STARSITE Program: Search To Assess Re- sources, Social, Institutional, Technical, and Environmental, toward a decision-making mechanism

The systems approach was used in the seminar on the complex multidisciplinary problem of housing and related environment conditions. The main areas of study are the following; historical overview of housing; diagrammatic presentation of the problem; technological innovations and contributions; management, economic, legal, and political considerations; environment and natural resources; human needs and behavior; model of the housing industry; and potential for implementation. It is felt that a greater attempt should be made to transfer aerospace technology to the housing industry; however, the emphasis of the conference was directed to the modern management techniques developed by NASA. Among the conclusions are the following: The extent and character of the housing problem should be defined. Increased coordination of housing programs within and between Federal agencies is essential. Development of physically sophisticated building systems requires Federal support. New towns of differing life styles need to be created. Physiological and psychological reactions to environmental enclosure need to be defined.

Technology assessment or technology harassment: The attacks on science and technology

The manner in which technology is being assessed by various groups and individuals is discussed. Attacks on science and technology (specifically military uses and funding), and the disillusionment of the public with the lack of relevance of science to the public interest and with the infallible wisdom of scientists are described. The effects of the fear of environmental pollution are emphasized. It is concluded that the important issues of science, technology, and public policy will require a pluralistic definition of the public interest by open adversary proceedings. It is also felt that the danger is not that new technology will receive inadequate assessment for possible deleterious secondary effects, but that harassment by an overemotional political process may prevent its coming to fruition.

Social impacts of civil aviation and implications for R and D policy

An attempt was made to identify social impacts, both beneficial and detrimental, which would or could flow from the introduction of advanced civil aviation systems. A broad range of social impact areas was investigated which included economic, environmental, political, sociological, psychological, legal, and urban/regional developmental factors. Data are arranged into two major parts. In the first part, a series of Major Policy Issues are identified and discussed which appear, on the basis of the social impact study, to merit serious consideration. The discussion of each "Issue' is presented both to explain its relevance and to raise considerations which will bear on its satisfactory resolution. The second part views the same overall body of information in a different manner: a series of "Findings' are pointed out from which more concrete guidance for R and D policy can be derived, and a set of "Candidate Basic Federal Undertakings' thus derived are presented.

The Public Health Service guidelines. Governing research involving human subjects: An analysis of the policy-making process

The policy making process which led to development of the Public Health Service Guidelines governing research involving human subjects is outlined. Part 1 examines the evolution of PHS Guidelines, tracing (1) evolution of thought and legal interpretation regarding research using human subjects; (2) initial involvement of the Federal government; (3) development of the government's research program; (4) the social-political environment in which formal government policy was developed; and (5) various policy statements issued by the government. Part 2 analyzes the process by which PHS Guidelines were developed and examines the values and other underlying factors which contributed to their development. It was concluded that the evolution of the Guidelines is best understood within the context of a mixed-scanning strategy. In such a strategy, policy makers make fundamental decisions regarding the basic direction of policy and subsequent decisions are made incrementally and within the contexts set by the original fundamental decisions.

Problems and issues for short-haul air transportation.

The problems of developing an efficient short-haul air system are not primarily technical, but economic and political. The key issues are whether the community will accept new and expanded air facilities, what standards of service the passengers will demand and how the system will evolve. The solutions recommended are national in scope and require the federal government to take a leading role.

The Policy Formation Process: A Conceptual Framework for Analysis

A conceptual framework for analysis which is intended to assist both the policy analyst and the policy researcher in their empirical investigations into policy phenomena is developed. It is meant to facilitate understanding of the policy formation process by focusing attention on the basic forces shaping the main features of policy formation as a dynamic social-political-organizational process. The primary contribution of the framework lies in its capability to suggest useful ways of looking at policy formation reality. It provides the analyst and the researcher with a group of indicators which suggest where to look and what to look for when attempting to analyze and understand the mix of forces which energize, maintain, and direct the operation of strategic level policy systems. The framework also highlights interconnections, linkage, and relational patterns between and among important variables. The framework offers an integrated set of conceptual tools which facilitate understanding of and research on the complex and dynamic set of variables which interact in any major strategic level policy formation process.

A hydrogen energy carrier. Volume 2: Systems analysis

A systems analysis of hydrogen as an energy carrier in the United States indicated that it is feasible to use hydrogen in all energy use areas, except some types of transportation. These use areas are industrial, residential and commercial, and electric power generation. Saturation concept and conservation concept forecasts of future total energy demands were made. Projected costs of producing hydrogen from coal or from nuclear heat combined with thermochemical decomposition of water are in the range $1.00 to $1.50 per million Btu of hydrogen produced. Other methods are estimated to be more costly. The use of hydrogen as a fuel will require the development of large-scale transmission and storage systems. A pipeline system similar to the existing natural gas pipeline system appears practical, if design factors are included to avoid hydrogen environment embrittlement of pipeline metals. Conclusions from the examination of the safety, legal, environmental, economic, political and societal aspects of hydrogen fuel are that a hydrogen energy carrier system would be compatible with American values and the existing energy system.
