Apollo Program Management, Kennedy Space Center, Florida

The evolution of the Kennedy Space Center as the launch organization for Apollo/ Saturn V involved the concurrent solution of numerous complex problems. A significant increase in manpower was involved. Large and complex checkout and launch facilities were to be designed and constructed. Expansion of operational capabilities required the establishment and integration of a Government-Contractor operational team. From an initial cadre of approximately 200 civil service personnel of the Army Ballistic Missile Agency, transferred to NASA in 1960 following its establishment, expansion to the present civil service level of 2,900 occurred in the last seven years. Established within NASA as a directorate of the Marshall Space Flight Center, KSC achieved center status in 1962. With its designation as a Center, KSC accomplished the development and staffing of an organization that could perform procurement, resources, financial, and other management requirements formerly provided by the parent organization. In addition to continuing launch operations for established programs, KSC undertook the design and construction of large, new, and unique launch facilities for Apollo/Saturn V. With the expansion of the civil service work force, KSC integrated contractor organizations employing 23,000 personnel at the Center to perform specific operational and support missions under the technical supervision and observation of the Government team. The management techniques, organizational concepts, and continuing efforts utilized to meet the Apollo goals and challenges are discussed in this document.

Census Cities Project and atlas of urban and regional change

The research design and imagery utilization for urban applications of remote sensing are reviewed, including the combined use of sensor and census data and aircraft and spacecraft sensor platforms. The related purposes of the Census Cities Project are elucidated: (1) to assess the role of remote sensors on high altitude platforms for comparative study of urban areas; (2) to detect changes in selected U.S. urban areas between the 1970 census and the time of launching of an earth-orbiting sensor platform prior to next census; (3) to test the satellite sensor platform utility to monitor urban change and serve as a control for sensor image interpretation; (4) to design an information system for incorporating graphic sensor data with census-type data gathered by traditional techniques; (5) to identify and to design user-oriented end-products or information services; and (6) to ascertain what organizational capability would be needed to provide such services on a continuing basis. A need to develop not only a spatial data information system, but also a methodology for detecting and interpreting change is implied.

Program on application of communications satellites to educational development

Interdisciplinary research in needs analysis, communications technology studies, and systems synthesis is reported. Existing and planned educational telecommunications services are studied and library utilization of telecommunications is described. Preliminary estimates are presented of ranges of utilization of educational telecommunications services for 1975 and 1985; instructional and public television, computer-aided instruction, computing resources, and information resource sharing for various educational levels and purposes. Communications technology studies include transmission schemes for still-picture television, use of Gunn effect devices, and TV receiver front ends for direct satellite reception at 12 GHz. Two major studies in the systems synthesis project concern (1) organizational and administrative aspects of a large-scale instructional satellite system to be used with schools and (2) an analysis of future development of instructional television, with emphasis on the use of video tape recorders and cable television. A communications satellite system synthesis program developed for NASA is now operational on the university IBM 360-50 computer.

Patterns in the development of operations research and management science in government

The development of an operations research or management science (OR/MS) activity in an organization is discussed as occurring in a series of phases. Organizational aspects of the development of OR/MS in an individual case and in an institutional environment of federal civilian agencies are described. It is noted that there is some evidence that the length of time it takes an OR/MS group to develop to maturity has decreased. It is concluded that to understand the development of OR/MS in government organization, it must be considered as a problem in empirical organization theory.

Methodology for the systems engineering process. Volume 1: System functional activities

Systems engineering is examined in terms of functional activities that are performed in the conduct of a system definition/design, and system development is described in a parametric analysis that combines functions, performance, and design variables. Emphasis is placed on identification of activities performed by design organizations, design specialty groups, as well as a central systems engineering organizational element. Identification of specific roles and responsibilities for doing functions, and monitoring and controlling activities within the system development operation are also emphasized.

Satellites for U.S. education - Needs, opportunities and systems.

This paper presents results of a continuing interdisciplinary study of the potential applications of Fixed- and Broadcast-Satellites for educational information transfer in the United States for the period 1975-1985. The status of U.S. education is examined and needs, trends and issues are discussed. The existing educational telecommunications infrastructure is examined and opportunities for satellite services are defined. Potential uses include networking of educational institutions and service centers for delivery of public and instructional television, computer-aided instruction, computing and information resources to regions and groups not now adequately served. Systems alternatives and some of the organizational and economic issues inherent in the deployment of an educational satellite system are discussed.-

Organizing, staffing and initiating the program.

This paper describes and discusses those test laboratory management considerations prerequisite to test conduct and test reporting. These considerations are identified as (1) organizational requirements; they have to be determined, not only to implement a successful test program, but to match the communications needs of the other elements of the parent organization: (2) the role of supervision; decision making processes, types of decisions, and charters and role statements are presented: (3) planning; involves establishing objectives, definitions, procedures and the review and appraisal process: (4) delegation; some things cannot be delegated, others have to be.
