Radiological Recovery Logistics Tool - 20161

Argonne is building and testing a tool, the Radiological Recovery Logistics Tool (RRLT), that can be used during the response and recovery from a radiological or nuclear incident to effectively allocate appropriate commercial and public works equipment to mitigate, remove, and contain radiological contamination. The requirements for this tool - as well as development of the resulting software - is overseen by a steering committee of stakeholders from DHS's National Urban Security Technology Laboratory (NUSTL), the Federal Emergency Management Agency (FEMA), and the Environmental Protection Agency (EPA). One essential requirement is for RRLT to support the efficient and appropriate allocation of resources for a radiological response. Subsequent discussions between ANL and stakeholders have solidified the nature of this support to include identification of the types of resources to be allocated. The study reported in this paper has both factored fundamental concepts and connections out of this identification process and created a Knowledge Base detailing support goals, response scenarios, and efficacy information on dozens of equipment types. In short, RRLT will dynamically apply these findings to situational conditions surrounding contamination incidents. RRLT's Domain, the model of elements, ideas and relationships with which the tool will work, draws concepts from technical reports and stakeholder vocabularies to connect response goals and scenarios to types of equipment that offer utility towards those goals in those scenarios. RRLT's Knowledge Base will contain details on dozens of equipment types and facilitate the operator's discovery and consumption of these details most pertinent to a dynamically selected subset of goals. The core of its Domain Model is based on a report authored by this team. This report [1] contains a comprehensive list of proposed equipment to accomplish various missions or scenarios that might arise after a large-scale radiological contamination incident in an urban environment or critical infrastructure. The report divides potential response and recovery efforts into five support goals: Survey and monitoring of the contaminated area; Mitigation of received dose to first responders: Decontamination (gross and final) of buildings, vehicles, roadways, parks, and other surfaces: Waste management of solid waste generated during recovery operations: and Containment of wastewater and other waste generated during the response and recovery phases. RRLT's development is driven by use cases. A use case is an intention with which a user approaches the software. Use cases are grouped into delivery increments to schedule development, testing, and presentation to stakeholders. This model partitions the system into seven increments: User Arrival and Authentication, Search and Navigation, Equipment Recommendation, Plan Management, Content Management, and Expanded Access. Once a user 15 authenticated, RRLT will present the user with a dashboard that allows them to explore or search RRLT's content. The dashboard will also include a 'Plan' panel for collecting decisions and relevant observations about an incident at hand to facilitate development of an equipment list. RRLT will offer three general modes of access to items in the knowledge base: - Keyword search for direct discovery of items, - Navigation along predetermined paths from recovery goal towards equipment types, and - Interactive guidance towards equipment types by an autonomous software agent: the Equipment Recommendation Wizard. This presentation will detail progress in the development of the RRLT and also discuss opportunities for those interested in providing feedback on its content and functionality. (authors)

INL Soil Contamination Areas - Wildland Fire Radiological Hazards

The largest wildland fire on the INL occurred in 2019 and initiated a reassessment of the hazard of wildfires burning through soil contamination areas. In 2020 during the COVID shutdown, the INL Emergency Management Group and the Radiological Control Group worked together to re-evaluate the hazards from these soil contamination areas that were last evaluated in 2001. The new soil sample data was examined, and the areas were mapped for radiation intensity. A new evaluation of the radiological hazards due to wildfire was completed and issued because of this work. This presentation will describe the work and the methodologies used to complete this re-evaluation.

Emerging Plug Load Management Technologies that Save Energy and Time

This fact sheet introduces two emerging technologies that could streamline plug load management (PLM) for increased energy savings for building owners: learning behavior algorithms (LBA) and automatic and dynamic load detection (ADLD). Plug loads are responsible for 47% of the energy consumed in commercial buildings, yet their distributed and ever-changing nature makes them challenging to manage. PLM systems exist today that use smart plugs to meter and control devices at the outlet level, but their uptake has been relatively slow in part because of the significant labor required for installation and maintenance. LBA and ADLD may address these challenges and provide additional energy efficiency and nonenergy benefits.

A Risk Management Architecture for Emergency Integrated Aircraft Control

Enhanced engine operation--operation that is beyond normal limits--has the potential to improve the adaptability and safety of aircraft in emergency situations. Intelligent use of enhanced engine operation to improve the handling qualities of the aircraft requires sophisticated risk estimation techniques and a risk management system that spans the flight and propulsion controllers. In this paper, an architecture that weighs the risks of the emergency and of possible engine performance enhancements to reduce overall risk to the aircraft is described. Two examples of emergency situations are presented to demonstrate the interaction between the flight and propulsion controllers to facilitate the enhanced operation.

