Characterization of Downstream Ion Energy Distributions From a High Current Hollow Cathode in a Ring Cusp Discharge Chamber

The presence of energetic ions produced by a hollow cathodes operating at high emission currents (greater than 10 Angstroms) has been documented in the literature. As part of an ongoing effort to uncover the underlying physics of the formation of these ions, ion efflux from a high current hollow cathode operating in an ion thruster discharge chamber was investigated. Using a spherical sector electrostatic energy analyzer located downstream of the discharge cathode, the ion energy distribution over a 0 to 60 eV energy range was measured. The sensitivity of the ion energy distribution function to zenith angle was also assessed at 3 different positions: 0, 15, and 25 degrees. The measurements suggest that the majority of the ion current at the measuring point falls into the analyzer with an energy approximately equal to the discharge voltage. The ion distribution, however, was found to be quite broad. The high energy tail of the distribution function tended to grow with increasing discharge current. Sensitivity of the profiles to flow rate at fixed discharge current was also investigated. A simple model is presented that provides a potential mechanism for the production of ions with energies above the discharge voltage.

TPCPF: Three-Phase Continuation Power Flow Tool for Voltage Stability Assessment of Distribution Networks With Distributed Energy Resources

This article presents a three-phase unbalanced continuation power flow algorithm for voltage stability assessment of distribution systems with high penetration of distributed energy resources (DERs). Analyzing distribution system voltage stability with DER will allow high penetration of renewable energy necessary for the sustainability goals. The developed algorithm can analyze voltage stability for both the meshed and radial systems and the balanced and unbalanced three-phase distribution systems. The developed tool allows the voltage stability analysis to facilitate the planning, operation, control, and distribution system management. The impact of DER on the voltage stability of several test cases has been analyzed considering constant power (P Q) and regulated-voltage (P V ) modes of operation for DER units. Moreover, different voltage stability case studies are presented to demonstrate the impact of unbalance, load increment, and network topology on the maximum loading capacity. Finally, results using the IEEE 13-node feeder, the 18-bus balanced shipboard system, the 13-node CIGRE benchmark system, and the 136-bus redial distribution feeder demonstrate that the developed continuation power flow tool can efficiently perform voltage stability analysis for active distribution systems.

An Extensible Software and Communication Platform for Distributed Energy Resource Management

This paper introduces a novel Distributed Extensible Grid Control (DEGC) software and communication platform to facilitate the control of distributed energy resources on electric grids. The DEGC software platform leverages state-of-the-art advances in secure, distributed communication and decentralized authorization and authentication. We discuss how these advances enable the kind of robust and secure communication required for a distributed grid control platform, and show how DEGC applies these technologies to the agile development and deployment of grid software through an extensible and flexible API. Here, we describe how DEGC can implement both Volt-VAR voltage magnitude control and Phasor-Based Control as sample applications and demonstrate the DEGC platform in hardware with the demanding Phasor-Based Control test case, and provide performance metrics.

Cyber-Physical Dynamic System (CPDS) Modeling for Frequency Regulation and AGC Services of Distributed Energy Resources

The substantial integration of renewable energy brings significant challenges to balance the system in real time because of the variability and intermittency of renewable power. For the reliable system operation, the frequency regulation service is used to stabilize the system frequency through automatically balancing the system generation and load. On one hand, with the substantially increasing deployment of renewable energy in electricity system, the requirement of frequency regulation (FR) services increases significantly. On the other hand, the current main resource of FR services, the controllable conventional generation, is continuously decreasing in the system generation mix. This means that in the future high renewable penetration power system, additional and alternative reliable FR services providers such as distributed energy storage (DES) resources should be explored. Although the capability of utility-scale energy storage to provide FR services has been demonstrated, the integrated control and dynamic modeling of distributed energy resource (DER) providing frequency regulation grid services has been rarely explored. There are several challenges to adopt DERs to provide reliable grid services as illustrated in FERC 755. First, the distributed installation of DES requires a comprehensive cyber-physical dynamic system (CPDS) modeling to fully consider the impacts of the communication latency variability on its real time FR provision capability. Unlike the conventional generators, there are two-layer communication between DERs and system operators which increase the communication delay. Second, unlike the conventional generators whose dynamic models have been comprehensively studied, the difference among individual DER components' power-dynamic characteristic brings challenges in the accurate dynamic AGC modeling of its power-frequency relationship. Third, the temporal dependent state of charge uncertainty of DERs challenges DERs' power and frequency regulation capacities scheduling in the look-ahead generation scheduling. Therefore, the aggregator should optimize the frequency regulation provision from individual DER in real time. To overcome these challenges, this project proposes a cyber-physical dynamic system (CPDS) model to handle the uncertainty of DERs two-layer communication latency and power dynamics. The variability of DERs' communication delay and dynamic constraints will be comprehensively modeled. The DERs' AGC model with communication delay is designed to validate DESs' frequency regulation services. Like current performance-based frequency regulation evaluation, the delivery of DERs' frequency regulation will be assessed through post-analysis of the actual AGC response with respect to the AGC control signal from system operators. Consequently, the reliability improvement with DERs providing reliable frequency regulation services can be evaluated from a comprehensive perspective considering all the dynamics of communication and power.

