Milestone report for MRT 8504: Commission EXAFS spectrometer with spectral range of 17.95-18.6 keV design to obtain EXAFS data for Pu L shell experiments

This milestone describes the development and fielding of EXAFS Phase II spectrometer designed to provide high quality (SNR>=5) EXAFS spectra for Plutonium measurements at the National Ignition facility (NIF). Benefits: the EXAFS data will be used by the High Energy Density (HED) Physics and more specifically the Focused Material Science program to measure the thermal state of compressed materials with good temperature sensitivity (~100-1000 Kelvin). Data with good signal to noise ratio (SNR>=5) and good spectral resolution allows the FMS program to fill a gap in diagnosing temperature to completely constrain material properties for weapon physics and Stockpile Stewardship applications.

4.5m GTEM RS105 Test Capability Commissioning

This work details the reconfiguration of the 4.5 m Gigahertz Transverse Electromagnetic test facility at Sandia National Laboratories to operate in accordance with the RS105 (radiated susceptibility) test from MIL-STD-461 representing a high-altitude electromagnetic pulse. This reconfiguration involved removal of the existing continuous wave source and connecting both a high voltage feed and a coaxial feed housing the Marx bank pulser. Marx control settings were calibrated for several voltage levels across two pulsers, and position-dependent measurements of the peak electric field were taken throughout the test volume for each pulser. The results showed field uniformity and purity across the test volume comparable to continuous wave operations, and field peaks were measured from 1.63 kV/m to 54.8 kV/m, with maximum capabilities expected to exceed 100 kV/m. Some challenges in consistent pulser operations at lower Marx bank voltages and high frequency reflections in the system were identified for future capability improvements.

Platform for Remote Deployment and Training for Enhanced Building Operation Practices (Building Re-Tuning and On-going Commissioning)

While a building’s energy usage is driven largely by its design and use, building operator behavior has a strong influence on its energy consumption. This project developed and piloted a specific, data-driven coaching methodology to help operators understand how they can adjust operations and/or affect no/low-cost repairs or upgrades to their specific building HVAC systems to reduce energy consumption. Named BuildingCoach, the operational optimization method used is based on the Building Re-tuning approach developed by the Pacific Northwest National Laboratory. A building operations analytics market has matured over the past decade, though its potential to affect energy-saving changes has not been fully realized. Training operators to understand the methods for operational optimization with the explicit approach of using building-system performance data is hypothesized to create a more effective, longer lasting result in building energy efficiency, and this strategy is the fundamental premise of this project. With the support of an Industry Advisory Board, the project succeeded in developing materials and recruiting for and delivering three pilot cohorts. Deliverables included twenty-two self-paced training modules (accessed via a Learning Management System) and a web-based platform that includes access to real-time building system data and a repository for building system documentation. The project set out to have 100 participants from 50 buildings in three pilot cohorts. In the end, there were 28 participants from 17 buildings, i.e., a significant shortfall. The first two pilot cohorts had only two buildings in each, and this was partially due to difficulties in deploying the Building Operator Coaching Solution (“the BOCS”), which is technology that extracts the data from the controls network and presents it as prescribed for coaching. In the third cohort, the project team deployed the BOCS successfully to 13 buildings, the methodology was piloted as intended, and numerous opportunities for optimization were identified. The BuildingCoach business plan charts a path to an economically sustainable effort. However, even with a licensing model captured in the final version of the business plan, the scalability is still limited to keeping less than 1,000 buildings affected by 2033. Even so, there are unexplored paths to greater scalability that are being considered. CUNY BPL is working to perpetuate and grow the use of BuildingCoach. As of this writing, about twenty buildings have either been connected or will be connected with operators coached / to be coached in the NYC municipal portfolio, twelve buildings across four campuses in NY State will use BuildingCoach, a NY upstate county wishes for six or seven buildings to participate with the support of funding from NYSERDA, and others have also expressed interest. In the decades to come, there will be an increasing percentage of large and mid-sized buildings that incorporate automated system optimization (ASO), and the building operators’ role will shift to spend more time on maintenance and monitoring. Meanwhile, programs such as BuildingCoach will play a critical role in optimizing operations. And, regardless of the emergence of ASO, operators will still need to understand how their systems operate so that they can monitor them properly. Within that context, BuildingCoach is an important step towards operators’ understanding of efficient building system operations.

