the user community will have a centralized location to review new D and D related research across the DOE EM complex. (authors)

Household Energy Efficiency Analysis in San Jose, California

Many households in the City of San Jose, California, could save hundreds of dollars annually on their energy bills and reduce carbon emissions with energy efficiency retrofits and upgrades in their homes and apartments. As part of the U.S. Department of Energy's (DOE) Communities LEAP (Local Energy Action Program) pilot, the National Renewable Energy Laboratory (NREL) analyzed energy efficiency and electrification upgrades for 83,000 housing units in low-to-moderate-income census tracts experiencing disproportionately high energy burden in San Jose. The results in this fact sheet only pertain to the housing units included in the analysis.

Distributed Wind for Commercial Loads

Distributed wind can help meet on site energy and resilience needs for a wide variety of commercial loads .While it is a variable resource, it has predictable daily and annual production trends. The presence of on-site renewable generation can enhance resilience, supplying power for long periods of time without worrying about conserving fuel supply. The addition of properly sized storage or complementary solar resources can further reduce the challenges of intermittency and reduce the need for fuel-limited backup power during outage situations. This fact sheet explores further the energy and resilience requirements of commercial loads and how distributed wind may be a good match to meet their load needs.

Distributed Wind Brings Value to Communities

Value streams extend beyond traditional quantitative metrics and benefit a variety of stakeholders. When considering a distributed wind system, both the benefits and costs of the potential system need to be well understood. This fact sheet provides an overview of how to value the various benefits of distributed wind systems.

Building Resilience with Distributed Wind

Distributed wind has several properties that can increase resilience of local electric systems. One of the biggest benefits distributed wind provides is the ability to provide power locally without importing fuel and in areas where solar resources are not adequate. In this way, it can be used to offset fossil fuel consumption and support local backup power needs in the case of a wider grid outage. This fact sheet provides an overview of this and other ways that distributed wind supports resilience.

Pathways Toward Electric Mobility in Hennepin County, Minnesota

This fact sheet presents the findings from a comprehensive community engagement initiative focused on advancing equitable transportation electrification in Hennepin County. This initiative responds to the critical need for inclusive and sustainable mobility solutions in the face of rising environmental and financial challenges in the transportation sector. This project has two goals. First, to learn what each community's priorities are and share them with the city, county, and state government to inform transportation plans and projects. Second, to bridge divides between government and community, building pathways for community-guided decision making on future transportation plans.

Building a Clean Energy Workforce: An Evaluation Framework for State Energy Office Workforce Programs

This fact sheet is a summary of the workforce evaluation framework that was first proposed in the white paper, An Evaluation Framework for State Energy Offices' Energy Efficiency and Clean Energy Workforce Program. This evaluation framework was developed to guide State Energy Offices (SEOs) in assessing and enhancing the workforce development programs the manage, fund, or partner on. By following this step-by-step framework, SEOs can evaluate program components, identify areas for improvement, and optimize program outcomes for greater impact.
