Facility Cybersecurity Framework Best Practices Version 2.0

Federal facilities are increasingly adopting automation and connecting to the Internet creating an energy-internet-of-things environment that converges operational technology (OT) and information technology (IT). Today's buildings increasingly weave together networked sensors and cyber and physical systems that enable data to be collected, aggregated, exchanged, stored and monetized in new ways. Building technological advances have created new energy technology, services, markets and value creation opportunities (e.g. transactive energy, two-way grid communications, machine learning, and increased use of renewable and distributed energy resources). But as larger data sets are being exchanged at faster speeds between an increasing number of OT systems, it becomes more difficult to protect the security of the data lifecycle and the physical equipment it interacts with. These challenges are especially difficult to overcome because the economic and environmental gain (interoperability, big data, social networks and ubiquitous information sharing) are driving these prominent trends in the digital age. Often cybersecurity is an afterthought.

Options For Large-Scale Installation of Individual Heat Substations Based on International Best Practices

The purpose of this report is to provide recommendations for actions Ukraine could take to implement large-scale installation of IHSs as part of comprehensive district heating reform. The report discusses the importance of IHS in the district heating sector, then presents several case studies of approaches that European countries have taken to facilitate large-scale IHS installation in multi-apartment buildings. These case studies focus on the ownership and financing of IHS, as there are different models for how this can be done (the DH company can make the investments and recover the costs through the tariff, or building residents can make the investments themselves). They also include details on the approval process and technical specifications, as these can add additional barriers and time to the installation process.

Best practices for building energy codes compliance

Building energy codes are a proven policy mechanism to achieve economy-wide energy savings in buildings. In 2021, the International Energy Agency Energy in Buildings and Communities Programme (IEA EBC) Building Energy Codes Working Group (BECWG) set out to survey the diverse codes compliance practices across BECWG member countries. While codes vary in format and approach, attaining the energy reduction potential of building energy codes requires effective implementation and compliance. This is a large undertaking for countries, as effective compliance checking requires adequate resources, technical knowledge, capacity, and strong institutions. Many nations face the same compliance issues, such as requiring faster and easier methods to verify codes and coordinating among numerous stakeholders and levels of government. This paper explores the need for stronger institutional approaches to enforce building energy codes that will lead to code compliance. Specifically, this report sets out to address the question of what practices result in effective building energy code compliance in selected BECWG member countries.

Field Test Best Practices

This report can be used as a resource for advice on every stage of field research in residential buildings. It can be used as a reference document to find descriptions of specific types of common measurements and tricks of the trade, or as a primer on home field research providing a basic education on the subject. The report begins with descriptions of field experiment design and discusses advantages and disadvantages of different types of data acquisition systems. The bulk of the paper describes the common measurements needed in residential field work, the hardware options for making the measurements, and field notes on with tips, tricks, and cautions.

Small Hydropower Interconnection Best Practices Guidelines and Templates

The process for development of a hydropower project can be a convoluted and lengthy process involving numerous federal, state, and local agencies and encompass a plethora of stakeholders that other renewable project development processes may not have to consider. Additionally, the process may vary depending on who the owner/operator is, such as private, nonutility companies; private utility companies; municipalities; electric cooperatives; private citizens; and state and federal government agencies.

Seminar 44, Innovative and New Ideas: BAS Best Practices for O&M Success Coaching Operators for Effective Use of Data

Regardless of a building’s inherent energy efficiency, changes in building operator behavior reduces building energy consumption by 14% on average. Giving operators readily available and easily digestible data regarding the performance of their HVAC systems increases the likelihood of energy saving actions. Many Building Automations Systems do not excel at creating user-friendly time series trend charts. This presentation presents examples of a solution to this issue developed under an award by the Department of Energy.

Best Practices for Renewable Energy Installations in the National Parks

The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) and National Park Service (NPS) have partnered to support the development and utilization of renewable energy technology at federal facilities and on federal lands. FEMP provides technical support to NPS on renewable energy projects to identify and generate significant cost savings and efficiency benefits, investigate opportunities to reduce carbon footprint and/or achieve carbon neutrality, and improve resilience to NPS-owned facilities and sites. The purpose of this report is to support NPS staff as they evaluate whether and how to use renewable energy technologies in park operations.

Planning Roadmap for DER Integration in India: Industry Best Practices and Resource Guide

Ensuring safe, reliable, cost-effective DER integration at scale requires holistic planning, broad stakeholder engagement, and should address key development areas such as standards adoption, equipment testing and certification, interoperability and cybersecurity, interconnection procedures, and advanced forecasting and DER management. Each of these areas currently represent significant challenges for utilities, regulators, OEMs, developers, and even consumers worldwide. India has already seen significant growth of DERs and has announced targets for substantial growth yet to come, with the potential for DERs to make up a non-negligible portion of the country's overall generation capacity. As such, it is of critical importance that Indian stakeholders consider the potential impacts of wide-spread adoption of DERs and take preemptive action related to the five development areas listed here, among others. India should consider strategies including the adoption of key DER standards related to interconnection, testing, and cybersecurity; enabling effective and secure communication channels for DER interoperability; testing and certifying DER equipment in accredited testing laboratories; building robust, streamlined interconnection procedures; and revamping legacy system planning structures to incorporate DERs in a holistic planning framework.

Best practice guidelines for the use of economic and technical KPIs

Key Performance Indicators (KPIs) are an important set of metrics used to assess various aspects of photovoltaic (PV) systems, including their long-term performance, economic viability and carbon footprint. Technical KPIs support data-driven and informed decision-making when optimizing PV systems and provide a comprehensive overview of how PV systems operate across different conditions and climates. Different KPIs are commonly employed throughout the entire value chain of PV projects and can be categorized into technical, economic and sustainability aspects.

Timeouts Best Practices

This study investigates common timeouts encountered in the electric vehicle (EV) charging communications process. Many different timeouts are defined within the EV charging communications protocols. These timeouts can either be a fixed value or a defined range of values. In both cases, the timeout defines the duration of time for which one or both parties in the communications session are expected to wait for some action or process to complete before terminating the charge attempt. These timeout-based terminations are intended to prevent the charging process from becoming stuck indefinitely in any particular step. These terminations also enable a retry of the terminated charging session to begin. However, misaligned timeout values can have a significant negative impact on the user experience. Premature termination of charging sessions due to inappropriate timeout settings can lead to charging failures, causing inconvenience, wasted time, and frustration for users. These disruptions can degrade the overall user experience, making it essential to carefully manage and align timeout values with the relevant actions and processes to ensure reliable and satisfactory EV charging sessions. The core objective of this study is to boost reliability and enhance user experience by conducting a thorough review of timeout-based issues in EV charging and delivering a set of recommendations to modify these existing timeouts. These recommendations are informed by feedback gathered from multiple EV charging partners. This document is intended to inform electric vehicle supply equipment (EVSE) and EV manufacturers, EV charging infrastructure developers, and policymakers responsible for designing and implementing EV charging protocols and systems.