Electrical Fault Detection, Power Quality, Distributed Energy Resource Use Cases, and Cyber Event Applications with the Cyber Grid Guard System Using Distributed Ledger Technology

Electrical utilities continue to deploy more intelligent electronic devices (IEDs) inside and outside electrical substation and are associated with distributed energy resources (DERs). The integrity and confidentiality of data from IEDs is crucial, and distributed ledger technology (DLT) could improve the resilience of microgrids by helping to make these data more secure. The most popular applications using blockchain technology for electrical utilities is in the field is based on energy trading. However, the dynamism of the penetration of customer owned DERs and the deployment of sensors with IEDs have led to the identification of new applications using DLT that are focused on other areas, such as monitoring, operation and management of the grid and its assets. In addition, the majority of studies on electrical grid applications with blockchain were validated with software simulations. Although general monitoring of power systems for using DLT could be evaluated in operational electric grids, other DLT research applications such as defense against cyber-attacks and/or electrical fault detection are not likely to be performed in a real infrastructure because of possible risks to the network/equipment security. This report summarizes the application of power system applications using distributed ledger technology (DLT), providing a secure DLT framework for collecting data from IEDs like power meters and protective relays inside and outside of an electrical substation and/or between two different electrical utilities. In this study, the use case scenarios were created and assessed for different power system application by using DLT. The electrical fault detection for faulted phases (1), power quality monitoring of phase voltage magnitudes, frequency levels and load power factor (2), DERs use case monitoring (3), and cyber-event applications (4) were performed in a test bed with a Cyber-Grid Guard (CGG) system using DLT. It had a real-time simulator with power meters and protective relays in-the-loop. The first section of this report presents a literature review of power system applications using blockchain at research level. The second section shows the theory and equations used on this report. The third section shows the description of the test bed, equipment, architecture, and electrical grid diagrams. The fourth section shows the experimental models and use case scenarios that were performed for the electrical fault detection, power quality, DERs use case, and cyber event applications with the CGG system using DLT. The fifth section shows the results collected from the tests based on comparing the time stamped events of the analog signals from the IEDs, DLT computer and real time simulator. The sixth section performed the discussion of the results for the use case scenarios. Finally, section seven presents the conclusions for this report were presented.

Cybersecurity Standards for Distributed Energy Resources: Gaps and Harmonization Strategy

This report examines cybersecurity standards for Distributed Energy Resources (DERs) in light of their rapid growth and increasing integration into energy systems. It identifies critical gaps in existing frameworks, including inadequate coverage of DER-specific challenges, complexities in implementing comprehensive standards, integration issues with legacy systems, adoption hurdles for newer standards, and a lack of harmonization across regulatory landscapes. The analysis highlights vulnerabilities such as data integrity risks, unauthorized device control, and denial-of-service attacks across various DER technologies like solar PV, wind turbines, energy storage systems, and hydrogen fuel cells. The report proposes a harmonization strategy to address these deficiencies by developing unified cybersecurity requirements, certification programs, and training resources while fostering collaboration among stakeholders such as government agencies, industry groups, DER operators, manufacturers, and research institutions. A phased roadmap is outlined to refine and implement these measures through pilot testing and widespread adoption. Ultimately, the report underscores the urgent need for coordinated efforts to enhance DER cybersecurity and ensure the reliable operation of future energy systems.

