Air Force Logistics Command (AFLC) solar thermal plant

The plant proved its capability to deliver the desired energy product in a USAF industrial environment. The collector proved capable of energy conversion at insolation levels up to 25% below design minimum. The plant and the project were negatively affected by severe winter weather, with total insolation during the test period 60 percent less than the expected value. Environmental effects reduced plant availability to 55 percent. Only five, minimally good operating days were experienced during the test period. The subsequent lack of performance data prohibits the drawing of general conclusions regarding system performance. System operability was rated generally high. The only inhibiting factor was the difficulty in procuring replacement parts for rapid repair under USAF stockage and procurement policies. No inherently serious system failures were recorded, although a thermostatic valve malfunction in the freeze protection system ultimately took 30 days to repair.

Qualification and testing of modules

The experience gained in procuring solar modules soon to be installed on the Photovoltaic Higher Education National Exemplar Facility (PHENEF) at Georgetown University is discussed. The 300 KE Photovoltaic Array consists of 4464, 2' X 4', polycrystalline solar cell modules. The performance requirements for the modules are described in a detailed procurement specification which defines physical and electrical characteristics and extensive quality assurance provisions including requirements for an interface control drawing and qualification and acceptance testing.

Flate-plate photovoltaic power systems handbook for Federal agencies

The primary purpose is to provide a tool for personnel in Federal agencies to evaluate the viability of potential photovoltaic applications. A second objective is to provide descriptions of various photovoltaic systems installed by different Federal agencies under the Federal Photovoltaic Utilization Program so that other agencies may consider similar applications. A third objective is to share lessons learned to enable more effective procurement, design, installation, and operation of future photovoltaic systems. The intent is not to provide a complete handbook, but rather to provide a guide for Federal agency personnel with additional information incorporated by references. The steps to be followed in selecting, procuring, and installing a photovoltaic application are given.

Mod II engine and technology development

The second-generation automotive Stirling engine, known as the Mod II, will be used to accomplish the Automotive Stirling Engine (ASE) Program objectives. Preliminary design has advanced to the point of procuring long-lead components to evaluate manufacturability. The heater head castings of the Hot Engine System (working gas cycle) are being procured, while the V-block casting of the Cold Engine/Drive system is being sectioned for evaluation. The technology required for these designs, and their impact on Mod II performance, have progressed to the design substantiation stage, and successful accomplishment of the program objectives is expected.

Airborne Doppler lidar activities

During August and September 1984, 20 research flights were conducted by the CV990 with airborne doppler lidar installed. Nine of these flights were dedicated to the Lidar project. Excellent data were obtained in the Carquenez Strait downwind of San Francisco Bay, showing the divergence of the flow as it passes into the Central Valley. The data clearly show the horizontal and vertical structure of the wind flow in the pass region and adjoining parts of the Central Valley. Data were also obtained in the vicinity of Mount Shasta in northern California, showing the flow in the lee of the isolated mountain. Preliminary analyses of these flights using the McIdas interactive graphics system have been accomplished, and procurements have been initiated for detailed scientific analyses. A partial failure of a crucial optical component resulted in contamination of a portion of the wind data that were obtained in the Mount Shasta and subsequent flights. Analyses are underway to attempt reconstruction of the data to minimize the effects of the failure. Data were obtained in conjunction with a microwave wind profiler at Penn State University. It is expected that data reconstruction will be of use in this case. Procurement has been initiated for scientific analyses of these results. The improved airborne Lidar system performed well. In most of the research flights a large number of different scan angles were used to obtain the vertical structure of the wind fields being investigated.

User evaluation of photovoltaic-powered vaccine refrigerator/freezer systems

The NASA Lewis Research Center has concluded a project to develop and field test photovoltaic-powered refrigerator/freezers for vaccine storage in remote areas of developing countries. As a conclusion to this project, questionnaires were sent to the in-country administrators for each test site probing user acceptance of the systems and attitudes regarding procurement of additional systems. Responses indicate that the systems had a positive effect on the local communities, that they made a positive impression on the local health authorities, and that system cost and scarcity of funds are the major barriers to procurements of additional systems.

The personal computer and GP-B management

The Gravity Probe-B (GP-B) experiment is one of the most sophisticated and challenging developments to be undertaken by NASA. Its objective is to measure the relativistic drift of gyroscopes in orbit about the earth. In this paper, the experiment is described, and the strategy of phased procurements for accomplishing the engineering development of the hardware is discussed. The microcomputer is a very convenient and powerful tool in the management of GP-B. It is used in creating and monitoring such project data as schedules, budgets, hardware procurements and technical and interface requirements. Commercially available software in word processing, database management, communications, spreadsheet, graphics and program management are used. Examples are described of the efficacy of the application of the computer by the management team.

