Systems and methods for detecting and mitigating cyber attacks on power systems comprising distributed energy resources

Extensive deployment of interoperable distributed energy resources (DER) on power systems is increasing the power system cybersecurity attack surface. National and jurisdictional interconnection standards require DER to include a range of autonomous and commanded grid-support functions which can drastically influence power quality, voltage, and the generation-load balance. Investigations of the impact to the power system in scenarios where communications and operations of DER are controlled by an adversary show that each grid-support function exposes the power system to distinct types and magnitudes of risk. The invention provides methods for minimizing the risks to distribution and transmission systems using an engineered control system which detects and mitigates unsafe control commands.

Developing Large-Scale Bayesian Networks by Composition: Fault Diagnosis of Electrical Power Systems in Aircraft and Spacecraft

In this paper, we investigate the use of Bayesian networks to construct large-scale diagnostic systems. In particular, we consider the development of large-scale Bayesian networks by composition. This compositional approach reflects how (often redundant) subsystems are architected to form systems such as electrical power systems. We develop high-level specifications, Bayesian networks, clique trees, and arithmetic circuits representing 24 different electrical power systems. The largest among these 24 Bayesian networks contains over 1,000 random variables. Another BN represents the real-world electrical power system ADAPT, which is representative of electrical power systems deployed in aerospace vehicles. In addition to demonstrating the scalability of the compositional approach, we briefly report on experimental results from the diagnostic competition DXC, where the ProADAPT team, using techniques discussed here, obtained the highest scores in both Tier 1 (among 9 international competitors) and Tier 2 (among 6 international competitors) of the industrial track. While we consider diagnosis of power systems specifically, we believe this work is relevant to other system health management problems, in particular in dependable systems such as aircraft and spacecraft. A dynamic isotope power system for Space Exploration Initiative surface transport systems

The Dynamic Isotope Power System (DIPS) Demonstration Program, sponsored by the U.S. Department of Energy with support funding from NASA, is currently focused on the development of a standardized 2.5-kWe portable generator for multiple applications on the lunar or Martian surface. A variety of remote and mobile potential applications have been identified by NASA, including surface rovers for both short- and extended-duration missions, remote power to science packages, and backup to central base power. Recent work focused on refining the 2.5-kWe design and emphasizing the compatibility of the system with potential surface transport systems. Work included an evaluation of the design to ensure compatibility with the Martian atmosphere while imposing only a minor mass penalty on lunar operations. Additional work included a study performed to compare the DIPS with regenerative fuel cell systems for lunar mobile and remote power systems. Power requirements were reviewed and a modular system chosen for the comparison.

Energy Systems Test Area (ESTA) Electrical Power Systems Test Operations: User Test Planning Guide

Test process, milestones and inputs are unknowns to first-time users of the ESTA Electrical Power Systems Test Laboratory. The User Test Planning Guide aids in establishing expectations for both NASA and non-NASA facility customers. The potential audience for this guide includes both internal and commercial spaceflight hardware/software developers. It is intended to assist their test engineering personnel in test planning and execution. Material covered includes a roadmap of the test process, roles and responsibilities of facility and user, major milestones, facility capabilities, and inputs required by the facility. Samples of deliverables, test article interfaces, and inputs necessary to define test scope, cost, and schedule are included as an appendix to the guide.

An analysis of space power system masses

Various space electrical power system masses are analyzed with particular emphasis on the power management and distribution (PMAD) portion. The electrical power system (EPS) is divided into functional blocks: source, interconnection, storage, transmission, distribution, system control and load. The PMAD subsystem is defined as all the blocks between the source, storage and load, plus the power conditioning equipment required for the source, storage and load. The EPS mass of a wide range of spacecraft is then classified as source, storage or PMAD and tabulated in a database. The intent of the database is to serve as a reference source for PMAD masses of existing and in-design spacecraft. The PMAD masses in the database range from 40 kg/kW to 183 kg/kW across the spacecraft systems studied. Factors influencing the power system mass are identified. These include the total spacecraft power requirements, total amount of load capacity and physical size of the spacecraft. It is found that a new utility class of power systems, represented by Space Station Freedom, is evolving.

Expert system structures for fault detection in spaceborne power systems

This paper presents an architecture for an expert system structure suitable for use with power system fault detection algorithms. The system described is not for the purpose of reacting to faults which have occurred, but rather for the purpose of performing on-line diagnostics and parameter evaluation to determine potential or incipient fault conditions. The system is also designed to detect high impedance or arcing faults which cannot be detected by conventional protection devices. This system is part of an overall monitoring computer hierarchy which would provide a full evaluation of the status of the power system and react to both incipient and catastrophic faults. An approximate hardware structure is suggested and software requirements are discussed. Modifications to CLIPS software, to capitalize on features offered by expert systems, are presented. It is suggested that such a system would have significant advantages over existing protection philosophy.

Managing Increased Electric Vehicle Shares on Decarbonized Bulk Power Systems

Transportation electrification and power sector decarbonization - the convergence of these two trends present a complex planning problem requiring realistic, region-specific modeling and analysis to ensure that both can happen rapidly and cost effectively. This project, funded through the U.S. Department of Energy's Vehicle Technologies Office, models the evolution of the U.S. bulk power system (through 2050) in response to large-scale EV charging across all on-road vehicle segments. We will assess the opportunity and value of demand-side flexibility (i.e., "smart" charging) for reducing energy costs, increasing renewable generation shares, and managing future EV loads on the bulk power system. Overall, this study aims to provide an improved understanding of least-cost solutions for managing EV load growth on the grid and will make high-resolution EV load data sets publicly available for further analysis.

