Guest Editorial: Planning and operation of resilient distribution system for integrated multi-energy

Resilience is the ability of power systems to prepare for and adapt to low-probability, high-impact incidents and withstand and recover rapidly from disruptions. With the ageing of electricity distribution infrastructure and increasing threats of weather-related incidents and natural disasters, the need to effectively enhance the resilience of the electricity distribution system has become urgent and has attracted worldwide attention. Although there are an increasing number of publications related to enhancing resilience strategies, resilience is an emerging concept in power systems. Existing practices are mostly focused on deploying distributed energy resources (DERs) and microgrids, hardening the existing infrastructures and building redundant capacities. However, from a broader perspective, resilience enhancement of power distribution system is a systematic engineering, involving long-term system planning and upgrading (e.g., deployment of smart grid technologies and intelligent switches), short-term proactive scheduling, real-time robust and resilient control of DERs, and post-event restoration and recovery strategies. Based on this point, this Special Issue in IET Energy System Integration focuses on soliciting the most recent and original technologies, scheduling and control strategies for improving the resilience of power distribution system. Eight papers are presented in this Special Issue, covering various aspects related to resilience enhancement of power distribution system, including fault-tolerant frequency measurement, robust scheduling of integrated electricity and district heating systems, robust control of DERs, efficient methods for safety verification as well as novel graph theory-based approach to restore the distribution systems after multiple simultaneous faults. A brief introduction of these 8 papers is provided below.

Evolution of Electric Sector Water Use Under Alternative Electricity Futures

Increasing competition for water resources in the United States could create future challenges for allocating and using thermal cooling water in the U.S. electric power sector. While thermal power plant retirements and the growth of wind and solar technologies can reduce national aggregate power sector cooling water use, local water constraints and growing demand for agricultural or municipal supply could create greater needs for higher-cost alternative water supplies such as groundwater or recycled wastewater. For some regions, these incentives could change future electricity planning and operational decisions. These relationships and impacts are studied here using the National Renewable Energy Laboratory (NREL) Regional Energy Deployment System (ReEDS), a national electric sector planning model that has recently been upgraded to include a highly detailed representation of thermal cooling water demand and supply. Thermal power technologies are differentiated by both cooling technology and water source type to track and constrain thermal cooling water use in a way that incorporates both physical and legal water considerations in the United States. This capability is exercised under a range of electricity sector futures with alternative technology costs, fuel prices, and water constraints to illustrate ways that U.S. electric sector water use could evolve under uncertain future electric sector drivers. In exploring changes to regional generation and transmission planning and operation, water requirements, and cost, we highlight the environmental and economic impacts of future power sector water decisions.

Enhancing Power Grid Resilience with Causal Loops Diagram and Bayesian Networks

Enhancing power grid resilience through improved analysis and planning of Distributed Energy Resources is a key for power system planner. This paper explores the integration of Causal Loop Diagrams (CLDs) and Bayesian Networks (BNs) for enhancing resilience in power systems, focusing on Distributed Energy Resources (DER) planning. By automating CLD analysis in Python's matplotlib, we present a tool for rapid model validation and structural accuracy, crucial for power system planners. This hybrid approach utilizes BNs for inferential depth and CLDs for dynamic system modeling, offering a comprehensive framework for policy formulation and collaborative strategy development against disruptions. Here, we highlight the tool's capability to identify and analyze interconnected feedback loops, facilitating a deeper understanding of DER integration's impact on network resilience. This work aims to bridge quantitative analysis and qualitative insights, addressing the limitations of each method while providing a robust model for power system resilience assessment.

Wildfire Mitigation Plans in Power Systems: A Literature Review

Some of the deadliest wildfires in the U.S., such as California’s 2018 wildfires, have been ignited by power systems. In an effort to prevent and minimize the ignition of wildfires, or control them if ignited, energy companies have developed wildfire mitigation plans. This paper provides energy companies and power system operators, engineers, researchers, and suppliers an overview of the state-of-the-art studies that address key topics in these wildfire mitigation plans and compares the wildfire mitigation plans of several energy companies. The key topics include grid design and system hardening, asset management and inspection, situational awareness and forecasting, operational response, vegetation management, public safety power shutoff, and risk-spend efficiency. Here this paper also presents a comparison of several energy companies’ decision-making criteria for initiating a public safety power shutoff. Finally, we discuss opportunities for future research studies that could help energy companies prevent wildfire ignitions.

