Strategic Analyses and Assessments Office Annual Report 2023

The past year has seen a significant increase in focus on strategic issues with the continued aggression by Russia, the rapid expansion of China’s military—particularly their nuclear capabilities, North Korea’s rapid improvements in intercontinental ballistic missile (ICBM) technology, and the increase in Iranian fuel enrichment. The U.S. continues to modernize Nuclear Command Control and Communication and all three legs of its nuclear Triad—Columbia-class submarines, Sentinel ICBMs, and B-21 bombers—for the Department of Defense (DOD). At the same time, the National Nuclear Security Administration (NNSA) is updating its stockpile, producing the B61-12, the new B61-13, the W88 Alteration, the W87-1—with new pits, and the W80-4. This rework of the nuclear enterprise represents the most aggressive expansion of our capabilities and infrastructure in the modern era. At the same time, the Strategic Posture Commission completed its report to Congress and reported that the current modernization program, although clearly necessary, is insufficient to meet the threats that are emerging.

Joint Comments from the Department of Energy, National Nuclear Security Administration (DOE NNSA) Los Alamos Field Office and Triad National Security, LLC on the U.S. Environmental Protection Agency’s New Mexico State-Wide Municipal Separate Storm Sewer System Strawman General Permit

In December 2020 and March 2021, EPA issued two MS4 strawman permit drafts specific to the Los Alamos area. EPA made text changes in the 2 nd strawman permit based on stakeholder comments related to the initial draft. During the public meeting on the Los Alamos area designation decision held on February 13, 2024, EPA staff stated that comments from the past strawman permits would be incorporated into the new MS4 permit to be issued state-wide. However, it does not appear that any of the text changes from the 2 nd Los Alamos area strawman permit were included in this state-wide general MS4 strawman permit. For reference, the 2 nd Los Alamos area revised strawman permit is included with these comments as Attachment 2. Many of the following comments refer to or state EPA’s updated text included in the 2 nd Los Alamos area strawman permit. The updated text from this 2 nd strawman permit that are referenced in the following comments should be applicable state-wide and it is suggested that this past work be reconsidered and incorporated.

Bridging the Gap on Data and Analysis for Distribution System Planning: Information That Utilities Can Provide Regulators, State Energy Offices and Other Stakeholders

Electric utilities conduct planning annually to ensure their distribution system meets technical standards, policies, and regulations; addresses forecasted grid conditions; satisfies customer needs; and advances utility priorities. The plan identifies grid deficiencies, analyzes potential solutions, and prioritizes capital investments and other expenditures. About 20 U.S. states and jurisdictions require regulated utilities to file some type of distribution system plan with the public utility commission for review. Requirements for sharing distribution system data and analyses vary widely, from few specific requirements to a detailed list of information that must be provided. While utilities conduct extensive analysis to develop distribution system plans, in most jurisdictions regulators and stakeholders do not know what data are available and how the utility uses the data in planning and investing. This report aims to bridge the gap by increasing understanding of the types of data and analyses utilities employ to develop distribution system plans and how the information affects their decision-making. The report describes information that states and stakeholders can ask for related to 11 data categories: -Forecasting loads and distributed energy resources (DERs) -Scenario analysis -Worst-performing circuits -Asset management strategy -Hosting capacity analysis -Value of DERs -Grid needs assessment -Cost-effectiveness framework for investments -Distribution system investment strategy and implementation -Geotargeted programs -Non-wires alternatives procurements.

Bridging the Gap on Data, Metrics, and Analyses for Grid Resilience to Weather Events: Information that utilities can provide regulators, state energy offices, and other stakeholders

A growing number of states require regulated utilities to file resilience plans to improve the electric grid’s ability to anticipate, withstand, adapt to and recover from increasingly severe weather events. This report aims to help state regulators identify and request data, metrics, and analyses from utilities and use it in decisions on utility resilience plans and investments. The report reviews state requirements and utility plans focused on overall grid resilience, climate change resilience and vulnerabilities, infrastructure modernization, storm protection, and wildfire mitigation. It details types of data, metrics, and analyses across five categories--and provides examples of each from the utility plans. The first category is vulnerability assessments, or evaluations of the susceptibility of systems, communities, or assets to potential harm from identified hazards. The second is data on hazards and the exposure of utility assets and customers to these hazards. The third is attribute metrics, or system characteristics that contribute to or describe the resilience of a system. The fourth is performance metrics, which are impacts of resilience investments on system performance--typically a reduction of negative impacts from hazard events. Finally, evaluation and prioritization are analyses that utilities conduct to estimate impacts from resilience measures (evaluation) and prioritize measures based on costs and estimated impacts (prioritization). The report concludes with examples of key trends and emerging best practices for states and utilities, and identifies areas for further research.

Analysis of Electricity Price Differentials for the Utah Office of Energy Development

Operation Gigawatt is a vision for Utah to meet its growing energy needs with a focus on doubling energy generation. One of the greatest challenges to meet this goal will be the transmission and distribution system. Utah seeks analysis to inform discussions on new generation, the likely network congestion based on new power flows, and modeling of the state's energy infrastructure. To support this need, LBNL developed a baseline understanding of recent historical congestion in the existing transmission system based on electricity market prices. The resulting products visualize and provide metrics on congestion within Utah and between Utah and its neighbors during 2015-2023.

Optimizing Price-Informed Operation of a Battery Storage System in an Office Building

New prescriptive efficiency requirements amended to US model energy codes historically have been evaluated using an average, blended electricity rate, which obscures demand charges. Post 2019, new measures can be evaluated using a representative time-of-use (TOU) tariff yet more sophisticated analysis methods are needed to consider a variety of TOU tariffs and assess price-informed control. To address these needs, this study couples building prototype simulation model with varying-in-sophistication battery storage operating strategies for different electricity TOU tariffs. The analysis compares the impact of operating a battery storage system following simpler rule-of-thumb methods versus a semi-optimized priced-informed heuristic approach. The investigation demonstrates that the heuristic approach results in greater electricity cost savings and is practical to implement.

Comparative Analysis of ANN and LSTM Prediction Accuracy and Cooling Energy Savings through AHU-DAT Control in an Office Building

This paper proposes the optimal algorithm for controlling the HVAC system in the target building. Previous studies have analyzed pre-selected algorithms without considering the unique data characteristics of the target building, such as location, climate conditions, and HVAC system type. To address this, we compare the accuracy of cooling load prediction using ANN and LSTM algorithms, widely used in building energy research, to determine the optimal algorithm for HVAC control in the target building. We develop a simulation model calibrated with actual data to ensure data reliability and compare the energy consumption of the existing HVAC control method and the two algorithms-based methods. Results show that the ANN algorithm, with a CV(RMSE) of 12.7%, has a higher prediction accuracy than the LSTM algorithm, CV(RMSE) of 17.3%, making it a more suitable algorithm for HVAC control. Furthermore, implementing the ANN-based approach results in a 3.2% cooling energy reduction from the optimal control of Air Handling Unit (AHU) Discharge Air Temperature (DAT) compared to the fixed DAT at 12.8 °C in a representative day. This study demonstrates that ML-based HVAC system control can effectively reduce cooling energy consumption in HVAC systems, providing an effective strategy for energy conservation and improved HVAC system efficiency.
