Real-Time Dispatch With Secondary Frequency Regulation: A Pathway to Consider Intra-Interval Fluctuations

Real-time dispatch balances the power demand with minimized operating costs. For the current dispatch model, the demand is assumed to be constant within a time interval, while the intra-interval power balance is left to frequency regulation. Based on practical experience and simulations, this behavior may lead to insufficient frequency regulation and uneconomic regulation costs considering the increase in intra-interval fluctuations caused by renewables. Here, a real-time dispatch method with secondary frequency regulation behaviors is proposed. Without changing the interval of the real-time dispatch command, the system regulation mileage and intra-interval generation adjustment are explicitly formulated in a mixed-integer optimization model. To reduce the computational burden, an efficient two-stage calculation method is proposed. With practical utility data, this article finds that the proposed method can effectively improve the system frequency performance with the subminute net load forecasting curve obtained by an off-the-shelf forecasting approach. Time-domain simulations in IEEE and practical utility systems validate the effectiveness of the proposed method in terms of the frequency performance and total operating costs.

Strategies for microgrid operation under real-world conditions

Microgrids are an increasingly relevant technology for integrating renewable energy sources into electricity systems. Based on a microgrid implementation in California, in this study we investigate microgrid operation under real-world conditions. These conditions have not yet been considered in combination and encompass energy charges, demand charges, export limits, as well as uncertainty about future electricity demand and generation in the microgrid. Under these conditions, we evaluate the performance of two frequently applied groups of strategies for microgrid operation. The first group is composed of proactive strategies that optimize decisions based on forecasts of future electricity generation and demand. The second group includes reactive strategies that make operational decisions based exclusively on the current state of the microgrid. We evaluate the performance of the strategies under varying operational parameters, forecast accuracies, and microgrid configurations—well beyond our Californian showcase. Our results confirm the expectation that proactive strategies outperform reactive ones in the majority of settings. Yet, reactive strategies can perform better under short control intervals or under moderate prediction errors of PV generation or demand. Furthermore, the interplay between real-world conditions and operational strategies reveals several additional insights for research on microgrid operation. First, we find that demand charges and export limits decisively affect microgrid performance. Second, the impact of forecast errors is highly non-linear and non-monotonous. Third, escalating negative interactions between forecast errors and demand charges make proactive strategies benefit from longer control intervals. This result is contrary to existing best practice, which promotes short control intervals to minimize the impact of uncertainty.

Carbon‐Neutral Pathways for the United States

Abstract The Intergovernmental Panel on Climate Change (IPCC) Special Report on Global Warming of 1.5°C points to the need for carbon neutrality by mid‐century. Achieving this in the United States in only 30 years will be challenging, and practical pathways detailing the technologies, infrastructure, costs, and tradeoffs involved are needed. Modeling the entire U.S. energy and industrial system with new analysis tools that capture synergies not represented in sector‐specific or integrated assessment models, we created multiple pathways to net zero and net negative CO 2 emissions by 2050. They met all forecast U.S. energy needs at a net cost of 0.2–1.2% of GDP in 2050, using only commercial or near‐commercial technologies, and requiring no early retirement of existing infrastructure. Pathways with constraints on consumer behavior, land use, biomass use, and technology choices (e.g., no nuclear) met the target but at higher cost. All pathways employed four basic strategies: energy efficiency, decarbonized electricity, electrification, and carbon capture. Least‐cost pathways were based on >80% wind and solar electricity plus thermal generation for reliability. A 100% renewable primary energy system was feasible but had higher cost and land use. We found multiple feasible options for supplying low‐carbon fuels for non‐electrifiable end uses in industry, freight, and aviation, which were not required in bulk until after 2035. In the next decade, the actions required in all pathways were similar: expand renewable capacity 3.5 fold, retire coal, maintain existing gas generating capacity, and increase electric vehicle and heat pump sales to >50% of market share. This study provides a playbook for carbon neutrality policy with concrete near‐term priorities.