AdaNET Dynamic Software Inventory (DSI) prototype component acquisition plan

A component acquisition plan contains the information needed to evaluate, select, and acquire software and hardware components necessary for successful completion of the AdaNET Dynamic Software Inventory (DSI) Management System Prototype. This plan will evolve and be applicable to all phases of the DSI prototype development. Resources, budgets, schedules, and organizations related to component acquisition activities are provided. A purpose and description of a software or hardware component which is to be acquired are presented. Since this is a plan for acquisition of all components, this section is not applicable. The procurement activities and events conducted by the acquirer are described and who is responsible is identified, where the activity will be performed, and when the activities will occur for each planned procurement. Acquisition requirements describe the specific requirements and standards to be followed during component acquisition. The activities which will take place during component acquisition are described. A list of abbreviations and acronyms, and a glossary are contained.

A study of microstructural characteristics of Ni-based superalloys at high temperatures

The microstructural characteristics of the Ni-based superalloy MAR-M245(Hf) which is used in manufacturing the components of the Space Shuttle main engine are studied. These superalloys need optimum heat treatment to get the best results. To find out the optimum heat treatment, the techniques of differential thermal analysis (DTA) and the optical photomicrographs were utilized. In the first phase, the existing experimental equipment like cutting, grinding/polishing machines and metallurgical microscope were set up to cut/polish and take the photomicrographs. In the beginning of the project a Perkin Elmer differential thermal analyzer DTA1700 along with a temperature programmed and the needed computer interface was procured and made operational. In the second year a Leitz Metallux-3 hot state research microscope was also procured and installed for in-situ observation of the superalloy samples. The hot stage when tested for the first time alloyed the thermocouple with the Tantalum heating element and has now been installed. Samples of MAR-M246(Hf), MAR-M247, Waspaloy, Udimet-41, CMSX-3, and CMSX-3 (Polycrystalline and single crystals) were studied using a differential thermal analyzer and the results are reported. Photomicrographs of the Ni-based superalloy MAR-M246 (Hf) were recorded before and after heat treatment at certain temperatures. More heat treatments need to be done before a final inference can be reached.

Evaluation of advanced microelectronics for inclusion in MIL-STD-975

The approach taken by NASA and JPL (Jet Propulsion Laboratory) in the development of a MIL-STD-975 section which contains advanced technology such as Large Scale Integration and Very Large Scale Integration (LSI/VLSI) microelectronic devices is described. The parts listed in this section are recommended as satisfactory for NASA flight applications, in the absence of alternate qualified devices, based on satisfactory results of a vendor capability audit, the availability of sufficient characterization and reliability data from the manufacturers and users and negotiated detail procurement specifications. The criteria used in the selection and evaluation of the vendors and candidate parts, the preparation of procurement specifications, and the status of this activity are discussed.

Long life monopropellant hydrazine thruster evaluation for Space Station Freedom application

In support of propulsion system thruster development activity for Space Station Freedom (SSF), NASA Johnson Space Center (JSC) is conducting a hydrazine thruster technology demonstration program. The goal of this program is to identify impulse life capability of state-of-the-art long life hydrazine thrusters nominally rated for 50 pounds thrust at 300 psia supply pressure. The SSF propulsion system requirement for impulse life of this thruster class is 1.5 million pound-seconds, corresponding to a throughput of approximately 6400 pounds of propellant, with a high performance (234 pound-seconds per propellant pound). Long life thrusters were procured from Hamilton Standard, The Marquardt Company, and Rocket Research Company. Testing has initiated on the thruster designs to identify life while simulating expected thruster firing duty cycles and durations for SSF using monopropellant grade hydrazine. This paper presents a review of the SSF propulsion system and requirements as applicable to hydrazine thrusters, the three long life thruster designs procured by JSC and the resultant acceptance test data for each thruster, and the JSC test plan and facility.

Goddard Space Flight Center specification for Helical-Scan 8-millimeter (mm) magnetic digital data tape cartridge

The same kind of standard and controls are established that are currently in use for the procurement of new analog, digital, and IBM/IBM compatible 3480 tape cartridges, and 1 in wide channel video magnetic tapes. The Magnetic Tape Certification Facility (MTCF) maintains a Qualified Products List (QPL) for the procurement of new magnetic media and uses the following specifications for the QPL and Acceptance Tests: (1) NASA TM-79724 is used for the QPL and Acceptance Testing of new analog magnetic tapes; (2) NASA TM-80599 is used for the QPL and Acceptance Testing of new digital magnetic tapes; (3) NASA TM-100702 is used for the QPL and Acceptance Testing of new IBM/IBM compatible 3840 magnetic tape cartridges; and (4) NASA TM-100712 is used for the QPL and Acceptance Testing of new 1 in wide channel video magnetic tapes. This document will be used for the QPL and Acceptance Testing of new Helical Scan 8 mm digital data tape cartridges.

