Human supervision and microprocessor control of an optical tracking system

Gunners using small calibre anti-aircraft systems have not been able to track high-speed air targets effectively. Substantial improvement in the accuracy of surface fire against attacking aircraft has been realized through the design of a director-type weapon control system. This system concept frees the gunner to exercise a supervisory/monitoring role while the computer takes over continuous target tracking. This change capitalizes on a key consideration of human factors engineering while increasing system accuracy. The advanced system design, which uses distributed microprocessor control, is discussed at the block diagram level and is contrasted with the previous implementation.

Summary and evaluation of the conceptual design study of a potential early commercial MHD power plant (CSPEC)

The conceptual design study of a potential early commercial MHD power plant (CSPEC) is described and the results are summarized. Each of two contractors did a conceptual design of an approximtely 1000 MWe open-cycle MHD/steam plant with oxygen enriched combustion air preheated to an intermediate temperatue in a metallic heat exchanger. The contractors were close in their overall plant efficiency estimates but differed in their capital cost and cost of electricity estimates, primarily because of differences in balance-of-plant material, contingency, and operating and maintenance cost estimates. One contractor concluded that its MHD plant design compared favorably in cost of electricity with conventional coal-fired steam plants. The other contractor is making such a comparison as part of a follow-on study. Each contractor did a preliminary investigation of part-load performance and plant availability. The results of NASA studies investigating the effect of plant size and oxidizer preheat temperature on the performance of CSPEC-type MHD plants are also described. The efficiency of a 1000 MWe plant is about three points higher than of a 200 MWe plant. Preheating to 1600 F gives an efficiency about one and one-half points higher than preheating to 800 F for all plant sizes. For each plant size and preheat temperature there is an oxidizer enrichment level and MHD generator length that gives the highest plant efficiency.

The Geothermal Probabilistic Cost Model with an Application to a Geothermal Reservoir at Heber, California

A financial accounting model that incorporates physical and institutional uncertainties was developed for geothermal projects. Among the uncertainties it can handle are well depth, flow rate, fluid temperature, and permit and construction times. The outputs of the model are cumulative probability distributions of financial measures such as capital cost, levelized cost, and profit. These outputs are well suited for use in an investment decision incorporating risk. The model has the powerful feature that conditional probability distribution can be used to account for correlations among any of the input variables. The model has been applied to a geothermal reservoir at Heber, California, for a 45-MW binary electric plant. Under the assumptions made, the reservoir appears to be economically viable.

Operational LANDSAT remote sensing system development

The reduction of $121.6 million dollars from NOAA's LANDSAT development program for FY 1982, and the shortened time period for transferring remote sensing technology to the private sector resulted in changes in the Agency's plans for managing the operational system. Proposed legislation for congressional consideration or enactment to establish conditions under which this private sector transfer will occur, and the expected gradual rise in the price of data products are discussed. No money exists for capital investment and none is projected for investing in an operational data handling system for the LANDSAT D satellite. Candidates knowledgeable of various aspects of the needs and uses of remote sensing are urged to consider participation in NOAA's advisory committee.

Solar pond power plant feasibility study for Davis, California

The feasibility of constructing a solar pond power plant at Davis, California was studied. Site visits, weather data compilation, soil and water analyses, conceptual system design and analyses, a material and equipment market survey, conceptual site layout, and a preliminary cost estimate were studied. It was concluded that a solar pond power plant is technically feasible, but economically unattractive. The relatively small scale of the proposed plant and the high cost of importing salt resulted in a disproportionately high capital investment with respect to the annual energy production capacity of the plant. Cycle optimization and increased plant size would increase the economical attractiveness of the proposed concept.

Comparison of Low Earth Orbit and Geosynchronous Earth Orbits

The technological, environmental, social, and political ramifications of low Earth orbits as compared to geosynchronous Earth orbits for the solar power satellite (SPS) are assessed. The capital cost of the transmitting facilities is dependent on the areas of the antenna and rectenna relative to the requirement of high efficiency power transmission. The salient features of a low orbit Earth orbits are discussed in terms of cost reduction efforts.

