Scaling Up Energy Efficiency Investment in Emerging Markets - Private Sector Perspectives

Since 2000, electricity demand has flattened and decoupled from Gross Domestic Product (GDP) growth in the Organization for Economic Cooperation and Development (OECD) countries. This trend is anticipated to continue for the next several decades and is largely attributed to the implementation of energy efficiency measures. However, non-OECD countries (emerging markets) have experienced, and are projected to continue experiencing, increasing electricity demands. If the world is to meet the requirements of the Paris Agreement, annual investments in clean energy and energy efficiency need to increase by a factor of six by 2050, compared to 2015. Information presented in this paper is based on qualitative and quantitative data collection and analysis methods to provide an empirical understanding of barriers to private sector clean energy investment including microgrid development, energy efficiency, smart grid development, and utility-scale wind and solar in emerging markets. Through literature review, a survey, and a series of webinar dialogues, USAID and the U.S. Department of Energy National Renewable Energy Laboratory (NREL) solicited input from private sector actors, including developers, project financiers, manufacturers and technical assistance service providers, on the challenges they face to market entry in emerging markets, and their suggestions for improving market competitiveness.

Evaluation of a Combined Raffinate Waste Stream for Mo-99 Production

Niowave, Inc., based in Lansing, Michigan, intends to produce Mo-99 from the fission of low enriched uranium (LEU) targets. In FY20, SRNL was tasked to provide technical assistance in identifying the primary waste raffinate present in Niowave’s commercial scale system and evaluating methods for disposal. Due to limited information on Niowave’s complete flowsheet and isotope recovery plans, a combined raffinate stream including the entire radionuclide inventory from the irradiated fuel was used for this evaluation. Results of the evaluation indicated the majority of the waste generated can be expected to be Class A; however radioisotopes such as Pu-239, Cs-137, Sr-90, and some of the shorter lived (< 5 year half-life) may challenge Niowave’s ability to meet the waste acceptance criteria for land burial. With appropriate waste management strategies, it is probable that Niowave’s waste could meet Class C requirements for all constituents, with the possible exception of Pu-239. More detailed information of Niowave’s processes are needed to form a more accurate understanding required to execute and effective, economic, and feasible waste management strategy.

American-Made Challenges Round 2 Voucher: Orison Enables Solar

This report documents the technical assistance provided to Orison as part of the American-Made Challenges Round 2 Voucher: Orison Enables Solar project. A testbed was developed and used to demonstrate, using modeling and simulation, the capability of controlled behind-the-meter energy storage to (1) reduce net load variability caused by appliances and distributed generation and (2) enable customers to respond to the time-of-use pricing. We demonstrate that load leveling can shave peak loads or limit solar photovoltaic export and that load shifting enables customers to reduce load during “peak” pricing intervals. In the scenarios that we simulated, load leveling was effective up to the charging and discharging limits of the storage systems and the effectiveness of load shifting was a function of the energy capacity of the storage systems. This report describes the co-simulation testbed and the scenarios simulated, including controller setup and simulation results. Considerations for a multi-objective controller are also discussed.

Tank 50 Simulant Grout and Toxicity Characteristic Leaching Procedure (TCLP) Results for Methyl Mercury Waste Acceptance Criteria (WAC) Limit

Testing of simulated Tank 50 salt solution grout, spiked with methyl mercury (MeHg) and ionic mercury, used the Toxicity Characteristic Leaching Procedure (TCLP) to evaluate leaching performance with respect to Hg and the Waste Acceptance Criteria (WAC) limits for the Saltstone Production Facility (SPF). This report describes the test parameters for simulant preparation and confirmatory analysis, grout preparation, TCLP leach testing and subsequent leachate analyses. These scoping tests were designed to provide an initial evaluation of the effect of increased MeHg and ionic Hg on the TCLP and were requested by Savannah River Remediation LLC (SRR) through a Technical Assistance Request (TAR). It is expected that this preliminary testing will likely lead to future, more detailed, testing involving the mercury (Hg) WAC and Hg limits with respect to the Tank 50 TCLP for mercury. The TCLP concentrations for total Hg have approached 0.06 mg/L in recent years for Tank 50 radioactive solutions containing up to 105 mg/L of Hg in the form of ionic (Hg(I/II), elemental (Hg(0)) and organo-mercury such as MeHg. In discussions with SRR personnel, it was decided for this non-baseline work to target Hg spike concentrations, using predominately MeHg, in the range of 150 to 350 mg/L total Hg to investigate corresponding Hg TCLP leaching behaviors.