LV software for supersonic flow analysis

The NASA Lewis Research Center (LeRC) maintains a leadership position in research into advanced aerospace propulsion systems. For the next generation of aircraft, engine designs continue to involve complex, high-speed flows. Performing the detailed flow diagnostics to properly evaluate these designs requires advanced instrumentation to probe these highly turbulent flows. The hostile flow environment often requires nonintrusive measurement techniques such as the laser velocimeter (LV). Since the LV is a proven instrument for nonintrusive flow measurement, it can provide quantitative velocity data with minimal interference to the flow. Based on anticipated flow conditions, laser velocimeter systems were procured from TSI, Inc. The initial system utilized counter processor technology, but later procurements this past year include a more advanced, correlator-based processor, which significantly improves the overall LV performance. To meet the needs of advanced research into propulsion, this instrument must be integrated into an existing VAX/VMS computer system for data acquisition, processing, and presentation. The work done under this grant before this period concentrated on developing the software required to setup and acquire data from the TSI MI-990 multichannel interface, and the RMR 1989 rotating machinery resolver. With the basis established for controlling the operation of the LV system, software development this past year shifted in emphasis from instrumentation control and data acquisition to data analysis and presentation. The progress of the program is reported.

The NASA Plan: To award eight percent of prime and subcontracts to socially and economically disadvantaged businesses

It is NASA's intent to provide small disadvantaged businesses, including women-owned, historically black colleges and universities and minority education institutions the maximum practicable opportunity to receive a fair proportion of NASA prime and subcontracted awards. Annually, NASA will establish socioeconomic procurement goals including small disadvantaged business goals, with a target of reaching the eight percent level by the end of FY 1994. The NASA Associate Administrators, who are responsible for the programs at the various NASA Centers, will be held accountable for full implementation of the socioeconomic procurement plans. Various aspects of this plan, including its history, are discussed.

The N.A.C.A. Combustion Chamber Gas-sampling Valve and Some Preliminary Test Results

A gas sampling valve of the inertia-operated type was designed for procuring samples of the gases in the combustion chamber of internal combustion engines at identical points in successive cycles so that the analysis of the gas samples thus procured may aid in the study of the process of combustion. The operation of the valve is described. The valve was used to investigate the CO2 content of gases taken from the quiescent combustion chamber of a high speed compression-ignition engine when operating with two different multiple-orifice fuel injection nozzles. An analysis of the gas samples thus obtained shows that the state of quiescence in the combustion chamber is maintained during the combustion of the fuel.

NASA Handbook for Nickel-Hydrogen Batteries

Nickel-hydrogen (NiH2) batteries are finding more applications in the aerospace energy storage. Since 1983, NiH2 batteries have become the primary energy storage system used for Geosynchronous-Orbit (GEO) Satellites. The first NASA application for NiH2 batteries was the Low Earth Orbit (LEO) Hubble Space Telescope Satellite launched in 1990. The handbook was prepared as a reference book to aid in the application of this technology. That is, to aid in the cell and battery design, procurement, testing, and handling of NiH2 batteries. The design of individual pressure vessel NiH2 cells is covered in Chapter l. LEO and GEO applications and their requirements are discussed in Chapter 2. The design of NiH2 batteries for both GEO and LEO applications is discussed in Chapter 3. Advanced design concepts such as the common pressure vessel and bipolar NiH2 batteries are described in Chapter 4. Performance data are presented in Chapter 5. Storage and handling of the NiH2 cells and batteries are discussed in Chapter 6. Standard test procedures are presented in Chapter 7. Cell and battery procurements are discussed in Chapter 8. Finally, safety procedures are discussed in Chapter 9.

Acquisition forecast: Fiscal year 1995

This volume includes projections of all anticipated FY95, and beyond, NASA contract actions above $25,000 that small and small disadvantaged businesses may be able to perform under direct contract with the government or as subcontractors. The forecast consolidates anticipated procurements at each NASA center into an agencywide report, with the aim of increasing industries' advance knowledge of NASA requirements and enhancing competition in contracting. Each center forecast report is divided into three principal categories of procurement: research and development, services, and supplies and equipment.
