An integrated strategy for aircraft/airport noise abatement: A legal-institutional control act section 7 to the noise control act of 1972 and proposals based thereon

The development of the aircraft noise control structure since the Griggs case of 1962 was examined. The Noise Control Act of 1972 is described which undertook to establish the legal-institutional framework within which an adequate aircraft/airport noise abatement program might be initiated with concern for full recognition of all the beneficial and detrimental consequences of air transportation and appropriate distribution of benefits and costs.

Main lines of scientific and technical research at the Soviet Jet Propulsion Research Institute (RNII), 1933 - 1942

The rapid development of rocketry in the U.S.S.R. during the post-war years was due largely to pre-war activity; in particular, to investigations conducted in the Jet Propulsion Research Institute (RNII). The history of RNII commenced in 1933, resulting from the merger of two rocket research organizations. Previous research was continued in areas of solid-propellant rockets, jet-assisted take-off of aircraft, liquid propellant engines (generally with nitric acid as the oxidizer), liquid-propellant rockets (generally with oxgen as the oxidizer), ram jet engines, rockets with and without wings, and rocket planes. RNII research is described and summarized for the years 1933-1942.

Institutional and environmental aspects of geothermal energy development

Until recently, the majority of work in geothermal energy development has been devoted to technical considerations of resource identification and extraction technologies. The increasing interest in exploiting the variety of geothermal resources has prompted an examination of the institutional barriers to their introduction for commercial use. A significant effort was undertaken by the Jet Propulsion Laboratory as a part of a national study to identify existing constraints to geothermal development and possible remedial actions. These aspects included legislative and legal parameters plus environmental, social, and economic considerations.

The role of World Data Centers and the Lunar and Planetary Institute in the international exchange of lunar and planetary data

The success of many lunar and planetary investigations has resulted in the accumulation of a mass of data in a myriad of formats and medias. The application of these data to comparative planetology, origin of the solar system, and potential industrial applications of space has made it necessary for scientists from many disciplines to have access to the data. The collections of these data are so diverse that it is often difficult to select what is needed based on catalog information alone. The Lunar and Planetary Institute (LPI) proposes to bring the user and the data together. As a research support organization operated by the Universities Space Research Association, the LPI through its active Visiting Scientist Program, a balanced program of study workshops and topical conferences, and organized and supervised data collections has assisted scientists, educators, and students to review, study, and obtain the data necessary to the pursuit of their research.

LANDSAT technology transfer to the private and public sectors through community colleges and other locally available institutions

The results achieved during the first eight months of a program to transfer LANDSAT technology to practicing professionals in the private and public sectors (grass roots) through community colleges and other locally available institutions are reported. The approach offers hands-on interactive analysis training and demonstrations through the use of color desktop computer terminals communicating with a host computer by telephone lines. The features of the terminals and associated training materials are reviewed together with plans for their use in training and demonstration projects.

Current legal and institutional issues in the commercialization of phosphoric acid fuel cells

Legal and institutional factors affecting the development and commercial diffusion of phosphoric acid fuel cells are assessed. Issues for future research and action are suggested. Perceived barriers and potential opportunities for fuel cells in central and dispersed utility operations and on-site applications are reviewed, as well as the general concept of commercialization as applied to emerging energy technologies.

First 3 years of operation of RIACS (Research Institute for Advanced Computer Science) (1983-1985)

The focus of the Research Institute for Advanced Computer Science (RIACS) is to explore matches between advanced computing architectures and the processes of scientific research. An architecture evaluation of the MIT static dataflow machine, specification of a graphical language for expressing distributed computations, and specification of an expert system for aiding in grid generation for two-dimensional flow problems was initiated. Research projects for 1984 and 1985 are summarized.
