Employee Communication at the NASA Langley Research Center

The means of employee communication at the NASA Langley Research Center are reported, and their effectiveness evaluated. The history, purpose, and structure of the organization as well as the employee educational background and salary status are discussed. Some of the approaches used by Langley Research Center management in communicating with their men are addressed and compared with recommendations of experts in employee communication. The results of personal interviews involving both employee and management assessment of management-employee communication are presented and evaluated. Employees need a great deal more recommunication from management providing rationale behind the cancellation of existing projects or the disapproval of proposed research projects. Also NASA management needs to establish a policy and guidelines for the rapid and simultaneous dissemination of all non-restricted information to employees during organizational activities having potential adverse effects on large numbers of personnel. Finally some improvements should be made in employee orientation procedures.

Definition of Earth Resources Policy and Management Problems in California

The activities of the Social Sciences Group in solving earth resources management problems as related to social factors, are reported. Major efforts of the Group revolved around identifying potential users of ERTS data, ascertain the user's needs, and assay the organizational impacts of new and technologically advanced sources of information. Attempts were also made to develop a linear programming model to be used in decision making with respect to resources being observed by ERTS and other remote sensing vehicles. The cost effectiveness of solving these management problems is discussed.

Census Cities Project and Atlas of Urban and Regional Change

The Census Cities Project has several related purposes: (1) to assess the role of remote sensors on high altitude platforms for the comparative study of urban areas; (2) to detect changes in selected U.S. urban areas between the 1970 census and the time of launching of an earth-orbiting sensor platform prior to the next census; (3) to test the utility of the satellite sensor platform to monitor urban change (When the 1970 census returns become available for small areas, they will serve as a control for sensor image interpretation.); (4) to design an information system for incorporating graphic sensor data with census-type data gathered by traditional techniques; (5) to identify and design user-oriented end-products or information services; and (6) to plan an effective organizational capability to provide such services on a continuing basis.

The Policy Formation Process: A Conceptual Framework for Analysis

A conceptual framework for analysis which is intended to assist both the policy analyst and the policy researcher in their empirical investigations into policy phenomena is developed. It is meant to facilitate understanding of the policy formation process by focusing attention on the basic forces shaping the main features of policy formation as a dynamic social-political-organizational process. The primary contribution of the framework lies in its capability to suggest useful ways of looking at policy formation reality. It provides the analyst and the researcher with a group of indicators which suggest where to look and what to look for when attempting to analyze and understand the mix of forces which energize, maintain, and direct the operation of strategic level policy systems. The framework also highlights interconnections, linkage, and relational patterns between and among important variables. The framework offers an integrated set of conceptual tools which facilitate understanding of and research on the complex and dynamic set of variables which interact in any major strategic level policy formation process.

Methods of measurement for semiconductor materials, process control, and devices

This progress report describes NBS activities directed toward the development of methods of measurement for semiconductor materials, process control, and devices. Significant accomplishments during this reporting period include design of a plan to provide standard silicon wafers for four-probe resistivity measurements for the industry, publication of a summary report on the photoconductive decay method for measuring carrier lifetime, publication of a comprehensive review of the field of wire bond fabrication and testing, and successful completion of organizational activity leading to the establishment of a new group on quality and hardness assurance in ASTM Committee F-1 on Electronics. Work is continuing on measurement of resistivity of semiconductor crystals; characterization of generation-recombination-trapping centers in silicon; study of gold-doped silicon; development of the infrared response technique; evaluation of wire bonds and die attachment; and measurement of thermal properties of semiconductor devices, delay time and related carrier transport properties in junction devices, and noise properties of microwave diodes.

Register of experts for information on mechanics of structural failure

A list of approximately 150 experts from approximately 60 organizations who have published results of theoretical and/or experimental research related to six problem areas in the mechanics of structural failure is presented. Each author included is listed by organizational affiliation, address and principal field of expertise. The initial criteria for the selection of names for the register are recent contributions to the literature, participation in or support of relevant research programs, and referral by peers. The purpose of the register is to present, in easy reference form, sources for dependable information regarding failure modes and mechanisms of aerospace structures. The Register includes two indexes: an alphabetical listing of the experts and an alphabetical listing of the organizations with whom they are affiliated.

Apollo experience report: Evolution of the rendezvous-maneuver plan for the lunar-landing missions

The evolution of the nominal rendezvous-maneuver plan for the lunar landing missions is presented along with a summary of the significant development for the lunar module abort and rescue plan. A general discussion of the rendezvous dispersion analysis that was conducted in support of both the nominal and contingency rendezvous planning is included. Emphasis is placed on the technical developments from the early 1960's through the Apollo 15 mission (July to August 1971), but pertinent organizational factors also are discussed briefly. Recommendations for rendezvous planning for future programs relative to Apollo experience also are included.

The Delta Launch Vehicle Model 2914 Series

The newest Delta launch vehicle configuration, Model 2914 is described for potential users together with recent flight results. A functional description of the vehicle, its performance, flight profile, flight environment, injection accuracy, spacecraft integration requirements, user organizational interfaces, launch operations, costs and reimbursable users payment plan are provided. The versatile, relatively low cost Delta has a flight demonstrated reliability record of 92 percent that has been established in 96 launches over twelve years while concurrently undergoing ten major upratings to keep pace with the ever increasing performance and reliability requirements of its users. At least 40 more launches are scheduled over the next three years from the Eastern and Western Test Ranges.

Public science policy and administration

Science, the overwhelming concern of our time, is no longer a matter of private research and development but one of public policy and administration, in which government, industry, foundations, and educational institutions must all work together as never before. Few other single tasks are of such decisive importance to the collective and individual welfare of American citizens as the formulation of public science policy and the administration of scientific programs. Eleven national authorities of varied background in science, education, and government administration contribute their experience and their judgment in an effort to deal with the major aspects of the subject. Their focus is on the meeting of actual problems; they consider the decision making process in both public and public-private organizations. Topics are grouped in three general categories: personnel needs and resources, organizational problems and techniques, and the administrative role in policy leadership.

TDRSS data handling and management system study. Ground station systems for data handling and relay satellite control

Results of a two-phase study of the (Data Handling and Management System DHMS) are presented. An original baseline DHMS is described. Its estimated costs are presented in detail. The DHMS automates the Tracking and Data Relay Satellite System (TDRSS) ground station's functions and handles both the forward and return link user and relay satellite data passing through the station. Direction of the DHMS is effected via a TDRSS Operations Control Central (OCC) that is remotely located. A composite ground station system, a modified DHMS (MDHMS), was conceptually developed. The MDHMS performs both the DHMS and OCC functions. Configurations and costs are presented for systems using minicomputers and midicomputers. It is concluded that a MDHMS should be configured with a combination of the two computer types. The midicomputers provide the system's organizational direction and computational power, and the minicomputers (or interface processors) perform repetitive data handling functions that relieve the midicomputers of these burdensome tasks.
