The Bipartisan Infrastructure Law Provides Opportunities for Water Power Across Several Programs

President Biden signed the Infrastructure Investment and Jobs Act into law on November 15, 2021. The $1.2 trillion deal, commonly called the Bipartisan Infrastructure Law (BIL), is a long-term investment in the nation’s infrastructure, workers, families, and competitiveness. The investment is historic for the U.S. Department of Energy (DOE), which will receive more than $62 billion from the BIL to stand up 60 new programs, including 16 demonstration and 32 deployment programs, and expand funding for 12 existing research, development, demonstration, and deployment programs. The BIL-funded programs outlined in this fact sheet are most relevant for hydropower and marine energy.

Best Practices for Enhancing Performance Contracts with Monitoring-Based Commissioning

Fact sheet highlights best practices for incorporating monitoring-based commissioning (MBCx), a type of energy management information system (EMIS), in performance contracts. It draws from the Federal Energy Management Program (FEMP) report, Enhancing Performance Contracts Using Monitoring-based Commissioning. MBCx is commercially available, yet is underutilized in performance contracts. MBCx can result in significant benefits for both a federal facility and the performance contractor.

Achieving American Leadership in the Grid Storage Supply Chain Factsheet

To meet growing demand for long duration energy storage, domestic manufacturing will have to increase significantly. The use of renewables is rapidly increasing, and the adaption of electric vehicles is on the rise, which will require the national grid to not only produce and deliver electricity, but also store it reliably and cost-effectively. The International Energy Agency (IEA) recently released a report showing that to reach a goal of net-zero emissions by 2050, grid storage will need to grow to almost 2,500 gigawatt hours (GWh) in less than a decade. Currently, across the globe, battery technologies provide over 30 GWh of grid storage(BloombergNEF, 2020) while pumped storage hydropower (PSH)provides 160 gigawatts (GW) of long-duration energy storage (LDES) (PSH) (U.S. Department of Energy, 2020). This fact sheet summarizes strategies to address key vulnerabilities in the grid storage supply chain, the United States. These strategies include: • Developing domestic, sustainable manufacturing and recycling capabilities along the energy storage supply chain. • Maximizing the use of domestic resources by focusing on second-life and recycling technologies. • Enabling the diversification and deployment of grid storage technologies through targeted research activities. Addressing these opportunities will have significant impacts with respect to increasing well-paying skilled domestic jobs, improving the gross domestic product (GDP), and ensuring minimal environmental and climate impacts.

Achieving American Leadership in the Hydrogen Supply Chain Factsheet

Hydrogen has been identified as a key energy option to enable full decarbonization of the energy system. A secure, resilient supply chain will be critical to achieving emissions reductions and capturing the economic opportunity inherent in the energy sector transition. Electrolyzers and fuel cells are two critical components of the hydrogen supply chain that today are largely nascent industries with limited data on supply chain needs and constraints. This fact sheet summarizes findings from an accompanying report that is one in a series of deep dive assessments of the energy industrial base called for in Executive Order 14017 on America’s supply chains. The report identifies key considerations for the development of water electrolyzer and fuel cell supply chains and materials, focusing on polymer electrolyte and solid oxide technologies, to meet future demand for hydrogen produced by electrolysis and achieve U.S. decarbonization goals.

Energy Management Information Systems Cybersecurity Best Practices

Energy management information systems (EMIS) are a broad and rapidly evolving family of tools that monitor, analyze, and control building energy use and system performance. Critical systems are often integrated with or operate on the same networks as EMIS scope systems, necessitating stable, continuous, and secure communication. When connecting EMIS to building automation and utility control systems, there are also many physical assets that could cause harm to the building and its occupants if a malicious act or human error were introduced. It is imperative to ensure all EMIS scope systems are connected securely to the EMIS and do not open vulnerable pathways to other facility networks and operations. The Federal Energy Management Program (FEMP) promotes best practices for impactful utilization of EMIS at federal facilities. This best practice document is part of a series of fact sheets created to help accelerate the market adoption and use of EMIS in the federal sector. It provides an overview of required EMIS cybersecurity standards for compliance and authority to operate along with additional recommendations.

National Community Solar Partnership Multifamily Affordable Housing Portfolio Screening Approach

Community solar offers multiple benefits to providers and residents of multifamily affordable housing (MFAH), including access to affordable renewable energy for low- and moderate-income households, tax credits and other financial benefits for property owners, and increased community resilience when paired with energy storage. Even so, MFAH providers interested in realizing these benefits may need support to identify where to start or how to expand and accelerate solar deployment across their property portfolios once they have completed their first few installations. This fact sheet describes a portfolio screening approach for MFAH providers to evaluate their multi-state building portfolios for community solar project viability. The approach was developed by the National Renewable Energy Laboratory as part of its support for the National Community Solar Partnership (NCSP) MFAH Collaborative. By utilizing NREL's companion Policy Screening Workbook in conjunction with the web-based tools PVWatts® Calculator and REopt™ (Renewable Energy Integration and Optimization), MFAH providers can take a data-informed approach to identifying and prioritizing buildings in their portfolios that are most amenable to community solar development.