Ramping Up the Ramping Capability: India's Power System Transition

The Indian power system is going through a period of transformation with plans for renewable energy to be integrated at a large scale over the next decade. Increasing thrust is being given to flexible operation of existing generating resources. Ramping is one of the key attributes of flexibility. With implementation of national level security constrained economic dispatch (SCED), the national power system operator of India (POSOCO) has started to observe occasional constraints in ramping capability obtained from generators under SCED, which could get further aggravated with more variable renewable energy (VRE). This paper focuses on complexities of ramping and the challenges with high shares of renewables in the Indian context.

Ubiquitous Power Electronics in Future Power Systems: Recommendations to fully utilize fast control capabilities

Power electronics is becoming ubiquitous in power systems because the rapid growth of variable renewable generation such as wind and solar, responsive load, electric vehicles, energy storage, as well as DC transmission. As a result, a high percentage of electricity will be generated, transmitted or consumed by power electronics in the future power system. Such a high penetration of power electronics is changing power system operation landscapes and dynamic characteristics. Two major kinds of impact are reduced system mechanical inertia by inverter-based resources displacing conventional generation and active participation of many distributed energy resources through inverters. This has caused significant reliability challenges for power system operation. The mitigation approach so far has mostly focused on accommodating power electronics inverters as passive devices or creating synthetic inertias to make inverter-based generation behaving as conventional generators. However, the high-speed control capabilities of power electronics present new opportunities for achieving an optimal performance beyond conventional power systems. A lower-inertia system can be more responsive for improving reliability, and distributed small resources can be more adaptive and scalable for better flexibility and resilience. Power electronic inverters are capable of multiple fast control functions. To fully utilized the ubiquitous power electronics in power systems requires technology advancements in the following areas: data and communications to capture the new dynamic behaviors introduced by power electronics; modeling and simulation to understand the behaviors of power electronics and its interactions with other components in the context of power systems; control and optimization methods for fully utilizing the capabilities of power electronics for a new paradigm of performance beyond the traditional inertia-heavy system; and significant upgrades in power electronics hardware to cater to the new control capabilities. If properly controlled and optimized, power electronics can help transform the power system to be responsive, adaptive, and scalable.

Systems aspects of a space nuclear reactor power system

Various system aspects of a 300-kW nuclear reactor power system for spacecraft have been investigated. Special attention is given to the cases of a reusable OTV and a space-based radar. It is demonstrated that the stowed length of the power system is important to mission design, and that orbital storage for months to years may be needed for missions involving orbital assembly.

Market assessment of photovoltaic power systems for agricultural applications in Mexico

The first year of cost-competitiveness, the market potential, and the environment in which PV systems would be marketed and employed were examined. Market elements specific to Mexico addressed include: (1) useful applications and estimates of the potential market for PV systems; (2) power requirements and load profiles for applications compatible with PV usage; (3) operating and cost characteristics of power systems that compete against PV; (4) national development goals in rural electrification and rural services, technology programs and government policies that influence the demand for PV in Mexico; (5) financing mechanisms and capital available for PV acquisition; (6) channels for distribution, installation and maintenance of PV systems; and (7) appropriate methods for conducting business in Mexico.

X2000 power system electronics development

The X2000 Power System Electronics (PSE) is a Jet Propulsion Laboratory (JPL) task to develop a new generation of power system building blocks for potential use on future deep space missions. The effort includes the development of electronic components and modules that can be used as building blocks in the design of generic spacecraft power systems.

National Maglev initiative: California line electric utility power system requirements

The electrical utility power system requirements were determined for a Maglev line from San Diego to San Francisco and Sacramento with a maximum capacity of 12,000 passengers an hour in each direction at a speed of 300 miles per hour, or one train every 30 seconds in each direction. Basically the Maglev line requires one 50-MVA substation every 12.5 miles. The need for new power lines to serve these substations and their voltage levels are based not only on equipment loading criteria but also on limitations due to voltage flicker and harmonics created by the Maglev system. The resulting power system requirements and their costs depend mostly on the geographical area, urban or suburban with 'strong' power systems, or mountains and rural areas with 'weak' power systems. A reliability evaluation indicated that emergency power sources, such as a 10-MW battery at each substation, were not justified if sufficient redundancy is provided in the design of the substations and the power lines serving them. With a cost of $5.6 M per mile, the power system requirements, including the 12-kV DC cables and the inverters along the Maglev line, were found to be the second largest cost component of the Maglev system, after the cost of the guideway system ($9.1 M per mile), out of a total cost of $23 M per mile.

Power system applications of fiber optics

Power system applications of optical systems, primarily using fiber optics, are reviewed. The first section reviews fibers as components of communication systems. The second section deals with fiber sensors for power systems, reviewing the many ways light sources and fibers can be combined to make measurements. Methods of measuring electric field gradient are discussed. Optical data processing is the subject of the third section, which begins by reviewing some widely different examples and concludes by outlining some potential applications in power systems: fault location in transformers, optical switching for light fired thyristors and fault detection based on the inherent symmetry of most power apparatus. The fourth and final section is concerned with using optical fibers to transmit power to electric equipment in a high voltage situation, potentially replacing expensive high voltage low power transformers. JPL has designed small photodiodes specifically for this purpose, and fabricated and tested several samples. This work is described.