Probabilistic Deliverability Assessment of Distributed Energy Resources via Scenario-Based AC Optimal Power Flow

As electric grids decarbonize and distributed energy resources (DERs) become increasingly prevalent, interconnection assessments must evolve to reflect operational variability and control flexibility. This paper highlights key modeling limitations observed in practice and reviews approaches for modeling uncertainty. It then introduces a Probabilistic Deliverability Assessment (PDA) framework designed to complement and extend existing procedures. The framework integrates scenario-based AC optimal power flow (AC OPF), corrective dispatch, and optional multi-temporal constraints. Together, these form a structured methodology for quantifying DER utilization, deliverability, and reliability under uncertainty in load, generation, and topology. Outputs include interpretable metrics with confidence intervals that inform siting decisions and evaluate compliance with reliability thresholds across sampled operating conditions. A case study on Puerto Rico’s publicly available bulk power system model demonstrates the framework’s application using minimal input data, consistent with current interconnection practice. Across staged fossil generation retirements, the PDA identifies high-value DER sites and regions requiring additional reactive power support. Results are presented through mean dispatch signals, reliability metrics, and geospatial visualizations, demonstrating how the framework provides transparent, data-driven siting recommendations. The framework’s modular design supports incremental adoption within existing workflows, encouraging broader use of AC OPF in interconnection and planning contexts.

Ultraviolet photometry from the Orbiting Astronomical Observatory. XXI - Absolute energy distribution of stars in the ultraviolet

The absolute energy distribution in the ultraviolet is given for the stars alpha Vir, eta UMa, and alpha Leo. The calibration is based on absolute heterochromatic photometry between 2920 and 1370 A carried out with an Aerobee sounding rocket. The fundamental radiation standard is the synchrotron radiation from 240-MeV electrons in a certain synchrotron storage ring. On the basis of the sounding-rocket calibration, the preliminary OAO-2 spectrometer calibration has been revised; the fluxes for the three program stars are tabulated in energy per second per square centimeter per unit wavelength interval.

Electron energy distributions in the extended gas nebulae associated with high-z AGN: Maxwell–Boltzmann versus κ distributions

ABSTRACT Emission line observations together with photoionization models provide important information about the ionization mechanisms, densities, temperatures, and metallicities in active galactic nuclei (AGN)-ionized gas. Photoionization models usually assume Maxwell–Boltzmann (M–B) electron energy distributions (EED), but it has been suggested that using κ distributions may be more appropriate and could potentially solve the discrepancies in temperatures and abundances found in HII regions and planetary nebulae. We consider the impact of the presence of κ distributions in photoionized nebulae associated with AGN and study how this might affect spectral modelling and abundance analyses for such regions. Using the photoionization code MAPPINGS 1e, we compute models adopting M–B and κ distributions of electron energies and compare the behaviour of emission line ratios for different values of κ, gas metallicity, density, ionization parameter, and SED slope. We find that the choice of EED can have a large impact on some UV and optical emission lines emitted by photoionized nebulae associated with AGN, and that the impact of adopting a κ distribution is strongly dependent on gas metallicity and ionization parameter. We compile a sample of line ratios for 143 type 2 AGN and compare our models against the observed line ratios. We find that for 98 objects, κ distributions provide a better fit to the observed line ratios than M–B distributions. In addition, we find that adopting κ-distributed electron energies results in significant changes in the inferred gas metallicity and ionization parameter in a significant fraction of objects.

Real-Time Hardware-in-the-Loop Distributed Energy Resources System Testbed using IEEE 2030.5 Standard

IEEE 2030.5 standard is drawing special attention among communication protocols for smart inverters and distributed energy resources (DER). Moreover, California Rule 21 mandates new DER must be ready to communicate to a host utility using the IEEE 2030.5 standard. Therefore, development of an effective real-time simulation method for managing DER using IEEE 2030.5 network is crucial. This paper presents a real-time hardware-in-the-loop (HIL) DER system testbed using the IEEE 2030.5 standard. The proposed real-time co-simulation testbed consists of a DER physical system simulation using OP AL-RT real-time simulator and a cyber system simulation including DER gateways and a DER management system (DERMS) cloud server. Custom-built client and server programs are developed to meet the compliant with IEEE 2030.5-2018 standard and implemented in the DER gateways and a DERMS server, respectively. Furthermore, the feasibility of the proposed testbed for DER systems is validated by experiments.