An emerging network storage management standard: Media error monitoring and reporting information (MEMRI) - to determine optical tape data integrity

Sophisticated network storage management applications are rapidly evolving to satisfy a market demand for highly reliable data storage systems with large data storage capacities and performance requirements. To preserve a high degree of data integrity, these applications must rely on intelligent data storage devices that can provide reliable indicators of data degradation. Error correction activity generally occurs within storage devices without notification to the host. Early indicators of degradation and media error monitoring 333 and reporting (MEMR) techniques implemented in data storage devices allow network storage management applications to notify system administrators of these events and to take appropriate corrective actions before catastrophic errors occur. Although MEMR techniques have been implemented in data storage devices for many years, until 1996 no MEMR standards existed. In 1996 the American National Standards Institute (ANSI) approved the only known (world-wide) industry standard specifying MEMR techniques to verify stored data on optical disks. This industry standard was developed under the auspices of the Association for Information and Image Management (AIIM). A recently formed AIIM Optical Tape Subcommittee initiated the development of another data integrity standard specifying a set of media error monitoring tools and media error monitoring information (MEMRI) to verify stored data on optical tape media. This paper discusses the need for intelligent storage devices that can provide data integrity metadata, the content of the existing data integrity standard for optical disks, and the content of the MEMRI standard being developed by the AIIM Optical Tape Subcommittee.

Web-Based Real-Time Emergency Monitoring

The Web-based Real-Time Asset Monitoring (RAM) module for emergency operations and facility management enables emergency personnel in federal agencies and local and state governments to monitor and analyze data in the event of a natural disaster or other crisis that threatens a large number of people and property. The software can manage many disparate sources of data within a facility, city, or county. It was developed on industry-standard Geo- Spatial software and is compliant with open GIS standards. RAM View can function as a standalone system, or as an integrated plugin module to Emergency Operations Center (EOC) software suites such as REACT (Real-time Emergency Action Coordination Tool), thus ensuring the widest possible distribution among potential users. RAM has the ability to monitor various data sources, including streaming data. Many disparate systems are included in the initial suite of supported hardware systems, such as mobile GPS units, ambient measurements of temperature, moisture and chemical agents, flow meters, air quality, asset location, and meteorological conditions. RAM View displays real-time data streams such as gauge heights from the U.S. Geological Survey gauging stations, flood crests from the National Weather Service, and meteorological data from numerous sources. Data points are clearly visible on the map interface, and attributes as specified in the user requirements can be viewed and queried.

Knowledge Management

The emergence of rapidly expanding technologies for distribution and dissemination of information and knowledge has brought to focus the opportunities for development of knowledge-based networks, knowledge dissemination and knowledge management technologies and their potential applications for enhancing productivity of knowledge work. The challenging and complex problems of the future can be best addressed by developing the knowledge management as a new discipline based on an integrative synthesis of hard and soft sciences. A knowledge management professional society can provide a framework for catalyzing the development of proposed synthesis as well as serve as a focal point for coordination of professional activities in the strategic areas of education, research and technology development. Preliminary concepts for the development of the knowledge management discipline and the professional society are explored. Within this context of knowledge management discipline and the professional society, potential opportunities for application of information technologies for more effectively delivering or transferring information and knowledge (i.e., resulting from the NASA's Mission to Planet Earth) for the development of policy options in critical areas of national and global importance (i.e., policy decisions in economic and environmental areas) can be explored, particularly for those policy areas where a global collaborative knowledge network is likely to be critical to the acceptance of the policies.

Development of an Airspace Simulation and Modeling Tool for Enhanced Spectrum Management

The emergence of new aerial vehicles into the National Airspace System creates an increased demand for aeronautical communications to support aviation operations. However, the issue of spectrum scarcity remains an ever-present concern, and the growing demand cannot be supported using existing spectrum allocation strategies. As a result, a new spectrum management approach is required, and the National Aeronautics and Space Administration (NASA) is investigating advanced concepts to modernize the management and use of aviation spectrum by leveraging the latest advancements in wireless communications, big data and machine learning. This research proposes an autonomous spectrum allocation concept, which allocates communications resources, such as spectrum and power, based on the predicted communications and air traffic demands throughout the airspace, as opposed to the use of fixed allocations as is done today. This approach will result in improved spectrum utilization efficiency and enhanced airspace capacity. The autonomous spectrum allocation concept decomposes into three research areas: demand prediction, resource allocation, and use case evaluation. As part of the use case evaluation effort, a modeling and simulation capability is currently under development. This simulation capability includes the implementation of various features, including visualization of both live or virtually-generated airspace traffic, simulation scenario development, simulation management with data collection, and flight plan creation with corresponding trajectory generation. This modeling and simulation capability will continue to evolve as new and advanced airspace applications are introduced into existing and emerging operational environments.

