Resilient State Recovery Using Prior Measurement Support Information

Resilient state recovery of cyber-physical systems has attracted much research attention due to the unique challenges posed by the tight coupling between communication, computation, and the underlying physics of such systems. By modeling attacks as additive adversary signals to a sparse subset of measurements, this resilient recovery problem can be formulated as an error correction problem. To achieve exact state recovery, most existing results require less than 50% of the measurement nodes to be compromised, which limits the resiliency of the estimators. In this paper, we show that observer resiliency can be further improved by incorporating data-driven prior information. Here, we provide an analytical bridge between the precision of prior information and the resiliency of the estimator. By quantifying the relationship between the estimation error of the weighted ℓ 1 observer and the precision of the support prior, this quantified relationship provides guidance for the estimator’s weight design to achieve optimal resiliency. Several numerical simulations and an application case study are presented to validate the theoretical claims.

Multi-level optimization with the koopman operator for data-driven, domain-aware, and dynamic system security

Cyber-Physical Systems (CPSs) like the power grid are critically important but also increasingly vulnerable; ensuring reliable system operation in the face of disruptions is becoming more and more challenging. Multi-Level Optimization (MLO) is a powerful way to model adversarial interactions, which naturally makes it applicable to studying CPS security. However, MLO typically does not address underlying system dynamics, and incorporating nonlinear dynamics is generally infeasible. In this paper, we show how to combine MLO with the Koopman Operator (KO) to remedy this. The KO maps nonlinear dynamics to a lifted space in which those dynamics are linear, thus making it ideal for use with MLO. Moreover, the structure of the KO also provides convenient ways to incorporate domain knowledge into the data-driven process of learning the KO representation of a given system. Here we then demonstrate the use of MLO-KO on a small example problem taken from the power grid domain, discuss the scalability and computational cost of MLO-KO, and identify future research directions for this work.

Rapid Monitoring and Defense Approach for Resilience Improvement of Grid Cyber Security

Cyber-physical systems and electric utilities significantly depend on the reliability and efficiency of information and operational technology. However, false data injection attacks based on synchrophasor measurement data pose a serious threat to the safe and reliable operation of modern power systems. Here, to mitigate this problem, a rapid monitoring and defense approach is proposed to defend against cyber attacks. Initially, the Time and Frequency based Convolutional neural Network (TFCN) is proposed to detect different types of attacks. Within the TFCN, the advances are that both time and frequency domain information can be fused without extra spectrum analysis methods, and can save detection time to speed the calculation efficiency using the developed time-frequency block. Next, a comprehensive defense strategy is developed for multiple cyber attacks to ensure the stability and resilience of the power system according to the feedback detection results. The advances of this strategy are that different control strategies can be automatically selected to recover the stability to the greatest extent according to the detected attacks. To verify the effectiveness of the proposed approach, the high-speed frequency measurements collected from the wide-area monitoring system are used. The results demonstrate that the cyber attack detection performance can reach 95.57% accuracy, outperforming both traditional and some advanced neural networks. Importantly, the defense strategy is conducted and verified in a modified IEEE 39 bus system as well, which illustrates profound performance in faster stability restoration.

DER Cybersecurity Detection and Response Suite

SAND2024-08475O The Distributed Energy Resource (DER) Cybersecurity Detection and Response Suite is a solution for distributed energy resource (DER) systems. The DER Security Orchestration, Automation, and Response (SOAR) solution that uses alerts from signature- and behavior-based Intrusion Detection Systems are intended to be deployed as bump-in-the-wire (BITW) devices in front of DER equipment. The fielded application would use multiple intrusion detection systems that report data to SOAR to respond to cyberattacks. The suite consists of two software components: • The proactive intrusion detection and mitigation system (PIDMS) secures grid-edge photovoltaic smart inverters and other equipment in distributed energy resource systems. It is a distributed BITW solution; cyber and physical data are automatically processed using network inspection tools and custom machine learning algorithms to detect abnormal events and correlate cyber-physical events. • The Security Orchestration, Automation, and Response for Distributed Energy Resources (SOAR4DER) application ingests data from several intrusion detection systems to quickly block attacks and revert DER systems to good states. Using a collection of intrusion detection system technologies on a BITW device, it incorporates physical and cyber data to detect abnormal and potential malicious behaviors. Multiple SOAR playbooks then use the intrusion detection system data streams to automatically defend the system. SOAR4DER system testing showed detection and response times under 30 seconds for all adversary reconnaissance, denial-of-service attacks, malicious Modbus commands, brute-force logins, and machine-in-the-middle attacks. Systems and methods for control system security

A component security device may be disposed at an interface between a component and a cyber-physical system. The disclosed component security device may be physically and/or electrically coupled between the component and infrastructure of the cyber-physical system, such as a backplane, bus, and/or the like. The component security device may be configured to monitor the component, and selectively isolate the component from the cyber-physical system. Since the component security device is interposed at the interface of the component, the component security device may be capable of isolating the component regardless of whether the component has been compromised (e.g., regardless of whether the component is capable of complying with system commands).