TrustDER: Trusted, Private and Scalable Coordination of Distributed Energy Resources

In this project, the Stanford and SLAC Teams have developed a Trusted, Private and Scalable platform for coordinating Coordination of Distributed Energy Resources (TrustDER). This is a layered system that ensures private, trusted and scalable coordination and monitoring of DERs. It accommodates a variety of resources, such as solar generation, gensets and loads, with a particular focus on battery systems-based resources, as they are a transformational technology experiencing fast growth in adoption by large critical facilities. The platform can be used as standalone or added to existing aggregation systems to enable trust, privacy and resilience. TrustDER consists of layers that address each of the shortcomings of the existing state of the art. Each layer in the platform can operate independently but provides information to the layers above it to enable a novel form of overall coordination architecture. The project consists of several tasks, with each task dedicated to the design of each layer. Task 2 Resource Virtualization defined a software abstraction layer for distributed energy resources (DERs). The goal of this abstraction was to simplify the implementation of algorithms utilizing cooperation of DERs resources in a variety of use cases. Task 3 is on Secure ID for Asset Authentication. Identity Management Systems (IDMS) are a foundational infrastructure for interactions between entities (organizations, users, devices, and services). Secure ID is blockchain-based a distributed identity management system allowing (1) identity provisioning, (2) authentication, (3) authorization, and (4) identity data sharing for IoT-enabled assets on the electricity grid. In this project, the SLAC team focused on designing and testing Keymaker, a protocol for authenticating device identity managed by Secure ID. Task 5 Private and Safe Integration is focused on the design and evaluation of a DER cooperation scheme which allows for the aggregation of DERs without impacting network reliability. The approach is designed based on realistic assumptions regarding data availability, communication infrastructure limitations, and privacy. Task 6 Scalable Distributed Privacy for Information explored how virtualized batteries could be managed privately. Specifically, it examined the case in which a principal provides a partitioned battery to multiple clients. Task 7 Use Cases was to ensure that this technology was applied in relevant situations and scenarios. Primarily, this means that virtualization needed to be employed in a manner that either improved flexibility, bolstered security or privacy, or decreased costs.

Recommendations for Distributed Energy Resource Access Control

Cybersecurity for internet - connected Distributed Energy Resources (DER) is essential for the safe and reliable operation of the US power system. Many facets of DER cybersecurity are currently being investigated within different standards development organizations, research communities, and industry committees to address this critical need. This report covers DER access control guidance compiled by the Access Controls Subgroup of the SunSpec/Sandia DER Cybersecurity Workgroup. The goal of the group was to create a consensus - based technical framework to minimize the risk of unauthorized access to DER systems. The subgroup set out to define a strict control environment where users are authorized to access DER monitoring and control features through three steps: (a) user is identified using a proof-of-identity, (b) the user is authenticated by a managed database, (c) and the user is authorized for a specific level of access. DER access control also provides accountability and nonrepudiation within the power system control environment that can be used for forensic analysis and attribution in the event of a cyber-attack. This paper covers foundational requirements for a DER access control environment as well as offering a collection of possible policy, model, and mechanism implementation approaches for IEEE 1547-mandated communication protocols.

Review of Intrusion Detection Methods and Tools for Distributed Energy Resources

Recent trends in the growth of distributed energy resources (DER) in the electric grid and newfound malware frameworks that target internet of things (IoT) devices is driving an urgent need for more reliable and effective methods for intrusion detection and prevention. Cybersecurity intrusion detection systems (IDSs) are responsible for detecting threats by monitoring and analyzing network data, which can originate either from networking equipment or end-devices. Creating intrusion detection systems for PV/DER networks is a challenging undertaking because of the diversity of the attack types and intermittency and variability in the data. Distinguishing malicious events from other sources of anomalies or system faults is particularly difficult. New approaches are needed that not only sense anomalies in the power system but also determine causational factors for the detected events. In this report, a range of IDS approaches were summarized along with their pros and cons. Using the review of IDS approaches and subsequent gap analysis for application to DER systems, a preliminary hybrid IDS approach to protect PV/DER communications is formed in the conclusion of this report to inform ongoing and future research regarding the cybersecurity and resilience enhancement of DER systems.
