INSEN 2023 Yearly Updates

The International Nuclear Security Education Network (INSEN) is the primary international network for nuclear security educational initiatives. INSEN plays a central role in fostering collaboration and knowledge-sharing among nuclear security education experts worldwide. In the wake of the global pandemic, INSEN remained committed to strengthening nuclear security education and resumed in-person activities. The International Atomic Energy Agency (IAEA) confirmed its continued dedication and support to the network’s mission and presented new activities aimed at elevating global nuclear security efforts. Throughout the year and during the annual and leadership meetings, working groups showcased their vibrant work and presented innovative ideas, invigorating the attendees’ dedication to their crucial work. Comprehensive presentations by the IAEA during the INSEN annual and leadership meetings highlighted the importance of the network and its continued commitment to promoting nuclear security on a global scale. One notable and encouraging trend was the increase in network membership, signifying a growing commitment to nuclear security worldwide and the continued interest in nuclear security from member states and international organizations. The value of initiatives such as the Women in Nuclear Security Initiative was emphasized at the annual meeting, accenting the need for diverse perspectives and expertise to ensure a secure nuclear landscape.

Resumption of SFR Overpower Testing and Post-Transient Examination of the THOR-C-2 Irradiation Test

Transient overpower testing for fuel safety research and development has resumed at Idaho National Laboratory. The THOR-C-2 commissioning test has been performed and post-transient examination has been performed revealing the intended creep rupture failure near the top of the fuel zone. This paves the way for future testing on previously irradiated fuels that will support fuel development and qualification.

Recognizing Institutions that Prepare Students for 21st Century Building Careers

Buildings play a significant role in reaching the White House's goal of a net-zero emissions economy by 2050, so it is critical that building professionals are prepared to design and construct high-efficiency, low-carbon buildings powered by renewables. The U.S. Department of Energy's Zero Energy Design Designation recognizes post-secondary academic programs that prepare students for 21st century building careers. ZEDD is a three-year designation, and as of 2023 almost 40 programs of study from more than 25 institutions have been recognized and supported by DOE for their great work. The University of Cincinnati received the ZEDD designation for the Net Zero Energy Design Track in Architectural Engineering Program. Tracks, majors, minors, and certificates are all eligible for ZEDD. In recent interviews with faculty from the University of Cincinnati and Appalachian State University about their experiences with ZEDD, many common topics came up. Both faculty members mentioned their students who graduate with ZEDD on their resume are often the only people in their future design firms who understand and can create net zero energy designs.

Characterization Techniques Investigated for Characterization of Anomalous Materials in Plutonium Oxide – 25666

The DOE has adopted a Dilute and Dispose approach for processing surplus plutonium which consists of blending plutonium oxide with adulterants and packaging it in a form which is acceptable for disposal at the Waste Isolation Pilot Plant. The feed material for the downblend process is intended to be pure plutonium oxide powder, however other objects are occasionally encountered within the oxide, particularly with legacy material. Potential technologies which could assist in the resolution of incidents where such anomalies are encountered have been investigated. Resolution of these incidents requires characterization of the anomalous object so that plutonium oxide processing can resume and so that a disposition pathway can be determined for the anomalous material. Technologies including gamma ray spectroscopy, alpha-gamma coincidence, LiDAR volumetric measurements, and surface conductivity measurements were investigated for this purpose, with a focus on systems which can be easily introduced into the processing environment when an anomaly is encountered, then removed from the environment after resolution to avoid impeding normal processing activities. This places an emphasis on small and portable measurement systems and systems that can operate in a high-background, oxide-processing environment. Gamma ray systems investigated include the GR1™a CZT detector and the MicroGe™a germanium detector, with a focus on detecting characteristic gamma rays from Pu-239 and other actinides. A gamma ray and alpha particle coincidence method was investigated with the goal of identifying actinides in the presence of a gamma ray background produced by adjacent plutonium oxide material. Leica™b BLK360 G1 and Keyence™c LJ-X8300 LiDAR systems were investigated for use in conjunction with mass measurements to gain accurate material density values, and a Foerster Sigmatest™d 2.070 was tested to determine surface conductivity. The combination of these properties would allow improved identification and characterization of a wide variety of potential anomalous material.

Techniques for recovering from errors when executing software applications on parallel processors

In various embodiments, a software program uses hardware features of a parallel processor to checkpoint a context associated with an execution of a software application on the parallel processor. The software program uses a preemption feature of the parallel processor to cause the parallel processor to stop executing instructions in accordance with the context. The software program then causes the parallel processor to collect state data associated with the context. After generating a checkpoint based on the state data, the software program causes the parallel processor to resume executing instructions in accordance with the context.