Installation and Commissioning of the SBC-LAr10 Detector at Fermilab

This report describes the progress towards a scalable detector capable of quasi-background-free detection of sub-keV nuclear recoils under DOE award DE-SC0024254. Work supported by this award follows two distinct thrusts: (1) the first calibration of sensitivity to sub-keV nuclear recoils in a liquid-noble bubble chamber, based on data taken in a prototype liquid xenon bubble chamber run previously at Northwestern University, and (2) the successful assembly and installation of the 10-kg liquid argon bubble chamber SBC-LAr10 in the MINOS underground area at Fermilab. These accomplishments have paved the way for the precision calibration of SBC-LAr10 in the MINOS underground area at Fermilab in the coming year, which will use novel calibration techniques to measure the potential of the liquid noble bubble chamber technology for the detection of GeV-scale dark matter particles and the measurement of coherent elastic nuclear scattering by reactor anti-neutrinos (CEvNS).

National Electric Vehicle Infrastructure Formula Program (NEVI) Brief for State Public Utility Commissions

The National Electric Vehicle Infrastructure (NEVI) Formula Program (NEVI program) is a funding opportunity for all 50 U.S. states, the District of Columbia, and Puerto Rico, established by the Bipartisan Infrastructure Law (BIL). The NEVI program instructs states to “strategically deploy electric vehicle (EV) charging infrastructure and to establish an interconnected network to facilitate data collection, access, and reliability.” The NEVI program allocates more than $\$$5 billion to states from Fiscal Year (FY) 2022 to 2026 on a formula basis. NEVI funds are available to private entities, including utilities, to build EV Supply Equipment (EVSE)1 and associated EV grid infrastructure.

State Spotlight on Resilience: The Washington Utilities and Transportation Commission’s Wildfire Mitigation Plans

Wildfires present a significant risk to critical infrastructure, endangering energy systems by damaging transmission lines and imposing a variety of costs on utilities and their customers. Wildfires have increased nationally in both extent and intensity as vegetation conditions become drier and wind patterns become more turbulent. Aging infrastructure may also cause transmission lines to ignite vegetation.

Exoplanets in the Antarctic Sky. IV. Dual-band Photometry of Variables Found by the CSTAR-II Commissioning Survey at the North Sky

From the experiences learned in three decades of exoplanet search, wide-field transit surveys have proven to be one of the most effective ways to detect exoplanets. Wide field of view, however, suffers from high false-positive rates caused by blended eclipsing binaries. The chromaticity in eclipse depth is an effective feature to distinguish low-depth eclipsing binaries from transiting exoplanets, making multiple-band photometry follow-up advantageous before a target is passed onto more expensive spectroscopic follow-up. Moreover, a multiple-band photometric survey is itself a powerful method to find and vet planetary candidates and narrow down the candidate list of high-priority targets. In this work, we report the first results of a dual-band (Sloan-g and -i) wide-field photometry survey—the Chinese Small Telescope ARray II (CSTAR-II), an updated version of the original CSTAR. As a key component of the Chinese Exoplanet Searching Program from Antarctica, CSTAR-II has been tested thoroughly at a remote arctic site near Mohe during the winter of 2014. In total, 13,531 light curves with the best overall photometric precision of ∼3 mmag were extracted from 7721 stars in the Sloan-g and -i bands. Using a robust method, we have detected 63 variables, of which 48 are newly discovered. The dual-band photometric results as well as the stellar properties of the detected sources are provided in this work.

Heavy Duty Natural Gas Single Cylinder Research Engine Installation, Commissioning, and Baseline Testing

Natural Gas (NG) Internal Combustion Engines (ICE) are a promising alternative to diesel engines for on-road heavy-duty applications to reduce greenhouse gas and harmful pollutant emissions. NG engines have not been widely adopted due to the lower thermal efficiency compared with diesel engine counterparts. To develop the base knowledge required to reach the desired efficiency, a Single Cylinder Engine (SCE) is the most effective platform to acquire reliable and repeatable data. A SCE test cell was developed using a Cummins 15-liter six-cylinder heavy-duty engine block modified to fire one cylinder (2.5-liter displacement). A Woodward Large Engine Control Module (LECM) is integrated to permit implementation of real-time advanced combustion control. Intake and exhaust characteristics, fuel composition, and exhaust gas recirculated substitution rate (EGR) are fully adjustable. A high-speed data acquisition system acquires in-cylinder, intake, and exhaust pressure for combustion analysis. The baseline testing shows reliable and consistent results for engine thermal efficiency, indicated mean effective pressure (IMEP), and coefficient of variance of the IMEP over a wide range of operating conditions while achieving effective control of all engine control and operation variables. This test cell will be used to conduct a research program to develop new and innovative control algorithms and CFD optimized combustion chamber designs, allowing ultra-high efficiency and low emissions for NG ICE heavy-duty on-road applications.