Integration of a physics-based direct normal irradiance ($\mathrm{DNI}$) model to enhance the National Solar Radiation Database ($\mathrm{NSRDB}$)

The National Solar Radiation Database (NSRDB) is an extensively used dataset that furnishes satellite-retrieved solar resource data across the United States and an expanding list of other countries. Although the NSRDB uses a physical model to compute global horizontal irradiance (GHI), it currently employs an empirical approach based on surface observations to estimate cloudy-sky direct normal irradiance (DNI). Recently, a new physics-based approach, known as the Fast All-sky Radiation Model for Solar applications with DNI (FARMS-DNI), was developed to improve DNI forecasting. FARMS-DNI integrates direct and scattered solar radiances within the circumsolar region, resulting in improved day-ahead forecasting of DNI by incorporating it into the Weather Research and Forecasting model with Solar extensions (WRF-Solar). This study incorporates FARMS-DNI into the NSRDB algorithm to produce high-spatiotemporal-resolution DNI data from satellite data. The accuracy of the NSRDB based on FARMS-DNI is analyzed using surface observations from 19 sites situated within the National Oceanic and Atmospheric Administration (NOAA) Surface Radiation Budget (SURFRAD) and Solar Radiation (SOLRAD) networks, the University of Oregon (UO) network, the U.S. Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) network, and at the National Renewable Energy Laboratory (NREL). The results demonstrate that FARMS-DNI reduces the significant overestimation of DNI in the conventional NSRDB at all surface sites, particularly in cloud overcast conditions classified using both satellite retrievals and surface observations. Consequently, this new model can effectively improve the overall accuracy of the NSRDB. The results also suggest that further improvement of DNI estimates at individual time steps, however, requires advanced satellite techniques and precise identification of clouds and retrieval of cloud properties.

After the hurricane: Validating a resilience assessment methodology

With increasing utility grid outages in the United States, there is growing interest in assessing risk and developing mitigation strategies to reduce the impact of grid outages. Working with the U.S. Air Force, the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) developed a replicable energy resilience assessment methodology and investment decision tool to: (1) identify and score hazards and vulnerabilities at the site level; (2) analyze risks to energy infrastructure; and (3) identify and prioritize energy resilience investments. This work improves on existing resilience assessment methodologies and tools by combining a bottom-up, all-hazards assessment methodology with top-down geographic information system mapping capabilities to provide an innovative, dynamic tool for identifying and prioritizing actionable solutions. This process combines probabilistic forecasting with an iterative approach for continuously updating and reassessing risks to address temporal dynamism. Relationships among systems are modeled and visualized to estimate the effectiveness of resilience actions across multiple interdependent systems and inform financial priorities through cost-difficulty-impact trade-offs. The approach is validated in a case study at Tyndall Air Force Base (AFB) in Florida, which experienced a Category 5 hurricane in 2018. The risks and mitigation strategies identified pre-hurricane are compared with post-hurricane, realized impacts. The assessment effectively identifies risks and actions to increase site energy resilience, but the methodology can be enhanced though greater consideration of the interdependencies between the energy system and related systems like transportation, communication, and food/water systems, which impact the recovery of the energy system and the base.

Integrated Distribution Planning

The contemporary distribution planning landscape is comprised of an increasing number of factors that require integration into the engineering of the modern electric grid. Expectations for electric utilities to accommodate heightened awareness of stakeholders' interest in things like decarbonization, resilience and equity are growing. As these interests are formed into objectives, many jurisdictions will experience increasing levels of load modifying technologies like DER, building and industrial electrification and electric vehicles which prove not only to challenge the capabilities of the grid; but the processes by which planning for it is traditionally done. Other related factors that strain the conventional distribution planning mold are the swelling amount and sources of data associated with these technologies and the need it creates for improved capabilities in the processes and tools that manage it. As the complexity of the distribution system expands, so will the distribution system's effects on the transmission and generation systems that it is a part of. Forecasting distribution system load and DER are examples of areas where this complexity will manifest, and harmonizing distribution forecasting with transmission and generation forecasting requires higher amounts of intentionality as these typically separate processes become a solitary one. Of course, core activities do not cease as a utility begins to integrate these other factors, and in this webinar we explore specifics of how distribution planning can be expected to evolve as progress towards Integrated Distribution System Planning is made.

Multi-service battery energy storage system optimization and control

Battery energy storage systems (BESS) have become fundamental part of modern power systems due to their capability to provide multiple grid services. As the renewable penetration increases, BESS procurement is also expected to increase where it is envisioned to play a systematic and strategical role in power systems planning and operation. Hence, in this paper we present a multiple grid service procurement and operation for BESS - ranging from energy arbitrage, reserve/regulation services, power factor correction, and demand management. The proposed framework considers an optimal multi-temporal dimension, designed to be operable for both planning and real-time operation. Moreover, non-linearity inherent to BESS services and uncertainty associated to market forecasts variables are addressed using techniques such as polyhedral norms and robust optimization approaches. Here, the developed model is tested using a utility-scaled BESS and the obtained results show the effectiveness of the systematic BESS multi-service planning and operation approach.