Building Cybersecurity Educational Materials for Students: The Windfarm Capture-The-Flag Exercise

Securing and protecting critical infrastructure in an increasingly digital world is vital but it is all too often an afterthought. It is especially important that students become aware of internet safety and security at an early age. However, the availability of interactive and educational cybersecurity material targeted toward students is minimal in the United States. Here we show an example of interactive cyber security educational material that an educator can use in their classroom to encourage students to think about the interaction between real-world physical objects, cyber security, and information security. By putting together a “capture-the-flag” exercise, students can see in real time how hackers and cybercriminals exploit vulnerabilities and gain access information. The students try to “capture” the “flag” (i.e., information) in the wind farm by looking for oddities in the code or by taking advantage of weaknesses in everyday protocols. Students can also see how cybersecurity interacts with the power grid through the wind farm project scenario and how a hacker could cause serious problems to a critical infrastructure sector. Our goal for the project is getting students interested in cybersecurity and help them develop an awareness of how important having robust security systems is. We also hope that this project demonstrates the importance of introducing these concepts early and inspires others to create similar projects geared toward students.

Virtualizing Industrial Control Networks for Cyber Resilience Experiments

Industrial control systems (ICS) networks are undergoing constant shifts to accommodate new security measures. It is challenging to test varying network configurations and security tools with physical systems as they typically include large, expensive equipment. Not only this, but researchers often do not have access to this type of equipment for development of new security tools and techniques. As a solution to these issues, this work presents a set of tools for utilizing GNS3 and Docker as a virtual ICS network. Additionally, the virtual network can be attached to physical devices including network switches, hardware simulations, and intelligent electronic devices (IEDs). Two case studies showcase a relatively complex automatically generated network and an attack on a simple ICS network with an example mitigation.

Improving the Cyber Resiliency and Security Posture of Public Power (Final Report)

The key objective of Improving the Cyber Resiliency and Security Posture of Public Power (Project) was to develop a culture of cyber resiliency and security within the public power community. The relative smaller size and unique structure of community-owned electric utilities can sometimes present challenges in immediate recognition of threats and the escalation of potential incidents. The Project offered targeted education, coordination, capability building, and resources to help the public power community better understand, install, and implement cyber and physical resiliency and security systems. The American Public Power Association (APPA) accelerated efforts to develop resources for and with the public power community to understand and implement resiliency, cybersecurity and cyber-physical solutions, including refining and improving the adoption of advanced control concepts. The Project consisted of four major multi-pronged tasks which included: 1) Advance cyber resiliency and security assessments; 2) Conduct, evaluate, and use the results of onsite vulnerability assessments; 3) Research, evaluate, deploy, and integrate both commercial and pre-commercial security technologies; and 4) Research, evaluate, and implement information sharing mechanisms.

Design and evaluation of a cyber‐physical testbed for improving attack resilience of power systems

Abstract A power system is a complex cyber‐physical system whose security is critical to its function. A major challenge is to model, analyse and visualise the communication backbone of the power systems concerning cyber threats. To achieve this, the design and evaluation of a cyber‐physical power system (CPPS) testbed called Resilient Energy Systems Lab (RESLab) are presented to capture realistic cyber, physical, and protection system features. RESLab is architected to be a fundamental platform for studying and improving the resilience of complex CPPS to cyber threats. The cyber network is emulated using Common Open Research Emulator (CORE), which acts as a gateway for the physical and protection devices to communicate. The physical grid is simulated in the dynamic time frame using Power World Dynamic Studio (PWDS). The protection components are modelled with both PWDS and physical devices including the SEL Real‐Time Automation Controller (RTAC). Distributed Network Protocol 3 (DNP3) is used to monitor and control the grid. Then, the design is exemplified and the tools are validated. This work presents four case studies on cyberattack and defence using RESLab, where we demonstrate false data and command injection using Man‐in‐the‐Middle and Denial of Service attacks and validate them on a large‐scale synthetic electric grid.