Optimization of the oxidant supply system for combined cycle MHD power plants

An in-depth study was conducted to determine what, if any, improvements could be made on the oxidant supply system for combined cycle MHD power plants which could be reflected in higher thermal efficiency and a reduction in the cost of electricity, COE. A systematic analysis of air separation process varitions which showed that the specific energy consumption could be minimized when the product stream oxygen concentration is about 70 mole percent was conducted. The use of advanced air compressors, having variable speed and guide vane position control, results in additional power savings. The study also led to the conceptual design of a new air separation process, sized for a 500 MW sub e MHD plant, referred to a internal compression is discussed. In addition to its lower overall energy consumption, potential capital cost savings were identified for air separation plants using this process when constructed in a single large air separation train rather than multiple parallel trains, typical of conventional practice.

Escalator design features evaluation

Escalators are available with design features such as dual speed (90 and 120 fpm), mat operation and flat steps. These design features were evaluated based on the impact of each on capital and operating costs, traffic flow, and safety. A human factors engineering model was developed to analyze the need for flat steps at various speeds. Mat operation of escalators was found to be cost effective in terms of energy savings. Dual speed operation of escalators with the higher speed used during peak hours allows for efficient operation. A minimum number of flat steps required as a function of escalator speed was developed to ensure safety for the elderly.

Gallium arsenide solar cells-status and prospects for use in space

Gallium Arsenide solar cells now equal or surpass the ubiquitous silicon solar cells in efficiency, radiation resistance, annealability, and in the capability for producing usable power output at elevated temperatures. NASA has developed a long-range research and development program to capitalize on these manifold advantages. In this paper we review the current state and future prospects for R&D in this promising solar cell material, and indicate the progress being made toward development of GaAs cells suitable for a variety of space missions. Results are presented from studies which demonstrate conclusively that GaAs cells can provide a net mission cost and weight savings for certain important mission classes.

VTOL as it applies to resource development in the Canadian north

It is pointed out that, for many of the natural resource development projects planned in Canada between now and the end of the century, it may be necessary for the work force to commute to the site by air. Examples of successful operations, including those involving VTOL, are given. A computer program developed for determining the least expensive type of aircraft for commuting to remote projects is described. It is noted that the program can select both fixed-wing and helicopter aircraft types for a specific project, employing such variables as the size and shift schedules of the work force and the commuting distance. Capital and operating costs of existing and proposed aircraft types, as well as groundside infrastructure operations and maintenance costs, are compared for competing aircraft.

Restructuring the US telecommunications industry - Impact on innovation

The Communications Act of 1934, which regulates the United States telecommunications industry, is becoming less able to deal with the changes brought by modern technology. Therefore, proposals are being made to restructure the industry. Breaking up AT&T into smaller firms would have only minor effects, since its ratio of R and D to sales has been near the median for large telephone companies. Restructuring AT&T into subsidiaries dealing at arms' length might cause a reordering of priorities toward more directly marketable and useful products, but too extensive a break-up could endanger Bell Labs' commitment to basic research. Regulation leads a firm to ignore true social value of possible products, expand into low profit markets, and favor capital-intensive over labor-intensive innovation. If regulatory lag occurs, a firm will produce cost-reducing innovation in order to increase its profit.

The economics of bootstrapping space industries - Development of an analytic computer model

A simple economic model of 'bootstrapping' industrial growth in space and on the Moon is presented. An initial space manufacturing facility (SMF) is assumed to consume lunar materials to enlarge the productive capacity in space. After reaching a predetermined throughput, the enlarged SMF is devoted to products which generate revenue continuously in proportion to the accumulated output mass (such as space solar power stations). Present discounted value and physical estimates for the general factors of production (transport, capital efficiency, labor, etc.) are combined to explore optimum growth in terms of maximized discounted revenues. It is found that 'bootstrapping' reduces the fractional cost to a space industry of transport off-Earth, permits more efficient use of a given transport fleet. It is concluded that more attention should be given to structuring 'bootstrapping' scenarios in which 'learning while doing' can be more fully incorporated in program analysis.

Development of a weatherable acrylic elastomer for solar cell encapsulation

Poly-n-butylacrylate (PnBA) will be discussed as a potential candidate to be used in solar cell encapsulation. A new process has been developed in which PnBA can be readily cross-linked from a solvent-free syrup by a thermal process to give a highly flexible transparent film which does not creep significantly at temperature of up to 90 C. This process can be automated without the use of high cost capital equipment. Photodegradation of PnBA has also been modeled as a function of wavelengths and intensities. Its photostability will be discussed.