A Privacy-Preserving Strategy for the Trust Layer of the Energy Grid of Things Distributed Energy Resource Management System

Emergent from the shadows of the traditional grid flaws, the Smart Grid (SG) idea was born and led by government mandates toward cleaner energy production. The SG represents the next generation of electricity distribution systems that subsume recent technological innovations. It uses digital communication between its components and entities to attain more automation, self-sufficiency, and reliability. Unfortunately, this relatively new concept is not flawless; the intrinsic reliance on increased digital communication spreads open attack paths for adversaries. Therefore, finding solutions that address information exchange vulnerabilities has become imperative. The Energy Grid of Things (EGoT) is Portland State University’s (PSU’s) implementation of a Distributed Energy Resource Management System (DERMS). The EGoT DERMS requires access to customers’ information to achieve operational objectives. The system’s access to customers’ information needs to be restricted such that it does not violate customers’ privacy. Applying privacy protection models such as K-anonymity to EGoT DERMS sub-components safeguards that privacy. This thesis work proposes a strategy to ensure communication in the EGoT DERMS is privacy-preserving and secure. Specifically, it provides an approach to applying the Mondrian Algorithm to ensure data within the system excludes Personally Identifiable Information (PII) and provides means for securing the communication according to industry standards (IEEE 2030.5). Results suggest that the generalization hierarchy derived for the EGoT DERMS exhibits an Identical Generalization Hierarchy structure. Guarantees of sameness manifested in the test feeder topology would not hold in real-world scenarios. Distributed Solar in Tamil Nadu

With India’s ambitious renewable energy targets and decreasing rooftop solar prices, customer adoption of rooftop solar on Tamil Nadu’s distribution network is set to increase in the coming years. With that comes the challenge of how to assess the impact of these emerging distributed energy resources. In an effort to help with such an assessment, NREL has created a holistic analysis framework for Tamil Nadu Generation and Distribution Company (TANGEDCO). The Emerging technologies Management and Risk evaluation on distribution Grids Evolution (EMeRGE) analysis framework and tool will help TANGEDCO and other distribution companies (DISCOMs) in India analyze new interconnection applications and evaluate the system risk impact over time with new emerging DERs.

Advanced Capabilities for Emergency Response Operations (ACERO)

The use of unmanned aircraft systems (UAS) to support disaster management is becoming more widespread. Uninhibited by many of the operational constraints imposed on crewed aircraft, UAS have the potential to augment the aerial response in a number of ways, including supporting situation awareness, thereby accelerating disaster management efforts. The intent of the Scalable Traffic management for Emergency Response Operations (STEReO) activity is to build an ecosystem that will allow small UAS (sUAS) operations to fly safely in the airspace during disaster management events. The first step toward this goal was to develop a small, single-user tool (the UASP-kit) that will enhance an sUAS pilot’s situation awareness of the airspace. In a subsequent project (Advanced Capabilities for Emergency Response Operations (ACERO)) the UASP-kit will be expanded and built upon to develop and airspace management tool.

The System Modeling and Analysis of Resiliency in STEReO (SMARt-STEReO)

NASA's Scalable Traffic Management for Emergency Response Operations (STEReO) project aims to leverage Unmanned Aerial Systems (UAS) and UAS Traffic Management (UTM) to improve asset coordination and overall emergency response. One application of STEReO is wildfire response, which is the focus of this research. In order to implement the operations described in the STEReO project, these additions must have tangible benefits and proven safety. To this end, the System Modeling and Analysis of Resiliency in STEReO (SMARt-STEReO) project constructs a simulation model, developed through the Python modeling and resiliency analysis package fmdtools. The model describes wildfire response operations, including current operational concepts and emerging concepts utilizing UAS as described in STEReO. While previous simulation models focus primarily on fire propagation with some models including emergency response intervention, SMART-STEReO evaluates the system performance and resilience benefits gained by the addition of UAS and UTM. Due to the novelty and complexity of the model, initial model verification and validation efforts are conducted and a detailed description of the model is provided. Preliminary results from experimental analysis on the SMARt-STEReO model indicate that when compared to current operations, the addition of UAS in wildfire operations results in improved response efforts, in terms of fewer acres burned, as well as improved system resilience in response to a given fault.

The Umbra Simulation and Integration Framework Applied to Emergency Response Training

The Mine Emergency Response Interactive Training Simulation (MERITS) is intended to prepare personnel to manage an emergency in an underground coal mine. The creation of an effective training environment required realistic emergent behavior in response to simulation events and trainee interventions, exploratory modification of miner behavior rules, realistic physics, and incorporation of legacy code. It also required the ability to add rich media to the simulation without conflicting with normal desktop security settings. Our Umbra Simulation and Integration Framework facilitated agent-based modeling of miners and rescuers and made it possible to work with subject matter experts to quickly adjust behavior through script editing, rather than through lengthy programming and recompilation. Integration of Umbra code with the WebKit browser engine allowed the use of JavaScript-enabled local web pages for media support. This project greatly extended the capabilities of Umbra in support of training simulations and has implications for simulations that combine human behavior, physics, and rich media.