Tangible Solutions for Grid Operation Upgrade

Many countries worldwide are setting clean energy targets to decarbonize the energy sector and add higher wind and solar capacities. Given their distributed nature, variable renewable energy (VRE) assets can have unique grid integration considerations, and require grid operation practices to be modernized. When transitioning to higher renewable energy levels, many system operators configure a dedicated renewable energy desk to manage renewable energy resource operation in the system control center. Further, system operation planning is conducted with VRE and load forecasting to enable reliable real-time system operation. NREL has partnered with many system operators in the region to identify appropriate technology and grid modernization solutions. NREL and partners from system operators in the region will present on the challenges and some solutions that have been applied and share best practices such as energy management system upgrades, VRE forecasting framework, grid flexibility improvements, and staff training.

Optimal Energy Storage System and Smart Switch Placement in Dynamic Microgrids With Applications to Marine Energy Integration

Here this paper studies a dynamic microgrid (DMG) planning problem that places energy storage systems (ESSs) and smart switches (SSWs) optimally in the system. We apply the proposed methodology to applications concerning marine renewable energy (MRE). MRE is an emerging clean energy resource with enormous capacity but volatile and intermittent energy output profiles. Innovative grid-integration technologies designed to enhance the reliability of an MRE-integrated system are needed. However, there are still limited studies in this regard. Existing works have shown the promising prospect of using a dynamic microgrid (DMG) operational concept to accommodate renewable resources in distribution systems, but they usually assume fixed ESS and SSW installations. To further improve the operational flexibility of DMGs, we propose a DMG planning methodology that optimally places ESSs and SSWs so that a DMG with MRE is warranted with proper resource adequacy and topological flexibility in both the contingency and normal operations. We use realistic case studies based on a real-world distribution network and the U.S. Department of Energy's MRE dataset to verify the value and validity of the proposed work.

Equity-driven Planning of Distributed Solar PV using Optimal Transport

Typically, distribution system planning processes do not explicitly incorporate energy equity considerations, such as identifying consumers most affected by energy costs and determining how investments in the distribution system can address existing energy burden imbalances. This paper proposes a novel optimal transport (OT)-based method to improve the energy burden distribution of consumers. The approach involves the strategic siting and sizing of solar PV in order to assist customers with high energy burden and improve the overall energy burden distribution of the community. The desired energy burden distribution is defined using the equal distribution equivalent (EDE) concept. The OT-based method is then used to estimate the distributed solar PV capacity to be installed at various locations and the tariffs to be adjusted, all while improving the energy burden distribution and providing valuable insights into distributed generation (DG) planning. The results on IEEE 37 bus test system demonstrate how DG planning, considering EDE and OT, can help reduce the energy burden of low-income consumers. Additionally, the approach also reveals optimal tariff adjustments needed to ensure revenue neutrality for distribution utilities.

Resilience in an Age of Increasing Electrification

The purpose of this paper is to outline considerations of global electrification trends that include the resultant system-wide and nation-wide impacts. How we incorporate resilience into the electrification plans that transition a nation from conventional energy sources to secure clean energy sources can impact the success of those transitions. Electrification of energy systems has the potential to impact power system planning, emissions, and security; however, little research has been done on comprehensive solutions for incorporating resilience into the electrification process. Research has been conducted on aspects of the energy system and electrification, but not holistically across disciplines and related to the interdependencies of different components of the grid system. This gap in research provides an opportunity for more analysis and a collection of best practices to incorporate resilience into electrification plans. Although clean energy is the goal of an increasing number of nations worldwide, there are many considerations in designing clean energy transitions and increased electrification. Resilience must be factored into clean energy transitions from planning, market design, and policies to modernized grid structures and new, location-specific dispersed energy and energy storage technologies.
