Delineation of geological problems for use in urban planning

Activities of the University of Alabama in support of state and local planning commissions are reported. Demonstrations were given of the various types of remotely sensed images available from U-2, Skylab, and LANDSAT; and their uses and limitations were discussed. Techniques to be used in determining flood prone areas were provided for environmental studies. A rapid, inexpensive method for study was developed by which imagery is copied on 35 mm film and projected on existing topographic maps for measuring delta volume and growth.

Photovoltaic system test facility electromagnetic interference measurements

Field strength measurements on a single row of panels indicates that the operational mode of the array as configured presents no radiated EMI problems. Only one relatively significant frequency band near 200 kHz showed any degree of intensity (9 muV/m including a background level of 5 muV/m). The level was measured very near the array (at 20 ft distance) while Federal Communications Commission (FCC) regulations limit spurious emissions to 15 muV/m at 1,000 ft. No field strength readings could be obtained even at 35 ft distant.

Application of remote sensing technology to the solution of problems in the management of resources in Indiana

The author has identified the following significant results. The Lydick, South Bend West, South Bend East, and Osceola quadrangles were successfully classified into twenty-six cover types with a high degree of accuracy. The ability of this computer-assisted classification system to delineate various stages of urban development, from heavy industry to new suburban development, was of particular interest to the planning commission. The classification is clearly more beneficial than the existing agricultural soils and topographic maps, because it shows the current ground cover conditions all on one map. It shows how an area is developing along with the specific type and location of new development. The classification also shows at a glance whether development is taking place in an area suitable for development or if growth is taking place in prime agricultural land, areas of poor foundation material, or other places where development is not desirable.

NASA's 91-cm. airborne telescope

The Gerard P. Kuiper Airborne Observatory (KAO), commissioned in May 1975, is the result of the multi-year NASA program of infrared observations from high-flying aircraft. The KAO is a highly modified Lockheed C-141 jet transport, equipped with a 91-cm bent-Cassegrain telescope, as an international facility for research in infrared astronomy. To minimize the effects of aircraft vibration, the telescope is mounted on four pneumatic shock absorbers, and the entire assembly is balanced on the side of a spherical compressed-air bearing, containing a 0.018 mm-thick air film under a pressure of 19 atmospheres. The use of the KAO is not limited to infrared research, its total observable wavelength band extending from the near UV (3000 A) to the millimeter region. Design and technical characteristics of the telescope are discussed, including the image stabilization and target acquisition systems, as well as observational results obtained during the first year of the KAO operation.

A color prediction model for imagery analysis

A simple model has been devised to selectively construct several points within a scene using multispectral imagery. The model correlates black-and-white density values to color components of diazo film so as to maximize the color contrast of two or three points per composite. The CIE (Commission Internationale de l'Eclairage) color coordinate system is used as a quantitative reference to locate these points in color space. Superimposed on this quantitative reference is a perceptional framework which functionally contrasts color values in a psychophysical sense. This methodology permits a more quantitative approach to the manual interpretation of multispectral imagery while resulting in improved accuracy and lower costs.

Evaluation of Jupiter longitudes in System III/1965/

Commission 40 of the International Astronomical Union has adopted a new longitude system for Jupiter, labelled System III(1965), to replace the provisional System III(1957.0). The specification of the prime meridian and epoch for the new system differs slightly from that recently published. Its rotation rate implies a period of 9 hr 55 min 29.711 (plus or minus 0.04) sec, consistent with recent determinations from decimetric and decametric data. For both the new and older systems, equations are provided which are useful in the evaluation of longitudes for the analysis of Jupiter radio, particle, and field data from earth and spacecraft observations.

Automated image processing of LANDSAT 2 digital data for watershed runoff prediction

The U.S. Soil Conservation Service (SCS) model for watershed runoff prediction uses soil and land cover information as its major drivers. Kern County Water Agency is implementing the SCS model to predict runoff for 10,400 sq cm of mountainous watershed in Kern County, California. The Remote Sensing Unit, University of California, Santa Barbara, was commissioned by KCWA to conduct a 230 sq cm feasibility study in the Lake Isabella, California region to evaluate remote sensing methodologies which could be ultimately extrapolated to the entire 10,400 sq cm Kern County watershed. Digital results indicate that digital image processing of Landsat 2 data will provide usable land cover required by KCWA for input to the SCS runoff model.

Statistical separability and classification of land use classes using image-100

The author has identified the following significant results. The statistical separability of land use classes in the subsets of one to four spectral channels was investigated. Using ground observations and aerial photography, the MSS data of LANDSAT were analyzed with the Image-100. In the subsets of one to three spectral channels, channel 4, channel 4 & 7, and channels 4, 5, & 7 were found to be the best choices (ch.4 - 0.5 to 0.6 microns, ch. 5 - 0.6 to 0.7 microns, ch. 6 - 0.7 to 0.8 microns, and ch. 7 - 0.8 to 1.1 microns). For the single cell option of the Image-100, the errors of omission varied from 5% for the industrial class to 46% for the institutional class. The errors of commission varied from 11% for the commercial class to 39% for the industrial class. On the whole, the sample classifier gave considerably more accurate results compared to the single cell or multicell option.

Eulusmap: An international land resources map utilizing satellite imagery

In 1972, the International Geographical Union's Commission on World Land Use Survey adopted a project for a land-use map of Europe. Such a map, under the name Eulusmap was started earlier under sponsorship of several government offices in Hungary. Although there was great response from a number of contributors in many countries, it became evident by mid-1974 that the map would contain gaps and some inaccuracies unless additional data sources were utilized. By then, the satellite Landsat-1 had obtained imagery of most of Europe. Using theme extraction techniques, the map was completed in draft form and portions of it displayed at the 23d International Geographical Congress in Moscow during July 1976. Printing of the completed map was accomplished in May 1978.

Comparison of surface and satellite gravity data

Satellite derived potential coefficients (GEM 9) are compared to terrestrial gravity data by degree in terms of coefficient differences and in terms of mean anomaly differences. The root mean square undulation difference (to degree 20) was 9 + or - m and the anomaly difference was + or - 7 mgals with GEM 9 commission errors of + or - 1.7 m and + or - 3.8 mgals. The standard deviations of the GEM 9 implied undulations increased from + or - 4 cm at degree 2 to + or - 53 cm at degree 20. The corresponding values implied by a recent (June 1978) terrestrial 5 deg field were + or - 2.53 m and + or - 0.38 m (at degree 20). Comparisons between Geos-3 altimeter derived anomalies and 1 deg X 1 Deg terrestrial data showed that + or - 6-8 mgals is a reasonable accuracy estimate for the altimeter derived anomalies. Anomalies derived from satellite to satellite tracking data indicate an accuracy of about + or - 6 mgals for the recovery of 5 deg equal area blocks.

Potential for cogeneration of heat and electricity in California industry, phase 2

The nontechnical issues of industrial cogeneration for 12 California firms were analyzed under three categories of institutional settings: (1) industrial ownership without firm sales of power; (2) industrial ownership with firm sales of power; and (3) utility or third party ownership. Institutional issues were analyzed from the independent viewpoints of the primary parties of interest: the industrial firms, the electric utilities and the California Public utilities Commission. Air quality regulations and the agencies responsible for their promulgation were examined, and a life cycle costing model was used to evaluate the economic merits of representative conceptual cogeneration systems at these sites. Specific recommendations were made for mitigating measures and regulatory action relevant to industrial cogeneration in California.
